1. Brief
Treesafe Australia Pty Ltd has been engaged by Michael Lyell, director of Urban Town Planning to undergo
a root zone investigation for one mature Araucaria heterophylla (Norfolk Island Pine) located on the road
reserve of Clipper Street Sunrise beach.
Two preliminary site visits have been conducted to determine the retention of the subject tree with the
influences of the proposed development.
Discussions were held on both occasions between the consulting arborist and Michael Lyell regarding the
relaxation of the proposed driveway alignment to reduce incursion percentages within Tree Protection zone
(TPZ) and away from the Structural Root Zone (SRZ) of the Norfolk Island Pine.
2. Proposal
The proposal includes the construction of a two-story, triplex unit development with supporting
infrastructures including the installation of a driveway crossover connecting to Clipper Street.
Excavation works are proposed to occur within the TPZ and in close proximity to the SRZ of the Norfolk
Island Pine for the installation of the concrete driveway.
3. Site
The assessment site, Real Property Description Lot 83 on R.P. 132135 consists of a 920.45 m2, east
southeast facing parcel of vacant residential land adjoining 4 Ventura Street Sunrise beach.

4. Site Visit The consulting arborist liaised on site with Michael Lyell on two separate occasions. An initial walkthrough of the site was performed to discuss the scope of the project with Michael Lyell on the 26th of March 2025. A second preliminary site visit was conducted on the 27 th of May 2025 with potholing conducted to investigate and visually observe the presence of active roots along the proposed driveway alignment. Inspection data was captured upon the day of this site visit for the addition to the arborist report/impact assessment. 5. 6. Data Collection All tree inspections are performed from ground level without detailed investigation unless otherwise noted within the assessment. The method of inspection performed was a basic level 2 visual tree assessment (VTA) as per ISA guidelines, ANSI A300 Standard for Risk assessment and ISA’s Best Management Practices. The arborist report includes the capture of trunk measurements Diameter at Breast Height (DBH), 1.5 meters from ground level and Diameter Above Basal Flare (DABF), to calculate the Tree Protection Zone (TPZ) and SRZ for each tree assessed. A Yamayo Million Diameter tape was used to capture these trunk diameters with the Treetec online calculator used to calculate the TPZ radius. A Useful Life Expectancy (ULE) rating has been provided based upon the health and structure of the tree at time of inspection (Refer to Appendix 1 for a definition of ULE). 7. TPZ Measurements TPZ and SRZ calculations have been formulated in accordance with AS 4970 Protection of trees on development sites. Determining the Tree Protection Zone (TPZ): (Extract from AS 4970: 2009) The radius of the TPZ is calculated by multiplying its Diameter at Breast Height (DBH) x 12. TPZ = DBH x 12 DBH = trunk diameter measured at 1.5 metres above ground. Radius is measured from the centre of the stem at ground level. Determining the Structural Root Zone (SRZ): SRZ radius = (D x 50) 0.42 x 0.64 where D = trunk diameter, in metres, measured above the root buttress or Diameter Above Basal Flare (DABF). 8. Inspection Results
Upon the day of the site visit, the mature Norfolk Island Pine was inspected with observations of the
specimen’s health and vigour captured during the inspection.
The tree exhibits positive signs of vitality with healthy apical extension evident from ground level.

10. Root zone Investigation
To assist with the investigation, the TPZ and SRZ radius of the Norfolk Island Pine and the proposed
driveway alignment was marked out with spot marker paint to provide visual representation to the
percentage of incursion from the operational works proposed to occur within this area of the site.
In a collaborative effort, the consulting arborist and Michael Lyell adjusted the proposed driveway alignment
to minimize incursions within both the TPZ and SRZ.
Hand excavation and potholing was conducted at seven points, spaced one meter apart to a depth of 600
mm along the outer edge of the updated alignment to the driveway crossover at the eastern site boundary.
The potholes revealed minimal active roots at each point with one pothole housing an active root of 10 –
15 mm in diameter at a depth of 100 mm below surface level.
With respect to the extent of incursion from the proposed driveway alignment, the remaining potholes were
surprisingly absent of active tree roots at these points.
Two active surface roots approximately 100 mm in diameter have been exposed due to soil disturbances
from vehicle parking on the road reserve.

12. Conclusion:
The second preliminary site visit involved capturing trunk diameter measurements to map out the TPZ and
SRZ radius.
It was anticipated that a significant number of active roots would be exposed by the proposed excavation
activities at this distance from the Structural Root Zone (SRZ); however, the hand excavation conducted
on the 27th of May revealed minimal active roots within the pothole sites.
These findings confirm that the tree can be retained without damaging active roots where the driveway
alignment is closest to the SRZ on the southern side of the tree.
The two exposed surface roots on the road reserve will require a soil top-dressing cover during operational
works to create a protective barrier and prevent further damage.
Mulching and watering are essential during construction to control moisture loss and soil erosion throughout
all phases.
13. Recommendations
• Consider all design implementations in favour of preserving the health and vitality of the tree.
• Utilise sensitive earthworks methods within the TPZ to avoid damage to the branch structures and
