Noosa Car Parking Study 2017 - 2032
Final Report
A financial contributions policy should:
Relate to a use (or change in use) of a site or development of a site;
Be financially proportionate to the statutory right for which they are exchanged. Councils can only require a
payment for car parking that reflects the cost of providing a car parking space; and
Identify a proper planning outcome to be funded by the contribution. A project that provides car parking
facilities, or other measures which reduce the demand for parking, would generally be regarded as a proper
planning purpose.
The following information should be set out in the schedule:
The area in which a financial contribution may be collected in place of providing car parking spaces;
The amount required in dollars per car parking space;
The method of indexing the amount; and
Financial arrangements associated with holding and spending funds paid, including the purposes for which
the funds must be used.
It may also set out if appropriate:
The ongoing monitoring and review arrangements, to reflect the change in land and construction prices
The condition to be included on the permit to secure the financial contribution.
An outline of similar in-lieu payment schemes / rates is discussed further in Section 7.
It is noted that an “in-lieu” parking policy is required only in the event that parking minimums are retained.
Where the regulatory framework does not specifically require developments to provide on-site parking, i.e.
minimum parking rate requirements do not apply, then the application of an “in-lieu” policy becomes redundant.
6.2.1.5 Travel Demand Parking Reductions
Alongside adjustments to parking rate minimums, the implementation of travel demand management measures
and support for sustainable transport by developers could be incentivised through associated reductions in
minimum parking requirements.
As an example, parking reductions provided through travel demand management measures for developments
within the City of Gold Coast Council (CGCC) have been provided in Table 6-8.
Table 6-8 Travel Demand Parking Reductions
Travel demand measure Indicative reduction
Car sharing Each car share vehicle off-sets 5 spaces (equates to a relaxation of 4
spaces)
Unbundled parking 20% to 50% unbundled – 30% reduction in minimum rate
Motorcycle/ motor scooter parking Every 2 motorcycles spaces can replace 1 car space, up to 15% of the
minimum parking requirement
Bicycle parking (where provided in excess of the Every 6 bicycles offsets 1 car space, up to 15% of the minimum parking
requirement under relevant section of this code) requirement
Any other travel demand measure To be approved by Council
