Real Property Description:	Lot 130 M 11115
Planning Scheme:	Noosa Plan 2020 (25 September 2020)
INFORMATION REQUIRED
The information requested is set out below:
Issue – Front Setback
The Low Density Residential Zone Code under Noosa Plan 2020 requires a 6m setback to the road frontage. The proposed 0m setback to the carport and storage area is not consistent with predominant character of the streetscape and does not comply with scheme requirements. The proposed 0m setback is not supported.
Information Required
Provide updated plans complying with setback requirements outlined in the Low Density Residential Zone Code
Issue – Side Setback
The Low Density Residential Zone Code under Noosa Plan 2020 requires a 1.5m setback to side boundaries. The proposed reduced setback to the side boundary is not consistent with predominant character of the street, and no justification has been provided regarding the necessity for the reduction. The proposed reduced setback is not supported.
Information Required
Provide updated plans complying with setback requirements outlined in the Low Density Residential Zone Code.
Issue – Rear Setback
The Low Density Residential Zone Code under Noosa Plan 2020 requires a 3m setback to rear boundary. The proposed reduced setback to the rear boundary is not consistent with predominant character of the street, and no justification has been provided regarding the necessity for the reduction. The proposed reduced setback is not supported.
Information Required
Provide updated plans complying with setback requirements outlined in the Low Density Residential Zone Code.
Issue - Fill
Information has not been provided regarding the necessity for fill in excess of 3m from the dwelling, and limited information has been provided to ascertain potential impacts of the fill on surrounding properties.
Information Required
Provide further information on the requirement for the proposed fill, in conjunction with the information requested below under ‘Earthworks’.
Issue - Earthworks
According to the submitted documentation the site is to be filled, though the extents of the proposed earthworks are unclear. Council has concerns with the potential for stormwater drainage impact (increased runoff or additional ponding) onto the adjoining properties.
Information Required
Provide details, prepared by a RPEQ (Registered Professional Engineer of Queensland), of the proposed earthworks, including, but not limited to: extents; volumes; existing and finished levels; cross-sections; batters and/or retaining structures; stabilisation methods proposed, etc.
Provide a preliminary Stormwater Management Plan for the site, including, but not limited to:
details of collection and discharge of stormwater runoff from the buildings and the hardstand areas;
any required stormwater pipelines/flowpaths within the site to drain low areas on the adjoining properties to prevent stormwater ponding;
demonstrate that the runoff from the site is suitably controlled to ensure that the downstream environment is not adversely affected or destabilized;
demonstrate that the works will not concentrate stormwater runoff onto neighbouring properties, nor cause additional ponding on the road formation or the road reserve.

Please note that the stormwater drainage system must be a gravity system and pumps are not acceptable.
Issue – Access Driveway
The submitted plans do not include sufficient detail on the access driveway.
Information Required
Provide additional detail on the access driveway. The detail must be prepared by a suitably qualified person and include but not be limited to:
levels and grades of the access driveway and the maneuvering areas;
a longitudinal section extending from the centerline of the formation in Sandalwood Cl to the proposed carport;
a driveway designed generally in accordance with Council’s standard drawings RS-049 and RS-050;
any necessary stormwater drainage structures;
demonstrate that a B99 vehicle will not bottom out or scrape entering/exiting the driveway;
confirming that the proposed works will not create a conflict with existing sewer infrastructure – note that Unity Water’s approval will be required.
Issue – Works in Road Reserve
Proposal plans indicated a pedestrian access from the kerb into the site. No works (other than a vehicle crossover) are permitted within the road reserve.
Information Required
Provide updated plans removing the pedestrian access into the site.
Issue – Vegetation
The frontage of the subject property has significant and well established vegetation. It is unclear which trees are proposed to be removed as part of the works.
Information Required
Submit an arborist report providing details of all the trees on the frontage of the subject property, including, but not limited to:
species, size, age and health of each of the trees;
trees proposed to be removed;
trees proposed to be retained and a construction method plan to ensure their health.
Please be advised that council is highly unlikely to approve the removal of significant vegetation where located on road reserve.
due date for response to information request
The due date for providing the requested information is 26 May 2021. Please advise Council of your response to this information request in accordance with section 13 of the Development Assessment Rules.
If you do not provide a response before the due date, it will be taken as if you have decided not to respond to the information request and Council will continue with the assessment of your application.
