PLANNING & ORGANISATION COMMITTEE MEETING AGENDA 28 APRIL 2015
Finance & Risk
Council has allocated sufficient funds to the Noosa River hydrodynamic modelling project to
enable development of the various models and to run scenarios to test management options.
This will include modelling and scenarios for erosion management, catchment pollution and
updated flood levels and flood velocity.
Recalibration of the hydrodynamic model is expected every 5 to 7 years to take account of
river bed changes and flooding events. The additional cost involved is estimated to be
around $50,000 to $70,000 and will be included in the ten year capital program.
Including the Pollution Export modelling into the project is not estimated to incur any
additional costs given proposed cost-shared arrangements with Healthy Waterways.
Developing a new hydraulic model as part of the project will ensure that the updated flood
levels and overland flood velocities are available for the next planning scheme and for use in
development regulation. There are benefits in having updated information based on best
available technology given the risks and legal liabilities associated with flood hazard
management. There are also cost efficiencies in preparing this hydraulic model now rather
than later given the common data requirements across each of the erosion, pollution and
flood modelling components.
Consultation
External Consultation - Community & Stakeholder
Early consultation has occurred with the community and EHP to determine concerns,
preferred approaches, and the need for a hydrodynamic model.
Communications with Healthy Waterways and Moreton Bay Council has helped inform the
proposed scope.
Internal Consultation
Meetings with internal staff across Planning & Infrastructure Branch have been held to
discuss the scope and project dependencies. Through this process the flooding and water
quality issues have been integrated into the project to maximise benefits and deliverables for
not just river erosion but overland flooding and catchment water quality management.
