     INTRODUCTION
     This Rehabilitation Management Plan (RMP) has been prepared by Green Tape Solutions for a residential dwelling Figure 1: Proposed new dwelling and ancillary structures
     house application at 178 Davis Rd, Cootharaba. Item 3 of the Information Request from Noosa Council, dated 22 August
     2022 requested a rehabilitation plan be prepared to demonstrate compliance with PO3, PO10 & PO11 of the
     Biodiversity, Waterways and Wetlands Overlay Code, to compensate for the loss of 54 trees on site for the house and
     bushfire APZ. The proposed new dwelling house is shown in Figure 1. Figure 2 shows the proposed extent of tree
     removal and Figure 3 shows the location of the proposed general rehabilitation area. This plan outlines the rehabilitation
     strategies for the compensatory planting rehabilitation works for the proposed general rehabilitation areas.

     Rehabilitation undertaken as part of this plan shall consist of weed management, and tubestock planting. Revegetation
     shall be undertaken using species from the canopy and shrub layers and will include species identified on site during
     the previous site inspection as well as species listed by the State as occurring in Regional Ecosystems 12.11.3,
     12.11.16, 12.3.1 and 12.3.2. This RMP has been prepared in accordance with the following documents:

          •   Biosecurity Act 2014 (Qld);
          •   Regional Ecosystem Technical Descriptions for SE Queensland (Queensland Herbarium – DSITIA, 2012);
          •   South East Queensland Ecological Restoration Framework (Chenoweth EPLA, 2012);

REHABILITATION MANAGEMENT STRATEGY
Aims of the RMP
The aims of the RMP are:

•    To reinstate the rehabilitation area to a state consistent with the pre-disturbance vegetation community;
• To manage any invasive plant species listed under the Biosecurity Act 2014 (Qld) and any other significant infestations of
     priority environmental weed species that may compromise the site rehabilitation plan; and
• To demonstrate compliance with PO3, PO10 & PO11 of the Biodiversity, Waterways and Wetlands Overlay Code of the
     Noosa Plan 2020.
The rehabilitation will consist of the following elements:
    • Weed control/management of invasive plant species listed under State legislation or the local government pest
        management plan
    • Planting of native tubestock with on-going maintenance for a period of 12 months in areas nominated in this plan.
    • Replanting to replace dead or dying plants where revegetation does not achieve the required benchmark of 90%
        survival rate.
As detailed in this plan, all maintenance works will ensure that the vegetation of the site continues to improve and be self-
sustaining. The identified rehabilitation zones will be monitored with reference to the vegetation communities, as described in
this plan.

Existing Vegetation
The site contains various vegetation communities, including Eucalypt forest and rainforest. The vegetation to be removed for
the proposed new dwelling is a mixture of regional ecosystems 12.11.3 and 12.11.16. Tree species to be removed include
Grey ironbark (Eucalyptus siderophloia), Pink bloodwood (Corymbia intermedia), Gympie messmate (Eucalyptus cloeziana),
Grey gum (Eucalyptus propinqua) and Tallowwood (Eucalyptus microcorys).

The south-west section of the site contains a number of gullies with a larger waterway in the far south-west corner. These
areas contain rainforest and wet sclerophyll vegetation and some of these areas contain patches of vegetation which are
degraded and partly open in nature (see photo plates opposite).

Tube stock planting
A total of 54 living trees are to be removed for the proposed development (Figure 2). The proposed offset planting will include
3 new plants for every 1 tree removed, equating to a total number of 162 new plants. Of this number, 2/3 (107) will be canopy
trees and 1/3 (55) will be shrubs. Of the canopy trees, at least 40 will be Eucalyptus/Corymbia species.
Compensatory planting of native tubestock will be carried out in the nominated rehabilitation area (Figure 3). Planting will
specifically occur in any of the degraded, semi-open areas in the nominated general rehabilitation zone (see photo plates
opposite). Revegetation species have been chosen from regional ecosystems 12.11.3, 12.11.16, 12.3.1 and 12.3.2, or from
species known to naturally occur on site (RMP8).

The rehabilitation works will be maintained for a period of 12 months as per the maintenance schedule on sheet RMP 9 and
RMP 10 of this plan. Tubestock planting areas should either be fenced off or plants should have tree guards placed around
them, to protect them from grazing by wildlife such as wallabies and hares.

WEED MANAGEMENT
Weed cover in the rehabilitation area is sparse, consisting of species such as lantana (Lantana camara) and Guinea grass
(Megathyrsus maximus var maximus). Any infestations of invasive plant species listed under the Biosecurity Act 2014 (Qld) or
the Biosecurity Plan for the Noosa Council that will adversely impact the rehabilitation plan are to be treated prior to the

     container;
• A minimum of 20 cm tall for (75 mm) tubestock (larger for potted stock) and must have a well-developed root system; and,
•    Sun-hardened.

Planting stock is to be randomly planted to reflect the natural composition of the original ecosystem. Seedlings must be moist at
time of planting, preferably treated by soaking in a seaweed or fish emulsion solution for 15-20 minutes prior to planting to protect
against transplant shock.

Crystals will be added to each planting hole and mixed with the back-fill soil to ensure that roots are not in direct contact with
concentrated fertiliser. The plant will be placed in the center of the hole, filled in with loose crumbly soil ensuring that no air
pockets remain, then firmed with the hands to create a shallow watering depression. The planting holes should be at least twice
the width and half as deep as the pot size (refer to Drawing 1).

All plants will be clearly marked on site (e.g. bamboo stakes). If tree guards are used to protect the new plants, the tree guards
are to be removed once tubestock has become established.

TEMPORARY PROTECTIVE FENCING AND TREE GUARDS
The rehabilitation areas should be either partially fenced off with suitable fencing or all plants should be installed with suitable
tree guards, to protect the planting stock from being eaten by herbivores such as wallabies and hares. Any tree guards installed
must be high enough to stop wallabies from eating plants when they grow taller than the guard (short guards for grasses/ground
covers and shrubs, tall guards for trees). Any fencing installed must be high enough to deter wallabies from jumping over and
must have a mesh gauge/ aperture which will keep hares out, while not posing a safety hazard to any wildlife. Fencing must also
have no gaps at the base, to ensure hares cannot access the fenced area.
