ingeniir 212602-RFI-01 30 November 2021 Building & Plumbing Services Noosa Shire Council PO Box 141 Tewantin QLD 4565 [email protected] RESPONSE TO INFORMATION REQUEST APPLICATION NUMBER – MCU21/0183 AND OPW21/0292 Proposed Duplex at 9 Ruby Street Cooroy 4563 Lot 615 on C56014 Please find below and accompanying to this letter documentation comprising a response to the Information Request dated 05/11/2021 INFORMATION REQUESTED 1. Provide Unity Water’s certification/letter confirming that the applicant has demonstrated compliance with Unity Water’s requirements for building over Unity Water’s assets; Refer accompanying referral response from Unitywater dated 16/11/2021 2. Provide an assessment of the potential impacts on adjoining properties due to the changes in overland flowpaths created by the proposed works. The assessment must be prepared by a suitably qualified person; The allotment is situated on a slight ridge between Opal Lane to the North and Ruby Street to the South and currently discharges to both frontages as shown by the contours in Figure 1. The proposed development provides a preferred drainage arrangement by providing surface falls for the rear portion of the allotment to Opal Lane directly rather than the current arrangement of draining to Opal Lane through the neighbouring property to the West. 3. Provide RPEQ written certification, certifying that the proposed Earthworks and Stormwater
Management Plan will not cause a worsening of stormwater conditions by adversely altering
stormwater drainage characteristics external to the site, including, but not limited to:
a. additional ponding on neighbouring properties or on road reserve;
b. increased runoff onto neighbouring properties or road reserve
c. redirect overland flows;
a. The property does not currently receive runoff from the surrounding properties as the Eastern
boundary is fenced with a sleeper at the base (as shown in Figure 2) effectively limiting any
stormwater from onto the site from the upstream allotments. As such the proposed retaining
along the Eastern boundary will not impact the existing flow regimes on the site or neighbouring
properties.

By providing positive surface drainage in the rear of the lot to Opal Lane the development will
have a beneficial impact on the neighbouring properties to the West.
b. The existing impervious area in the rear portion of the allotment (fronting Opal Lane) is
comprised of 2 sheds and paved landscaping around the pool area totaling 170m2. The proposed
roof area of the new building is 160m2 hence is less than the existing impervious area to be
removed as part of the development, as such will be non-worsening for stormwater runoff.
c. The development only proposes to redirect surface flows on the rear portion of the allotment to
avoid draining to Opal Lane through the neighbouring property to the West; and will drain to
Opal Lane directly as a result which is considered a beneficial outcome.
5. Provide amended plans, prepared by a RPEQ, detailing the proposed roadworks, including
but not limited to :
a. Pavement design, including connection to existing concrete pavement, thickness,
reinforcement, concrete strength, etc.;
b. Stormwater discharge details, including scour protection, cross sections, etc.
a. Refer accompanying engineering plans revised to include the proposed pavement details
matching that of the IPWEAQ standard RS-051 crossover. Details have been added for pavement
connection to existing.
b. The stormwater from the site is to discharge to a kerb adapter in accordance with IPWEAQ
standards. The scour protection is provided by the pavement widening added to opal lane. Cross
sections can be found on the standard drawings for the outlet.
If you wish to discuss this matter further, please contact Daniel Kenna.
Yours sincerely,
Daniel Kenna

Real Property Description: Lot 615 on C56014
Proposed Building Work: Secondary Dwelling/Dual Occupancy Dwelling
Relevant Infrastructure: 150mm Asbestos Cement Sewage Gravity Main and 150mm Asbestos
Cement Sewage Pressure Main
Thank you for referring the proposed building work to be undertaken on the property as mentioned
above to Unitywater for a concurrence agency assessment. The assessment of the drawings and
documents submitted have been conducted by Unitywater’s Development Officer, Tony Stokman.
This concurrence agency referral response is issued under the provisions of the Planning Act 2016
and as such shall be a component of the building development approval that is to be obtained and
issued for the proposed building work.
The proposed building work is to be undertaken in accordance with the conditions as listed below.
CONDITIONS
1. The owner accepts sole responsibility for and releases Unitywater, its employees, authorised
agents and contractors in respect of all illness, injury, death and loss or damage of property which

near that infrastructure.
2. The owner indemnifies and shall keep indemnified Unitywater against all actions, claims, suits,
demands, losses, damages, costs and expenses of any kind, arising out of or incidental to the
building work being undertaken near Unitywater’s infrastructure and any works carried out by
Unitywater except to the extent caused by the negligence of Unitywater, its employees, authorised
agents and contractors.
3. The owner accepts responsibility, including costs, for any associated rectification works to
Unitywater’s infrastructure that are required as a result of the proposed building works directly or
indirectly impacting on the Unitywater asset.
4. Where a footing system includes piles/piers to support the building work, they must not be impact
driven

6. Any variation to the approved drawings will require a further referral to Unitywater for
consideration prior to commencing the building work. Such amended proposals will be considered
on their individual merits and may or may not be considered favourably.
7. To ensure the design clearance is attained; the line of the infrastructure, including the sewer
sewerage property connection point, must be accurately located on the property prior to
commencing the building work. In the event the actual clearance is less than design clearance, a
further referral to Unitywater is required and the resultant response shall be acted upon
accordingly.
8. A CCTV Survey of the sewer main as shown on the enclosed GIS Map is to be performed by an
independent contractor and submitted within twenty (20) business days from the footing system
for the building work having been completed.
NOTE: To submit the relevant CCTV video file/s and report documentation to Unitywater, send
an email request to [email protected] to arrange an Objective Connect link
to be provided to you for upload of the CCTV footage and CCTV written report
• The results (Video and Technical Report) must include the asset I.D numbers as shown on
the GIS Map and is to be submitted to Unitywater for assessment within ten (10) business
days of the CCTV Survey having been completed.
• The survey must be conducted utilising a tracked vehicle with a rotating camera head and
the lens is to be free of water and obstructive material.
• The Technical Report may be in hard copy and/or electronic format and must identify the
location and characteristics of reportable features (i.e. sewer main defects) and other
essential details necessary to define the extent of the survey (i.e. the length of the main,
chainages of defects, sewer property connections, etc). An example of an acceptable
Technical Report is enclosed for your reference.
*IMPORTANT – A ‘Notice of Finalisation’ for this Concurrence Agency Referral Response will
be issued once the CCTV Survey has been received, reviewed and it is determined there has
been no impact to the sewer main resulting from the construction of the footing system.
