4. ADVICE & INFORMATION
Waste Gary Dolton
Waste Services will require a waste management plan including:
Volumes and types of waste
Methodology for storage and collection
Vehicle turning path plan (if vehicle to service bulk bins from on property) or
nominated collection point if service is 240 wheelie bins from the street
A plan of the bin storage area and wash down facility should be provided.
From the submitted plans it is noted that the bin storage area appears to be under sized
for the nature of the tenancy (food outlets). It also appears to be at ground level accessed
by stairs and dislocated from the shops. Concern is also raised about the exit onto Earl St
if traffic is banked up trying to turn right onto Hilton terrace.
Environmental health Geoff Atherfold
Environmental health are concerned about potential noise sources from waste collection,
delivery vehicles and outdoor dining. If the development is brought closer to the road this
would allow waste and delivery vehicle access at the rear. Any sort of outdoor dining
would need to have night-time limitations given the residential across the road.

Traffic and Parking.
The development of the site must be in accordance with the relevant standards and not
have adverse impacts on the local road network. Any application must include a traffic
report that includes but is not limited to:
The access configurations and traffic flows through the site.
Carparking in accordance with AS/NZS2890.1:2004 for the relevant user class
Service vehicle and waste collection areas and heavy vehicle paths
The impacts of the development of the site on Ernest Street, Earl Street and Hilton
Terrace. Please note that Council is currently preparing concept drawings for
improvements to Hilton Terrace and the relevant intersections that may require
dedications.
Stormwater.
The submitted drawings do not indicate any areas allocated for stormwater collection and
treatment. Any application must include a preliminary stormwater management plan that
includes but is not limited to:
Stormwater quality
Stormwater quantity
The off-site impacts created by the development (filling) of the site
Earthworks.
The proposed filling of the site appears to be excessive and the extent of retaining
structures may have negative impacts on the amenity of the area and the adjoining
properties. The filling of the site also has the potential to create off-site impacts. Any
application must include:
A proposal where earthworks are kept to the minimum required
A report from a suitably qualified person (RPEQ) that makes comment on the off-
site impacts of the filling
An Acid Sulfate Soils Assessment and Management Plan prepared by an RPEQ

The site is located in the Tewantin & Doonan Locality and is zoned Neighbourhood Centre
under The Noosa Plan. In this zone Retail Business type 2 where exceeding 1000m2
would be an impact assessable use, otherwise the proposed shops and restaurants are
code assessable.
Within Tewantin, it is intended to retain the distinct character of existing residential
neighbourhoods, which includes simple traditional roof designs etc. Buildings are to
present a high quality streetscape, including changes in textures and materials to break up
the building facades. Uses are to present an active building front with street awnings.
It is suggested that prior to lodgement of an application, a Council appointed architect and
the designer review the plans to ensure the best outcome for the site and locality given it
is a very prominent site at the entrance to Tewantin. Such a design exercise should
explore:
the preference to bring the building forward to the Hilton Terrace frontage and
locate car parking at the rear;
designing a centre that is compatible with the traditional character of Tewantin and
the site’s unique setting
how the site’s flooding can be best addressed
There are some issues with the current proposal’s architecture and visual amenity and
consistency with the planning scheme in this respect. It is considered that the building
character, design quality is ordinary and could be further enhanced in order to reinforce
the distinct character of Hilton Terrace and Tewantin town centre and ultimately benefit
the Tewantin locality. Changes in level between the site and street need to be sensitively
undertaken with no retaining walls visible from the street.
Consideration will be given to offsetting the cost of the Council appointed architect against
the application fees where the final proposal lodged is well designed and consistent with
the planning scheme.
