EXECUTIVE SUMMARY
This report outlines the recent steps taken towards the making of a new suite of local laws
for the Noosa Council. In summary, the report:-
1. Provides an overview of the proposed subordinate local law consultation process and
submissions received;
2. Recommends a number of changes to the proposed subordinate local laws (as
advertised) in response to the submissions;
3. Provides an assessment of the anti-competitive provisions contained in the proposed
suite of local laws; and
4. Outlines the further procedural steps required to finalise the local law making process.
By necessity, many of the recommendations below are technical in nature given the
prescriptive requirements in legislation for the repeal and adoption of local laws and
subordinate local laws.
