GENERAL COMMITTEE MEETING AGENDA 11 JANUARY 2016
greater chance of avoiding costly mistakes on future changes to waste management services
and Noosa River management that require significant community acceptance to be
implemented successfully and;
an opportunity for 24-26 everyday citizens who are representative of the Noosa Shire
community to be involved in the process leading to major decisions.
The Community Engagement Manager is confident that Community Engagement Branch could run
Community juries successfully in the future with some minimal support and guidance from nDF.
For any future juries, it is proposed that juror recruitment is outsourced to nDF and an independent
facilitator appointed to ensure the integrity of the process remains intact.
Both Community juries remained within the budget allocated. Two one-off costs were incurred:
a one off fee to newDemocracy of $25,000 for employing their model and their management
support, for a period of 12 months;
$20,000 one off fee for an academic research project.
Other costs incurred amounting to approximately $40,000 per Jury included:
the independent facilitator @ $16,000 per Jury,
catering @ $4,000 per Jury;
payment to jurors @ $10,400 per Jury;
travel and accommodation expenses for nDF personnel to attend each Jury session @ $6,000
per Jury;
transport hire for site visits @ $1,000 per Jury and;
stationery, creative design, equipment hire, printing and miscellaneous items @ $2,000 per
Jury.
Time imposts for Council officers varied between juries, significant for 1-2 key personnel from each
department directly involved. Community Engagement Branch staff spent more time working on
the first Jury, particularly in the early phases, than on the second Jury because staff became more
skilled and experienced with all facets of the Jury process and research requirements differed.
Cross-departmental communications between CE Branch and each department concerned were
considerable but resulted in improved working relationships, the value of which will be more fully
realised when working together on future projects and challenges.
