Ordinary Meeting Minutes, 21 November 2019, Item 4, Page 14
That Council note the report by the Director Infrastructure Services to the Services & Organisation
Committee Meeting dated 12 November 2019, and:
A. Approve the use of the Noosa Heads Lions Park for paid parking as part of Go Noosa Christmas
2019/20 (14 - 15 December 2019, 21 - 22 December 2019, 26 December 2019 – 12 January
2020, 18 - 19 January 2020, and 25 – 26 - 27 January 2020) and Easter 2020 (4 - 5 April 2020,
10 - 13 April 2020 (Easter long weekend) and 18 - 19 April 2020).; and
B. Approve 50% of the car parking revenue to go to the Tewantin-Noosa Lions Club and the
remaining revenue to go towards Go Noosa initiatives.
Finance
Vehicles are charged a flat rate of $20 (incl. GST) per day or part thereof. Revenue is equally
shared between the Tewantin-Noosa Lions Club and Council excluding GST.
Council’s share of the revenue from paid parking funds goes directly towards:
rectification of any damage/impact from parking on the reserve;
the hire of temporary fencing at the playground & BBQ area;
parking signage at Lions Park;
printing of tickets.
The funds also contribute to the wider Transport Strategy initiatives including:
the use of traffic control to assist in the movement of pedestrians from Lions Park;
Free Bus programs.
As demonstrated in Table 1 above, the revenue varies greatly from year to year based on the
approved dates of operation and weather.
Risks & Opportunities
Opportunities
As stated above, Council’s share of the revenue contributes to Transport Levy funded initiatives.
The Tewantin Noosa Lions Club’s (TNLC) fifty percent share benefits the wider Noosa community
through the Club’s activities and administration. An example of a recent TNLC initiative is the
installation of the all-abilities beach mat at Noosa Main Beach.
Preparation of the Destination Management Plan and the Shire wide traffic study will reach a point
of completion and critical nexus over the next 12-18 months. This will enable Council to make a
long-term decision about the future use of the park for car parking during peak periods.
