Dear Shane,

RE: Car Parking Demand and Utilisation
          88 & 90 Goodchap Street, Noosaville
For NC Oliver Noosa Pty Ltd

RoadPro Development was commissioned to investigate the onsite parking provisions at 88-
90 Goodchap Street, Noosaville to determine the demand and utilization of the existing car
parking facilities. This report provides the results and recommendations of this investigation.

The site has a mixture of uses with tenancies including a campus of Central Queensland
University, child care centre, a café, and various specialist medical facilities. There are 355
car parks in total provided on the site. The building is considered to be fully tenanted as of
February 2013.

To determine the parking demand for the site, two methods were prepared. The first method
involved collecting parking occupancy rates on site through a number of parking surveys and
the second method was surveying students and staff at the university via an on-line survey to
determine travel and parking behaviour.

Five car parking surveys were undertaken over the past 12 months to capture parking
utilization rates on the site. The surveys were designed to capture the peak parking demand
which is dependent upon:

Parking areas were divided up into 10 zones and surveys undertaken every 30 minutes. A
fully copy of survey results are attached.

Survey results indicated the peak parking demand occurred in the morning between 10:00am
and 11:30am with a maximum of 86% of spaces occupied.

The most recent survey on Thursday 21st August 2014 found that an average of 280 spaces
was occupied at any one time, corresponding to 79% of total spaces. The surveys conducted
on Wednesday 13th August and Wednesday 26th March 2014 found that the average number
of occupied spaces at any one time was 243 and 285 spaces respectively. The maximum
occupancy rate that was recorded across all surveys was 307 spaces, or 86% of all spaces
available with 48 spare parking spaces available. This occurred on Thursday 21st August
2014 between 10:30 and 11:00, with reduced demand before and after this peak.

Occupancy rates between car parking zones varied. The undercover zones (zones 5 and 7)
were most favoured for longer length stays and recorded up to 100% in peak periods. Zones 1
and 2 were observed as shorter stay, high turn-over parking areas associated with the café and
medical uses, and zone 9 was associated with the child care centre. Overall the car parking
surveys that were undertaken in periods of peak demand indicate that there is adequate car
parking provided on this site. Average utilization rates indicate that spare capacity is at least
20% equating to approximately 71 spaces.

The largest tenant in the complex, the University, generates the greatest demand for parking.
As part of this process the University was consulted to establish the peak periods in both the
university academic calendar and the weekly timetable. A survey of staff and student travel
behaviour was conducted and is attached. There were 49 responses collected over eight days.
Distribution was 83% student and 15% staff, with one respondent choosing both. Of the 49
respondents, 48 indicated that they travelled to the site by car, and approximately 92%
responded that they almost never or only occasionally had difficulty finding a parking space
on site. Wednesdays and Thursdays appeared to be the peak days, with 71% and 88% of
respondents indicating they attended the University on those days respectively.
Approximately 69% responded that, on average, they were on site for less than six hours. Of
the 31% on site for more than six hours on average, distribution was 33% staff (84% of total
staff respondents) and 66% students (29% of total student respondents).

The results of the questionnaire indicate that the majority of students travel by car to the
university and the majority do not have any difficulty finding a car parking space. Based on
the questionnaire and information provided by the University, it was established that
Wednesdays and Thursdays between 10:00 am and 2:00 pm represent the peak periods.

Conclusion
The findings of this report indicate that the site at 88-90 Goodchap Street, Noosaville has an
appropriate number of parking spaces. The parking arrangements provide conveniently
located parking areas for all the uses within the site. On average the car park occupancy
ranges between 61% and 80%. Parking surveys indicate that the peak demand varies
throughout the year and can be dependent on the academic calendar with peak rates between
64% and 86% during mid-morning (which is the critical peak period). Results indicate that
even with the highest parking demand there were still 48 spaces available and unoccupied.

RoadPro Development ABN 98 615 073 565
8066 Goodchap Street, Noosaville Page 3 of 4

Page 4

On-line surveys indicate that trips to the site are dependent on cars and there is potential to
reduce car dependency. By educating students and staff at the university on the available
alternative modes of transport, including car-pooling programs, bus services and cycle routes
there is potential to provide incentive to further reduce car parking demand.
