GENERAL COMMITTEE MEETING AGENDA 16 JANUARY 2023

Benefits to external stakeholders include:
 Clear recognition by Noosa and Sunshine Coast Councils that the climate is changing and
     that an urgent response is required.
 Clear recognition that Noosa and Sunshine Coast Councils will be working collaboratively,
     along with key sectors and our communities to deliver a climate-ready region.
 Clear understanding that many people in the region are aware of, understand and accept the
     need to respond to the climate risks facing the region.
 The delivery of a Roadmap that intends to inform and guide the delivery of climate risk
     management within the region.
 Establishment of a Regional Youth Climate Leadership Group that engages youth leaders
     from around the region to share the youth voice on climate change, its impacts and response
     actions. This includes the development of a Youth Statement on Climate Change shared with
     both Council CEOs. This group intends to continue over the long-term climate risk
     management process.
 Important progress was made to bring climate change forward to both Kabi Kabi & Jinibara
     Traditional Custodian groups as an important issue that both Councils are working to
     address. Important relationships have been built with representatives of both groups, who
     recognise that climate change is a subject worth engaging on. However, the process to
     establish formal engagement with multiple representatives of each group remains ongoing.
     Both Councils have reflected the importance of a long-term engagement with Indigenous
     groups on climate change, beyond just the scope of the first phase Pilot, and have formally
     acknowledged and committed to partnering with Kabi Kabi and Jinibara in the Roadmap.
NEXT STEPS
In order to advance the Roadmap themes and progress climate risk management for Council, the
next steps identified by the project team include:
 Progress opportunities to deliver an assessment of cascading/compounding risks to Council
     services from critical public infrastructure failure;
    Investigate regional heat risks together with Sunshine Coast Council;
 Continue to engage with Indigenous groups and the Regional Youth Climate Leadership
     Group on our climate change response;
 Engage with LGAQ and other stakeholders to seek further funding to complete Phases 2 and
     3 of the draft Climate Risk Management Framework and Guidelines;
    Continue internal staff and community engagement on climate risks;
 Improve climate change governance to ensure climate risks are systematically addressed
     through Council’s strategic and financial planning, operational delivery and reporting and
     evaluation decision making processes;
 Develop an internal capability and capacity-building program that aims to embed
     consideration of climate change within Council processes, decision making and service
     delivery in order to ensure that Council can improve its ability to respond to climate risk;
 Continue advocating to the State & Federal Governments for funding support, and policy and
     regulatory changes to support climate risk reduction and resilience building;
 Continue the role of the project’s Executive Steering Group (ESG) to continue support for a
     regional approach to addressing climate risks.
