Final Report
Figure 6-2 Residential - Council Parking Benchmark (spaces / dwelling)
As can be seen from Figure 6-1 and Figure 6-2, Noosa Shire’s current Shops / Office parking minimum rates
generally exceed those of comparable regional councils. There is greater variation in Residential parking
minimums for comparable councils, however, Noosa Shire’s parking rates are typically on the upper end.
6.1.2.4 Best Practice
Complete Streets
Complete Streets is intended to provide a uniform approach to designing streets in Queensland for both on
street and off-street parking and plays an extremely important role in the design of streets. It acknowledges the
challenging aspects of parking in developments and the role that parking can play in managing travel demand.
Within Complete Streets, maximum rates have been suggested particularly in areas where alternative transport
options such as public transport, walking and cycling exist. As stated within the manual the parking rates have
been derived from a review of parking rates from planning schemes throughout Queensland and proposed rates
from research on urban mixed-use areas.
Table 6-5 provides an overview of the suggested maximum parking rates contained within Complete Streets.

Moreton Bay Regional Council – Local Centre Zones
The Moreton Bay Regional Council (MBRC) has implemented minimum and maximum parking rates for local
centre zone areas. As per MBRC planning a local centre is defined as:
Small centres with a limited range of service, including convenience retail, servicing a local neighbourhood
catchment.
