EXECUTIVE SUMMARY
Not applicable.
RECOMMENDATION
That Council note the report by the Principal Strategic Planner to the Planning &
Organisation Committee Meeting dated 28 April 2015 and:
A. commence the process of amending Planning Scheme Policies (PSP) 9 and 11;
B. agree to major amendments to Planning Scheme Policy No. 9 Waste Management
Plans for the purposes of commencing public consultation; and
C. adopt administrative amendments to Planning Scheme Policy No. 11 Waste
Management.
BACKGROUND
This report presents proposed amendments to two planning scheme policies (PSPs) on
waste management. The report seeks Council’s endorsement of ‘major amendments’ to PSP
9 and ‘administrative amendments’ to PSP 11 consistent with Statutory Guideline 04/14
Making and Amending Local Planning Instruments.
PSP 9 provides design criteria for waste facilities and minimum service levels for bins, while
PSP 11 provides guidance on the preparation and assessment of waste management plans.
PSP 9
The more substantial nature of the amendments to PSP 9 means that the amendments are
considered ‘major’ changes for which public consultation is required.
The amendments relate to updates to the minimum service levels for bins in Table 5.1 (refer
to attachment PSP 9). The reason for the updates is that Council now tends to provide low
noise plastic bulk bins shared amongst residential units with a volume of 120 litres per unit
(half a 240 litre wheelie bin), rather than individual 240 litre bins.
PSP 11
Amendments to PSP 11 are simple editorials – a change to a telephone number and a
change to a staff title. The very minor nature of the changes mean that public consultation is
not required and Council can proceed to adoption, if satisfied with the amendments.
