Priorities for Noosa’s Natural Hazards and Resilience
Outcome: Hazards are identified and considered.
Identify areas at risk from natural hazards including flooding, landslide, acid sulphate soils, bushfire and coastal erosion.
T
Take account of current and future climate risks in hazard mapping and as part of development assessment.
Include areas of maximum flow velocity on the planning scheme flood hazard maps to assist with safe design of new development in high flood velocity areas.
F
Outcome: Community resilience.
A
Build community resilience by clearly identifying, mapping, communicating, considering and planning for natural hazard risk and climate change risks.
R
Ensure development does not unduly burden disaster management response or recovery capacity and capabilities.
D
Ensure the design and siting of development improves the adaptive capacity of the community to natural hazards by mitigating or avoiding long term climate risks.
Outcome: Hazards are avoided or the risks mitigated to an acceptable or tolerable level.
Ensure development in areas at risk of natural hazards is compatible with the nature of the hazard and does not place people, property, economic activity, social
wellbeing and the natural environment at risk.
Avoid development in areas subject to natural hazards or where natural hazards cannot be avoided. Adopt mitigation or adaptation measures.
Ensure development does not materially increase the impact or severity of the natural hazard and the potential damage.
Ensure development does not impact on the flood plain and flood conveyance capacity of waterways.
Maintain erosion prone areas within a ‘limited development’ buffer zone that provides for a non-worsening of development impacts and coastal hazards.
Outcome: There is no increase in the severity of the natural hazard and the potential for damage.
Ensure development does not increase risk for existing or planned communities, people, property or infrastructure through careful siting and design.
