House Site: The proposed house site is generally to Cardno Drawing 242001-001, except the area is to be reduced as shown on drawing 1314-02 to allow for fire fighting vehicle turning and garage pad only. The owners propose that to minimize cut and fill and impact a pole home is the most sensible option to enable this house site with views to be used. This change will roughly halve the house site area and reduce the fill height significantly (from 7m to 4m). The total cut and fill will be: 5m cut, 4m fill. While this is more than the 2m amount specified in Condition 12 of the Reconfiguration (REC) Approval a flat area is necessary to comply with OPW requirement for emergency vehicle turn area. As per Condition 11 of the REC Approval a Geotechnical Report for Slope Stability Assessment has been carried out for this site and proposed house site cut/fill depths (see Figure 1 of Cardno Bowler Report 10360ds.12 Dated 6-3-2012). The Report classifies the site as ‘... ‘low likelihood of instability’ therefore the previous Council limit of 2m is considered superceeded as the nominated house site has now been addressed by a Geotechnical Engineer. 2. Fire Fighting Turning area: Please refer to Plan 1314-02 showing turning area for a Fire Fighting vehicle on the house pad area. 3. Passing Bays Proposed: There are three existing locations where passing bays can be formalized with a small amount of earthworks prior to the site, see attached plan 1314-01. Due to the minor nature the works will be marked out on site and confirmed at the pre-start meeting with Council inspector. A separate Operational Works application is not considered necessary and details are shown below. 3. Bay near number 266 Black Pinch Road Proposed works: Strip grass and formalize existing gravel passing bay strip grass and install gravel passing bay 15m long, widen 3 metres for overall maximum 6m width (10m long at maximum width). 4. Bond Payment: We request that a draft approval be issued and the bond will be paid after that time prior to works starting. 5. Vegetation Impacts: The attached plan 1314-02 shows there is little vegetation along the proposed route, the only required clearing is CH25-75 on access and small area in house site. The owner advises that Camphor Laurel is the only tree type requiring removal. We suggest that the extents of earthworks in this section are marked out prior to a works pre- start meeting. Councils Environment Officer should attend the pre-start meeting and check proposed clearing. If any valuable trees are found at the pre-start meeting the following changes prior to works are proposed: e Minor driveway alignment changes e Measures to limit cut/fill extents e Re-planting local species at a 2 to 1 ratio (2 replacement to 1 removal) X:WOBSICT Projects in progress\1314 driveway & passing bays\Correspondence\Response to infor request.doc

Driveway Construction: We note Condition 18 of the REC Approval in relation to driveway construction. The owners intend to follow Cardno Plan 242001-001 Roadworks Plan and Longitudinal Section & 242001- 002 Driveway Cross Sections both dated 23-3-2012 with minor amendments as follows. We propose the following surface treatments to reduce construction costs and comply with the intent of REC Condition 18: Construct the driveway from CH15-122.9 (steepest section>12%) with: i. 125mm thick N32 concrete with SL72 mesh (provide 75mm minimum sub-base pavement under concrete if subgrade CBR value=<6) at 3m width with 0.5m shoulder on low side (3.5m total width) The remaining section at CHO-15 will be 150mm thick gravel (to match existing driveway construction, distance to nearest house is >40m). We consider that the proposed house site and driveway comply with the intent of Reconfiguration Approval REC2008/750 and sufficient information has been provided for Council to approve the Operational Works.
