facility has been sized to treat the entire site,

4. CONCLUSION
The proposal is for the development of 2 new industrial tenancies behind the existing service
station at 1 Factory Street, Pomona. The Noosa Plan makes industrial businesses consistent
uses within the associated Village Mix zone, subject to compliance with the relevant code
and overlay outcomes.
While the proposal is for a consistent use within the zone, the development adjoins the
Majestic Theatre and there is the potential for impacts as a result of industrial uses located
next to a silent movie theatre. During the public notification period, the Pomona Arts Society
raised a number of concerns about the design and potential impacts to the theatre as a
result of the development.
The new tenancies have been designed to be generally concealed behind the existing
service station and setback more than 15m from Factory Street. However, the proposal is for
a nil setback along the western boundary with the theatre and could have an adverse impact
in regard to changes in noise, light and ventilation. The applicant has agreed to accept
conditions setting the building back a further 1m and provide for appropriate finishes and
materials consistent with the locality. The applicant is also willing to accept reasonable and
relevant conditions to avoid any adverse noise and environmental impacts on the adjoining
theatre. Conditions include restricting the operations of any new tenant to daytime hours,
and including appropriate acoustic treatment to limit noise.
The proposed development is consistent with the existing land use pattern of the street and
reasonably sympathetic to the adjoining heritage site, meeting the requirements of The
Noosa Plan. The proposal is recommended for approval, subject to reasonable and relevant
conditions.
