Noosa Council
Noosa Car Parking Study 2017 - 2032
Final Report
8 Key Findings
Based on an assessment of current parking demand and projections of future parking demand, the performance
of parking within identified centres within the Noosa Shire Council area are summarised in this section.
Key observations around existing and future parking demand are as follows:
On-street parking demand is not expected to exceed the target utilisation rate or existing parking supply
for the Cooran, Cooroy, Pomona or Tewantin centres up to the 2031 horizon year.
On-street parking demand in both Noosa Junction, Noosaville and Peregian Beach centres is projected to
be above the 85% target utilisation rate, however overall parking capacity is not expected to be exceeded
by the 2031 horizon year.
On-street parking demand is projected to significantly exceed overall parking capacity in Hastings Street
and marginally exceed parking capacity in Sunshine Beach by the 2031 horizon year.
Appropriate parking demand management interventions for the Noosa centres are summarised below:
Opportunities to provide additional parking supply were identified in the Noosa Junction study area, with
the site adjacent to the TransLink bus station identified as the preferred option. Additional Noosa Junction
parking (either two-level or three-level), could be used to supplement Hastings Street parking supply during
periods of peak temporal parking demand (i.e. weekend beach trips) through the provision of a dedicated
shuttle services between Noosa Junction parking and Hastings Street.
The implementation of priced parking in the shorter term is considered an appropriate intervention for the
Hastings Street study area, given the constraints on additional parking within the study area and the high
level of current and future estimated utilisation of existing parking supply. Complementary to this, it is also
recommended that real-time information on parking availability and directional signage be implemented
before Hastings Street (eastern roundabout intersection) to alert drivers to a parking availability (or lack
thereof) at the Noosa Woods carpark, reducing overall traffic circulation through Hastings Street.
Directional signage can be used to guide drivers, particularly visitors who may be unfamiliar with the area,
to nearby alternative parking areas – particularly at Noosaville, Noosa Junction and Peregian Beach. While
directional signage is not expected to significantly impact upon parking demand for centres, it would
improve relative parking utilisation across the study area.
The implementation of suggested demand management measures by 2031 is projected to result in only a
slight remaining shortfall in parking provisions for Sunshine Beach, under a 100% utilisation rate target.
Where the ideal 85% utilisation rate is considered, parking capacity is still considered to be unable to meet
projected parking demand in Peregian Beach as well.
The above recommendations are based on the business-as-usual projection, and do not consider potential
parking policy changes which may impact upon parking demand, such as those outlined in this report. These
include the removal of minimum parking rates and the introduction of maximum parking rates, alongside the
implementation of developer led travel demand management measures in-lieu parking rate contributions,
bundled and shared parking.
It is recommended that further surveys be undertaken at regular intervals to monitor parking performance,
particularly after the implementation of any significant parking interventions to ascertain their impact on parking
demand.
