EXECUTIVE SUMMARY
The Noosa Heads Lions Park greenspace has been used as an overflow car park during the
Queensland school holidays and long weekends throughout the public health declaration of the
COVID-19 pandemic.
The Tewantin Noosa Lions Club have put forward dates for the continuation of paid car parking at
Lions Park over all Queensland school holidays and long weekends until 1 May 2024.
Whilst use of the park for car parking is inconsistent with the Department of Resources park
designation, the Noosa Design Principles, the Noosa Plan and The Transport Strategy, it is
recommended that Council approve a 12-month extension to allow for community engagement on
the use of the park for car parking through the proposed Destination Management Plan.

RECOMMENDATION
That Council note the report by the Project Manager Special Projects to the General Committee
Meeting dated 13 March 2023 and
A. Approve the use of the Noosa Heads Lions Park Reserve for paid parking on a temporary
     basis for a further 12 months, with delegation to the CEO to reduce the days subject to

           from 16 September to 2 October 2023;
      Queensland Christmas school holidays including Saturday 9, Sunday 10, Saturday 16,
           Sunday 17, Saturday 23 and Sunday 24 December 2023, Tuesday 26 December 2023
           to Sunday 14 January 2024, Saturday 20 to 21 January 2024;
          Australia Day long weekend from Friday 26 to Sunday 28 January 2024;
          Queensland Easter school holidays from Friday 29 March to Sunday 14 April 2024;

           Sunday 28 April 2024;
      Labour Day long weekend from Saturday 4 to Monday 6 May 2024.
B. Write to the Department of Resources to inform of the intended use of Noosa Heads Lions
     Park Reserve for peak period parking during the above-mentioned periods, and that
     community engagement and future use of the park is proposed to be undertaken as part of
     Noosa Council’s Destination Management Plan;

                                                                                   Page 4 of 50
