Essence of Peregian Beach Project v2
Environmental Management Plan (Construction and Operation)
1. Introduction
North Coast Environmental Services have been commissioned by Thomco No 2087 Pty Ltd to
prepare an Environmental Management Plan to manage impacts to the environmental values
associated with Lot 1 on SP286680; located at 215 David Low Way in Peregian Beach (referenced
hereafter as ‘the site’). The impacts are anticipated to arise as a result of the approved construction
of 19 x 3+ bedroom units, one (1) manager’s unit and a motel building containing 32 units. The site
is proposed to be reconfigured from one (1) Lot into three (3) Lots (MCU16/0153 REC16/0041).
The site layout has been prepared by Reddoor Architecture (refer Attachment A).
2. Purpose of This Report
This Environmental Management Plan (EMP) (Construction and Operation) has been prepared to
assist Thomco No. 2087 Pty Ltd (Thomco) and/or their nominated Construction Contractor, and
other parties associated with the Essence of Peregian Beach development works, in discharging
their statutory responsibilities relating to environmental matters during the construction and
operation phase of the Project. This EMP includes specific environmental management actions,
which have been detailed in Table 1 of this document.
The following potential environmental issues have been identified in this EMP as key areas for
consideration during the construction and operation phase of the Project:
• Legislative compliance
• Fauna and fauna habitat;
• Vegetation management;
• Water quality (including groundwater);
• Erosion and sediment control; and
• Weed control and pest management.
Other issues that have been considered in this EMP include:
• Waste management;
• Fuels and hazardous materials;
• Air quality and dust control;
• Aboriginal cultural heritage;
• Noise and vibration; and
• Visual amenity
3. Statutory and Policy Requirements
Thomco and all members of the project team have a “General Environmental Duty” under Section
319 of the Environmental Protection Act 1994 (EP Act). The General Environmental Duty makes
it an offence under the Act to carry out any activity that causes, or is likely to cause, environmental
harm unless all reasonable and practical measures have been taken to prevent or minimise the
potential harm.
To minimise environmental harm, it is necessary to assess what environmental conditions exist
on-site and to identify potential environmental impacts of the proposed development. In addition
to the EP Act, all development must comply with the relevant provisions of Commonwealth and
State Legislation including but not limited to:
• Environment Protection and Biodiversity Conservation Act 1999 (EPBC Act)
(Commonwealth);
• Planning Act 2016 (Planning Act);
• Nature Conservation Act 1992 (NC Act);

Development requirements are also set through a number of statutory instruments including State
Planning Policies, State government policies and Local Government planning schemes.
The Environmental Checklist in Attachment B summarises the results of the site surveys and
desktop investigations undertaken for the proposed works. For the project to comply with relevant
environmental laws and policies, the management measures summarised in the Project
Environmental Management Plan (Project EMP) detailed in Table 1 need to be implemented.
Thomco No. 2087 Pty Ltd Environmental Policy
Thomco are committed to a policy of ‘environmental improvement’ in the course of its business
operations. Thomco realise that the nature of our work is likely to cause disturbance of the natural
environment with the potential of environmental harm unless considered environmental
management practices are implemented. Thomco will continue to reduce potential environmental
impacts by:
• Complying with Local, State and Commonwealth legislation;
• Consulting with community, employees, traditional owners and subcontractors;
• Managing potential impacts to flora / fauna, air, water and soil.

Environmental Management Plan (Construction and Operation)
4. Environmental Management
4.1 General
The following sections identify specific environmental aspects that may be impacted by
construction works and outline:
• Objectives that apply to each identified aspect;
• Potential issues that may arise as a result of construction works within the Project area;
• Potential issues that may arise from operation; and
• Relevant legislation that may be triggered.
4.3 Vegetation Management and Fauna Protection
The following general objectives have been identified for the construction and operation phase of
the works with respect to vegetation and fauna management:
• Relevant investigations and approvals will be obtained prior to commencement of clearing
works;
• No disturbance of vegetated areas shall occur outside the designated work area; and
• Appropriate measures are to be implemented to minimise any impact on fauna and their
potential habitat.
A Fauna Management Plan has been prepared for this project (NCES, 2019) and the directives
prescribed therein are to be adhered to regarding the management of vegetation and fauna during
clearing works.
4.4 Water Quality and Erosion and Sediment Control
Objectives relating to erosion and sediment control for the construction and operation phase of the
works include:
• To comply with the relevant State Planning Policy Water Quality Objectives; and
• To minimise impacts to water quality by managing erosion risk and effectively containing
sediment entrained run-off generated within the construction area.
The Project area is located adjacent to a Noosa Council Environmental Reserve and Noosa
National Park. Run-off from the construction site is likely to contain sediment that could negatively
impact water quality.
An Erosion and Sediment Control Plan must be prepared and approved by Council prior to site
clearing and earthworks commencing. Adequate erosion and sediment controls must be in place
prior to the commencement of works to minimise the possibility of sediment entering the Reserve
and National Park. Erosion and sediment control devices must be maintained for the duration of
site works. Clean stormwater from upslope of the construction area should be diverted around the
extent of disturbance to maintain clean flows into the drainage line along the western side of the
site.
The Contractor is responsible for establishing adequate controls to prevent erosion and
sedimentation adversely affecting receiving environments.
4.5 Weed Control and Pest Management
The following objectives have been identified for the construction and operation phase of the works
with respect to weed control and pest management:

Environmental Management Plan (Construction and Operation)
• Control existing weeds within the Project area;
• Prevent the establishment of new weeds within the Project area; and
• Minimise the spread of weeds outside the Project area as a result of construction activities.
The Contractor will be responsible for the control of restricted weeds within the works area as per
obligations under the Biosecurity Act 2014.
4.6 Waste Management
The following objectives have been identified for the construction phase of the works with respect
to waste management:
• Comply with relevant environmental legislation (e.g. Waste Reduction and Recycling Act
2011);
• Implement waste management in accordance with the hierarchy of avoid, re-use, recycle,
recover, dispose; and
• Provision of adequate and appropriate sanitary amenities and waste disposal facilities for
the full duration of construction works.
Limited waste streams are expected to be generated during the construction phase.
4.7 Fuels and Hazardous Materials
The management of fuel and hazardous substances shall accord with the following objectives:
• All chemicals and fuels shall be managed responsibly to avoid environmental nuisance or
harm from occurring; and
• No spills, leaks or other environmental incidents associated with the handling or use of
chemicals or hazardous substances shall occur as a result of construction activities.
No hazardous or dangerous chemicals/materials will be used or stored at the construction site for
the duration of construction activities.
4.8 Air Quality and Dust Control
Objectives relating to air quality and dust control during the construction phase of the Project are
to comply with the Environmental Protection (Air) Policy 2019 and mitigate air quality nuisance
impacts to surrounding land uses and sensitive receivers. Earthmoving equipment will be
operating at different stages throughout the construction phase. Dust emissions may occur during
construction, particularly in dry and windy conditions. Mitigation measures for minimising the
generation of dust or other air emissions are to be implemented on-site.
4.9 Aboriginal Cultural Heritage
The following cultural heritage objectives are to be considered:
• Recognise, protect and conserve cultural heritage artefacts identified during the
construction phase of the Project within the Project area; and
• Meet the requirements of the Aboriginal Cultural Heritage Act 2003
All persons have a Duty of Care to protect items or places of cultural heritage significance. In this
regard, works are to be undertaken in accordance with the cultural heritage Duty of Care. Council
may wish to discuss the extent of works with the local Aboriginal party to comply with their Duty of
Care under the Aboriginal Cultural Heritage Act 2003. The Aboriginal party for the area is:
