1 INTRODUCTION
Morgan Consulting Engineers (MCE) has been engaged to provide an engineering services report to
address the servicing of the proposed Townhouse Development at 99, 101 & 105 Eumundi Noosa
Road, Noosaville.
This report will aim to assess how the site can be serviced by road, water, drainage and sewerage
infrastructure in accordance with the Noosa Council Planning and Development standards and best
practice.
It is noted that this report has been compiled based on information current at the time of report
printing and the recommendations supplied within this report are based solely on the above and
will be subject to full engineering review and detailed design once a Council development approval
has been obtained for this project.

2 EXISTING SITE
2.1 The Site
The site, described as Lot 1 on RP849431, Lot 1 on RP230931 and Lot 61 on RP69404, has an
approximate area of 8,668m2 (0.867ha). Lot 1 on RP849431 contains an existing residential dwelling
while Lot 1 on RP230931 and Lot 61 on RP69404 were existing commercial businesses.
The majority of the site generally slopes from west to east at an average grade of approximately
4.5% between the elevations of 19.30m AHD and 14.50m AHD. The site is accessible via Eumundi
Noosa Road, which bounds the western property boundary.
Refer to Figure 2.1 for a Locality Plan and Appendix A for the Detailed Site Survey.

3 PROPOSED DEVELOPMENT
The proposed Townhouse Development primarily involves the construction of:
1. 42 x 2 bed apartments and 11 x 3 bedroom apartments;
2. Carparking spaces for residents and visitors;
3. Vehicular access from Eumundi Noosa Road at the north-west corner of the site;
4. Hardstand pavement area for vehicular manoeuvring;
5. Dedicated landscaping throughout the site; and
6. A communal pool area.
Refer to Appendix B for the Proposed Development Plans.

4 CODE ASSESSMENT
The proposed Townhouse Development has been assessed against the following Noosa Council
Planning Scheme Codes (Refer to Appendix D):
1. Earthworks Code;
2. Existing Services Code; and
3. Fire services for common private title code.

5 ENGINEERING ASSESSMENT
5.1 Earthworks
Initially the subject site will be cleared of the existing vegetation and structures. Preliminary
earthworks will be undertaken to provide flat building pads for each residential building.
All temporary batters will be constructed with a maximum temporary batter of 1 in 2 unless
otherwise noted in a Geotechnical Investigation to be undertaken as part of the Detailed Design
stage.
All freestanding retaining walls will not exceed 1.5m in height and will be wholly contained within
the site. The retaining walls will be designed and constructed in accordance with relevant
standards.
The proposed earthworks over the subject site will be carried out under Level 1 geotechnical
supervision and as per AS3798 – 2007 “Guidelines on earthworks for commercial and residential
developments”. All uncontrolled fill will be removed/replaced as per the Noosa Council
Earthworks Code.
The site is located between RL:5.0m AHD and RL:20.0m AHD. Confirmation of the presence of acid
sulfate soils will be provided as part of an acid sulfate soils investigation report. Should acid sulfate
soils be encountered, they will be dealt with in accordance with an approved acid sulfate soils
management plan.
Refer to Appendix C for the Concept Bulk Earthworks Plan and Appendix D for the Earthworks
Code.
5.2 Erosion and Sedimentation Control
Sediment generated during the construction phase shall be dealt with in accordance with an
Erosion and Sediment Control Plan and kept on site during the construction phase.
Refer to the separate Site Based Stormwater Management Plan (SBSMP) prepared by Morgan
Consulting Engineers for further erosion and sedimentation control details.
5.3 Roadworks
The site will be accessed with a new driveway crossover via Eumundi Noosa Road, west of the site.
The existing redundant driveway crossovers will be removed with the verge, kerb and channel to
be reinstated to tie-in neatly to the existing verge profile.
5.4 Sewerage Reticulation
Information obtained from the Unitywater database and detailed site survey indicates that there
is a 150mm diameter unplasticised polyvinyl chloride sewer main traversing the centre of the site
from the southern boundary, a 150mm diameter unplasticised polyvinyl chloride sewer main
entering the south eastern corner of the site and a 150mm diameter asbestos cement sewer main
entering the northern boundary of the site. An existing sewer property connection is provided from
each of the existing manholes at the end of each sewer main.
It is proposed to retain the existing sewer property connection provided from the existing main
within the south eastern corner of the site to service the proposed development. A new manhole
will also be constructed at the boundary over the existing main traversing the centre of the site
from the southern boundary. The portion of the existing 150mm uPVC sewer main, manhole and
property connection extending past the new manhole will be decommissioned and removed. The
existing 150mm asbestos cement main entering the norther boundary will be decommissioned,
removed and capped at the boundary.

Refer to Appendix A for the Detailed Site Survey, Appendix D for the Existing Services Code,
Appendix E for the Concept Services Plan and Appendix F for the Dial-Before-You-Dig Plans.
5.5 Water Reticulation
Information obtained from the Unitywater database and detailed site survey indicates that there
is an existing 100mm diameter asbestos cement water main traversing the eastern verge of
Eumundi Noosa Road and a 300mm diameter asbestos cement trunk water main traversing the
eastern verge of Eumundi Noosa Road. Three existing water services provided from the 100mm
diameter water main on Eumundi Noosa Road currently service the existing site.
It is proposed to construct a new water service and meter assembly to service the proposed
development. All other existing redundant water service and meter assemblies will be
decommissioned and removed.
According to the detailed site survey, there is an existing fire hydrant located along the frontage
of the subject site, providing adequate fire hydrant coverage to the proposed development in
accordance with the Fire services for common private title code. The final extent of fire hydrant
coverage and fire protection will be confirmed by a hydraulic consultant at the Detailed Design
Stage.
Refer to Appendix A for the Detailed Site Survey, Appendix D for the Fire services for common
private title code, Appendix E for the Concept Services Plan and Appendix F for the Dial-Before-
You-Dig Plans.
5.6 Stormwater
Refer to the separate Site Based Stormwater Management Plan (SBSMP) prepared by Morgan
Consulting Engineers.
5.7 Electricity and Telecommunications
The site can be serviced by electricity at the following locations:
1. Overhead electricity cables are located along both verges of Eumundi Noosa Road.
The site can be service by telecommunications at the following locations:
1. Underground Telstra cables are located along the eastern verge of Eumundi Noosa Road.
2. Underground Optus cables are located along the western verge of Eumundi Noosa Road.
3. Underground NBN cables are located along both verges of Eumundi Noosa Road.
Refer to Appendix A for the Detailed Site Survey and Appendix F for the Dial-Before-You-Dig
Plans.
5.8 Gas
There is no existing gas main within vicinity of the site.
Refer to Appendix F for the Dial-Before-You-Dig Plans.

6 CONCLUSION
The proposed Townhouse Development at 99, 101 & 105 Eumundi Noosa Road, Noosaville has been
assessed to determine if the proposed development can be serviced by water, drainage,
roadworks, sewer and electrical/telecommunications in accordance with the Noosa Council
standards and best practice.
Based on all the findings outlined in this report, MCE believes that there are no engineering issues
in relation to this development that would preclude the above development from being approved
by Council.
