Development Assessment Report
Attached to the e-mail REC16/0014 - Planning report & supporting management plans, contour plan 2 of 2.
Project Urban – 15228 June 2016 arrangement over the existing situation in terms of accessibility and would have a negligible impact on safety, amenity and convenience. The proposal therefor complies with specific outcome O7. S9.1 Where there is no relevant approved master plan, concept plan, or site analysis plan, subdivision design incorporates future road, street, cycleway and pedestrian path and open space connections to adjoining sites. Alternative Solution – While the proposal includes a cul-de-sac and does not provide for a traffic movement connection with the adjoining land, a pedestrian pathway connection is provided. The proposed cul-de-sac arrangement is supported from a traffic engineering perspective as detailed in the attached Traffic Engineering Advice prepared by Pekol Traffic and Transport. The proposal facilitates an appropriate linkage to the adjoining site in accordance with specific outcome O9. S29.1 Lands with high biodiversity values are transferred to public ownership. Alternative Solution – The small area of vegetation identified as environmental protection under the Biodiversity Overlay does not warrant transfer into public ownership. As previously discussed this vegetation will be retained and protected within proposed Lot 9. This small area of vegetation does not warrant conservation status under specific outcome O20, however will be retained and protected.
