GENERAL COMMITTEE MEETING AGENDA 13 FEBRUARY 2023
3. Co-ordinator Office of Mayor, Councillors and Chief Executive Officer on a 2 year basis
either via internal secondment or temporary contract.
B. Approve the Functional Realignment within this report as the Noosa Shire Council adopted
organisational structure; and
C. Authorise the Chief Executive Officer to make minor administrative changes to naming

REPORT
Upon commencement of the CEO role at Noosa Shire Council in February 2022 feedback from the
Executive and Leadership cohorts advised that structural and cultural change was required.
Further feedback was provided from elected members in that there was a perception that service
delivery could be improved, along with internal communication and the removal of “silos” within the
Council. In receiving this feedback and reviewing internal staff satisfaction and customer service
surveys, it was clear there was an appetite for change, backed by qualitative data. Significant
change was originally discussed within the Executive Team cohort, however it was deemed that
post the pandemic stability was preferred. The rationale is that a significant structural change would
not create the desired service level and collaboration uplift that was being sought and that staff
attrition was already at a historically high level. As such this work was withdrawn until after the
budget and revisited in August. After further consultation with the Executive Team a stepped
approach was undertaken to deliver the following:
1. Correct historical long term casual employment issues;
2. Align functions within the organisation to address direct report equity, improve customer
service outcomes, address internal communication and siloing perceptions.
Council resolved to correct the long-term casual employment within the Council staff base at
October’s ordinary meeting. Once resolved upon the Executive team commenced the broader
organisation realignment process in October. The current organisation structure within Noosa Shire
Council is as per the below, noting that the hybrid split of Environment and Sustainable
Development of the past 18 months is not represented.
