Final Report
5.3 Impact of Parking Demand Management Measures on Parking
Demand
Specific parking demand reductions are often not cited for individual demand management measures. To gain
a greater understanding of the potential impact different demand reduction measures have on parking demand
research undertaken by Todd Litman from the Victorian Transport Policy Institute, which has been outlined as
shown in Table 5-2.
Table 5-2: Demand reduction measures impact on parking demand
Demand Reduction Measure Parking Demand Reduction
Shared Parking 10% - 30%
Unbundled Parking 10% - 30%
Priced Parking 10% - 30%
Provision of bicycle facilities 5% - 15%
Improved User Information 5% - 15%
Financial Incentives 5% - 15%
Information is not available on the cumulative impact of combinations of potential demand reduction measures,
only on their isolated individual impact on parking demand. Additionally, specific information is not available
on the impact of all potential parking demand management measures and parking management framework
changes proposed in Section 4.9. Finally, the impact of each of the above proposed options may vary, dependent,
both on the parking environment in question, and on the way the parking demand intervention is carried out.
Nevertheless, the following guidelines have been made around potential parking demand management
measures, based on level of intervention, as shown in Table 5-3.
Table 5-3: Estimated Impact of Demand Management Measures
Parking Demand Management Measure Parking Reduction Rate
Priced parking 10% - 30%
Time-limited car parking and other priority controls 10% - 30%
Directional signage 5% - 15%
Car share schemes 10% - 30%
Green travel plans 5% - 15%
Overflow parking plans 10% - 30%
Park and ride services 10% - 30%
Additional parking supply 0%
As a conservative approach, the impact of multiple demand management interventions will not be added
cumulatively in analysis, instead only the highest parking reduction rate for the bundle of demand management
measures will be used.
