1.0 INTRODUCTION
This report was lodged in support of a Change application to Noosa Council
by Calile Malouf Investments seeking to develop a hotel at Lots 10 and 11
SP195871, Serenity Close, Noosa Heads.
This Revision B proposes significant changes to management of external
catchment flows. Such changes address Council’s RFI dated 2nd December
2022 and subsequent discussions with Council officers.
The proposed development follows four stages of residential unit buildings
developed by Cape Bouvard over the greater Settlers Cove site with Alta
Projects’ Engineers having completed stormwater design, inspection and
certification for all previous stages.
Design solutions presented in this report are consistent with those previously
adopted with minor refinements borne of experience.
2.0 EXISTING CONDITIONS
The subject site is currently undeveloped and supports vegetation subject to
assessment and recommendations by the Ecological Consultant.
The site falls at moderate grades away from Serenity Close towards an
existing concrete pedestrian path with informal natural wetlands areas to the
south.
The entire site consists of loose, poorly graded dune sand and as such
contains no defined overland drainage paths since rainwater infiltrates
directly through the permeable surface.
Stormwater and sewer lines within Easements R, S and F roughly bisect the
site adjacent the existing boundary between lots 10 and 11.
In order to make way for the proposed building footprint, the existing sewer
will need to be relocated to the Serenity Close Road Reserve as per Unity
Water’s SAN Notice at Appendix H.
Architectural changes made in response to planning matters now provide a
viable alignment for a relocated stormwater line and emergency overland
flow path westward along the northern face of the proposed building and
discharging to the Serenity Close cul-de-sac head.

Section 4
Lots 10 and 11 are proposed to be amalgamated as part of the development.
Refer detail survey at Appendix F.
3.0 PROPOSED DEVELOPMENT
The proposed development consists of multi storey hotel buildings with
basement carparking underneath and all buildings to be surrounded by
extensive landscape areas, both hard and soft.
Guests’ vehicular entry to basements will be from Banksia Avenue while
service vehicles will access back of house areas via the cul-de-sac bowl at the
end of Serenity Close.
Revised architectural layouts will not require the existing concrete footpath at
the eastern end of Serenity Close to be extended westwards and hence the
existing grassed swale may be reinstated at completion of sewer realignment
works.
4.0 STORMWATER TREATMENT & DISPOSAL – DEVELOPMENT
SITE
Treatment and disposal of runoff from the subject site will be carried out in
accordance with the approved document Settlers Cove Noosa Residential High
Density (RHD) Environmental Management Plan (EMP 1) by WBM Oceanics
Australia.
Alta Projects Engineers (formally TATE) were involved in formulation of the
overarching development approval document and EMP1 produced by WBM
Oceanics.
EMP1 recognises in particular the regimes of stormwater runoff and
infiltration which existed over the broader RHD site pre-development.
Essentially it was recognised that the RHD site lies atop a dune of poorly
graded sand with particularly high rainfall infiltration rates. As such the
natural state sees rainfall infiltrate the dune close to where it lands and
replenish the water table below with little or no runoff.

Section 5
The standing water table forms a profile similar to the shape of the dune,
albeit at a depressed scale and emerges as seepage flows adjacent Noosa inlet
at or about RL 5.0m.
The zone between RL 5.0m and the inlet was recognised as having
particularly high ecological values, supporting numerous stands of swamp
mahogany and various species of fauna. Critically it was recognised that
these ecological values were dependant on maintenance of the natural
hydrogeological regime and no nett reduction in rainwater infiltration post-
development.
Section 3.1 of the EMP is reproduced below:-
Strategy: To ensure no net reduction of rainwater infiltrating the sand dunes
beneath the site. To ensure adequate treatment of runoff from landscaped and
hardstand areas prior to infiltration.
Responsibility: Consulting Engineer and Landscape Architect.
Management Actions: All design within the Residential High Density areas to comply
with the following guidelines:
1. All runoff from storms up to 10 year average recurrence interval (ARI) to
be infiltrated into the sand subgrade without runoff.
2. Infiltration to be achieved via swales and ephemeral streams and rapid
infiltration pits (RIP’s)
3. All infiltration devices to be located within the “residential high density
building envelope” as shown on Ken Hicks and Associates drawing 1128
Master.
4. Surcharge runoff from storms greater than the capacity of infiltration
devices to be directed toward ecological restoration areas and roadways as
dispersed sheet flow rather than concentrated flows.
5. Stormwater runoff from landscaped and hardstand areas to be pretreated
prior to infiltration.
6. Runoff from roadways and landscaped areas to be directed to landscaped
swales or ephemeral streams for biological treatment including vegetative
plantings in accordance with the Landscape Master Plan.
7. Areas of swales and ephemeral streams shall be lined with a soil layer to
retard infiltration and allow biological treatment of runoff. Soils will be
remediated by mixing with loams to achieve a hydraulic conductivity of
100mm/hr.
8. Swales and ephemeral streams to be planted in accordance with approved
Landscape Master Plan in order to promote biological treatment of runoff.
Consequently, and in order to counteract the effect of significant impervious
areas being constructed, the design approach will see stormwater runoff from
the proposed development’s roofs and hardstand areas, for events up to 100-
year ARI infiltrated into the natural sands via a series of Rapid Infiltration Pits

(RIPs) in order to achieve no net reduction in rainwater infiltration. Notably
this approach sees higher than required rainfall intensities infiltrated without
RIPs overtopping in order to limit emergency overflows to ecological
restoration areas. Such an approach has been adopted on all previous Cape
Bouvard developments in the area.
RIPs are to be located at the south-western corner of the site within a
vegetated swale lined with appropriately remediated soils for stormwater
treatment. Splitter pits will be employed directly upstream of the swale with 3
month ARI flows directed to the swale surface for treatment and larger flows
routed directly into the RIPs.
Driveway and carpark areas will be passed through a GPT/oil arrester to
remove oils and hydrocarbons prior to infiltration.
Main roofed areas from buildings will drain to Rainwater Harvesting Tanks
with captured runoff utilized for landscape irrigation. Tank overflow will be
directed to the vegetated swale/RIPs. Runoff from all roofs and hardstand
areas will be piped to the RIPs for flow up to 100 year ARI.
Runoff from main landscaped areas will be intercepted and treated via
landscaped swales prior to collection in pits and pipes and discharge to small
localised RIPs (exact locations to be determined at OpWorks stage).
Major event flows surcharging from the RIPs in the unlikely event of RIP
failure would be directed westward via a stone pitched weir toward
ecological restoration areas as dispersed sheet flow. The rough nature of the
stone pitching will also provide an “energy dissipation” effect.
4.1 Rapid Infiltration Pits (RIP’s)
RIPs consist of a bottomless stormwater pit which promotes infiltration
through its base.
Crushed rock and multiple layers of geofabric and “sacrificial sand”
are installed at the base of the RIP to protect against clogging of dune
sands below.
RIPs will be subject to routine inspection and maintenance by the
hotel’s maintenance team and such maintenance is critical to their
ongoing function.
(Refer Maintenance Schedule at Appendix C).

RIPs have been installed on all of the Cape Bouvard Developments
within Settlers Cove and have proven to work very well.
Refer engineering drawings at Appendix A for RIP details.
4.2 RIP Infiltration Capacities (100 Year ARI events)
Alta Projects Engineers (formally TATE) were involved in formulation
of the over-arching development approval document and EMP1.
Such involvement included construction of a prototype RIP on the
Settlers Cove site and field testing to determine infiltration rates.
Results were consistent indicating a liner relationship between driving
head and infiltration rate such that:
Infiltration Rate (mm/s) = 4mm/sec + 13.6 x head (m)
Refer to Appendix C for prototype test results.
In order to model the operation of the RIP’s, a spreadsheet has been
developed and utilised for all previous stages of Settlers Cove.
Temporal patterns for Zone 3 from the Australian Rainfall and Runoff,
Volume 2 were applied. These temporal patterns were used in
conjunction with the average rainfall intensities for the Noosa region to
create a series of design storms of varying duration for a 100-year
average return interval (ARI).
Temporal patterns were converted to flow rates by breaking each
storm event into a series of short duration storms. A triangular flow
verses time approximation was used for each sub storm with sub storm
flows then added to produce flow Vs time for RIP inflow.
Outflow and water depth were then calculated through iterations for
the duration of the storm based on the infiltration rate / head
relationship discussed above. A factor of safety of 2.0 was applied to
the observed prototype infiltration rate. Each RIP was then sized to
prevent overtopping in a 100-year ARI storm event of any duration.
Spreadsheet model results for the proposed hotel buildings are
attached at Appendix E.

Section 8
Emergency Overland Flow Weir calculations model the unlikely case of
complete RIP failure with full 100 Year ARI flows conveyed toward
ecological restoration areas.
In order to verify historical design infiltration rates, it is proposed that
a further prototype RIP be constructed and tested at the proposed
RIP/swale location on the development site with infiltration rate
results incorporated into design at Operational Works stage.

5.0 EXTERNAL CATCHMENTS
The eastern end of the Serenity Close roadway and the existing residential building at
the north-eastern corner of the site; Macquarie Lodge and Petrie Mansions were all
constructed by RF Thompson Developments during the 1990’s and early 2000’s
predating the Settlers Cove Noosa Residential High Density Environmental Management
Plan (EMP 1) produced by WBM Oceanics Australia.
As such the current best practice of rainwater infiltration was not adopted for those
early developments and instead stormwater was collected and conveyed to Noosa
Inlet via traditional methods including the existing stormwater line mentioned in
section 2.0 above.
Following on from discussions with Council officers it is now proposed that flows
from external catchments be re-routed through the development site on a revised
alignment but in a traditional fashion consisting of minor event flows conveyed
underground via piped drainage with a landscaped major event overland flow path
above.
Architectural changes made in response to planning matters now provide a viable
alignment for a relocated stormwater line and emergency overland flow path
westward along the northern face of the proposed building and discharging to the
Serenity Close cul-de-sac head.
5.1 External Catchment Drainage Route
The proposed route for minor event pipework and major event overland flow
will follow the northern face of the building/southern extent of landscaped
area in order to minimise impacts on large mature trees which may need to be
preserved. A pipework alignment just 2m from the building would see
shallow excavation works limited to a width of 4m for the landscaped channel
base with a further maximum 5m for gentle landscaped batters.
Whilst it is anticipated that safety concerns would generally preclude large
trees from being preserved any closer than 10m or so from buildings discrete
retaining walls could be utilised outside the 4m channel base should this prove
not to be the case.
Whilst an easement in favour of Council is proposed over the external
catchment system, inspection and maintenance of the swale, pits and pipes
would fall to the hotel operator.

Section 10
5.1.1 Piped Flows (< 10 Year ARI)
Minor event flows would be conveyed by underground pipework
through the development site to Serenity Close and down the existing
pathway to discharge to existing informal wetlands.
It is proposed to upgrade existing pipework and headwalls within the
road reserve and pathway in order to cater for the increased catchment
area but maintain existing alignments and discharge point.
Notably the nett effect would be to combine the two (2) existing
stormwater discharge points into one with flows from the additional
catchment area at the eastern end of Serenity Close effectively moved
around 120m westward.
Refer to Engineering Drawings at Appendix A for details.
5.1.2 Major Event Overland Flows (100 Year ARI)
Emergency overflow, for events (>Q10) which cannot be wholly
conveyed by underground pipework would be conveyed overland
through the development site via a landscaped swale.
Simple manning calculations (Appendix E) have been carried out at three
(3) nodes along the proposed route through the development site and
confirm that 100 Year ARI flows may be conveyed safely in respect to
maximum velocity x depth products (maximum 0.4m2/se3c – QUDM
7.0.4.2) and minimum freeboard (minimum 0.3m – QUDM 7.0.3.5).
Calculations have been performed for both gap flows (Q100-Q10) and
Q100 + 100% blockage conditions.
Calculations have applied a Manning roughness coefficient of 0.035
(short-long grass) reflecting proposed landscape outcomes for the area
as depicted on Architectural drawings at Appendix B.
The proposed swale would ‘daylight’ at the western end of the
development site with emergency flows spreading out into sheet flow
onto Serenity Close.
Existing flush kerbing and grated pit at the end of Serenity Close and
the concrete footpath down to the informal wetland would be reformed
as part of the pipe upsizing works and convey overland flows to the
existing informal wetland.

Broad crested weir calculations and Manning’s calculations at Nodes 5
and 6 (Appendix D) confirm that Q100 + 100% blockage flows may be
conveyed by the pathway whilst maintaining Energex’ required
minimum freeboard of 75mm to the existing Pad Mount Transformer.
Similarly gap flows (Q100-Q10) may be conveyed down the pathway
and achieve compliant velocity x depth products (maximum 0.4m2/se3c
– QUDM 7.0.4.2).
