GENERAL COMMITTEE MEETING AGENDA 16 JANUARY 2023
An analysis of the base general rate funding compared to valuation and properties is summarised
below. It identifies that:
The general rates have been set with relativities that ensure parity with the revenue requirement
from residential and rural/ agricultural land uses;
For all other activated land uses that fall outside of PPR/non-PPR residential occupation (in
line with Council’s Revenue Statement definitions), a higher differential rate applies that also
provides relativity between those transitory, commercial and industrial land uses.
Summary Group Share Share Share Average
Number of Property Base General General Rate
Properties Valuation Rate Revenue Revenue per
Property
Rural and Agricultural 1% 1% 1% $1,636
Residential 79% 82% 69% $1,682
Transitory 14% 12% 21% $2,838
Commercial and Industrial 6% 5% 9% $2,995
Vacant 0% 0% 0% $4,128
Grand Total 100% 100% 100% $1,926
The key caveats to consider with this summary are:
The minimum general rate charge for residential properties is only $1,217.
Valuations will impact the average calculated charge value, and rates in the dollar charges
have varying impacts between different land use categories
The rating structures are different for each land use category within each of these summary
groups
Many residential and transitory unit properties are on the minimum general rate charge
In regard to providing a further breakdown of what specific activities each land use is funding, it is
critical to recognise this is a ‘general’ rate and as such is utilised broadly to fund the wide range
of Council activities. This is summarised in the chart below.
