   DISCLAIMER

This Report by Alpha Acoustics Pty Ltd is prepared for a particular Client and is based on the agreed objective, scope, conditions and
limitations as may be stated in the Executive summary. The Report presents only the information that Alpha Acoustics Pty Ltd believes,
in its professional opinion, is relevant and necessary to describe the issues involved. The Report should not be used for anything other
than the intended purpose and should not be reproduced, presented or reviewed except in full. The intellectual property of this Report
remains with Alpha Acoustics Pty Ltd. The Client is authorised, upon payment to Alpha Acoustics Pty Ltd of the agreed Report
preparation fee, to provide this Report in full to any third party.

Recommendations made in this report are intended to resolve acoustical problems only. We make no claim of expertise in other areas
and draw your attention to the possibility that our recommendations may not meet the structural, fire, thermal, or other aspects of
   building construction

We encourage clients to check with us before using materials or equipment that are alternative to those specified in our Acoustical
   Report.

The integrity of acoustic structures is very dependent on installation techniques. For example, a small crack between the top of a wall
and a ceiling can reduce the effective sound transmission loss of a wall from Rw 50 to Rw 40. Therefore the use of contractors that are
experienced in acoustic construction is encouraged. Furthermore, two insulation products may have the same thermal R rating but the
sound absorption of one may be entirely deficient, therefore the use of materials and equipment that are supported by acoustic laboratory
   test data is encouraged.

   EXECUTIVE SUMMARY

This acoustic report has been prepared to support a Development Application for the proposed redevelopment
of the Noosaville Service Station at the Corner of Mary Street and Weyba Road, Noosaville, Qld 4566. The
development site falls within an existing business zone and is surrounded by residences and commercial
   premises.

The proposed use involves the operation of a redeveloped BP service station. The development has the
potential to generate noise emissions at neighbouring dwellings due to car parking and mechanical plant.
Mechanical plant will be located on the ground and the existing hours of operation (5:00am to 10:00pm) will
be maintained. The noise emissions from the site will be reduced due to the relocation and selection of new
ground mounted mechanical plant and boundary noise barriers.

The Acoustic Quality Objectives and the Background Creep requirements of the Environmental Protection
(Noise) Policy 2008 (EPP Noise) and Sleep Disturbance noise criteria described by the World Health
Organisation (WHO) have been used as the assessment criteria for the development.

Noise emissions from the proposed redevelopment have been forecast in this acoustic assessment. Baseline
noise measurements have also been performed near the subject site to help determine background noise levels
in the area and nominate background creep criteria.

   Conclusions

        • Noise emissions from the operation of the proposed BP redevelopment were forecast to comply with
the noise criteria provided the noise control recommendations in this report are installed.

   Recommendations

        • Acoustic noise controls as outlined in this report should be constructed as described in Section 6 of
            this report.

   3. EXISTING ACOUSTIC ENVIRONMENT

An on-site survey was conducted for a period of 7 days, between Saturday 10th December 2016 and Saturday
17th December 2016. The measurement location (ML1) was located adjacent to unit 4 of 255 Weyba Road as
shown in Figure 2.1. The measurement location (ML2) was located in the rear yard of 2/55 Blue Fin Court
   as shown in Figure 2.1.

The microphone was placed at a height of 1.5 m at both ML1 and ML2 (see Figure 2.3 and Figure 2.4). The
measured levels are considered free field. Measurement at these locations are considered indicative of the
noise environment adjacent to the measurement locations. The background noise was predominantly made up
of traffic noise along Mary Street and Weyba Road and from the operation of the existing service centre.

All instrumentation used in this assessment holds a current calibration certificate from a certified NATA
calibration laboratory. The following instruments were used to measure the ambient noise levels-
        • Rion NL-21 type 2 environmental noise loggers
        • Bruel & Kjaer calibrator

Ambient sound pressure levels were measured generally in accordance with Australian Standard
   AS1055.1:1997 - ‘Acoustics-Description and measurement of environmental noise - Part 1: General
procedures’. Ambient noise levels were recorded at continuous 15 minute intervals. (Figure 3.1 and
Figure 3.2). Although the EPP noise policy 2008 only requires average background noise levels, rating
background noise levels as described in the DEHP Guideline “Planning for Noise Control” using the tenth
percentile method have been used in this assessment as shown in below. Terms and definitions used in the
report are found in Appendix A.

   5. NOISE CRITERIA
   Noosa Shire Council Noise Criteria
The proposed redevelopment site falls within an existing business centre zone and as such the Noosa Shire
Plan / Division 3 / Business Uses Code describes the council criteria for the development as extracted below:

Council does not specify specific noise limits therefore noise emissions are assessed to the state Environmental
Protection (Noise) Policy for sensitive receivers surrounding the redevelopment as described below.

   Environmental Protection (Noise) Policy
The Acoustic Quality Objectives and the Background Creep requirements of the Environmental Protection
(Noise) Policy 2008 (EPP Noise) have been used as the assessment criteria for the development. Operational
activities for the proposed use (i.e. vehicle movements, speaker box noise and plant noise) have been assessed
against the Acoustic Quality Objectives as shown in Table 5.1.

        activity
Introduced plant have the potential to increase background noise levels in the area. These have been assessed
against the Background Creep requirements of EPP Noise.

To the extent that it is reasonable to do so, noise from an activity must not be:
             • For continuous noise (e.g. fan noise) – Measured by LA90,T more than nil dB(A) greater than the
existing acoustic environment measured by LA90,T.
             • For noise that varies over time (i.e. vehicle movements, speakerbox) – Measured by LAeq,adj,T more
than 5 dB(A) greater than the existing acoustic environment measured by LA90,T.
Noise emission limits for the control of background creep, based on measured background levels are shown in
   Table 5.2 below.

Note 1: The background noise level at ML2 during the evening was measured at LA90 37 dB(A). Given the background
noise was measured behind a 1.8m high fence, a background noise level of LA90 39 dB(A) as measured at ML1 has been
used in the assessment which conservatively represents the upper level background noise for residences in Blue Fin Court

Note 2: The background noise level at ML2 at night was measured at LA90 27 dB(A). Given the background noise was
measured behind a 1.8m high fence, a background noise level of LA90 30 dB(A) as measured at ML1 has been used in the
assessment which conservatively represents the upper level background noise for residences in Blue Fin Court
   Sleep Disturbance
The World Health Organisation (WHO) set out a Sleep disturbance noise criteria in the “WHO
Guidelines for community noise”. Table 1 of that guideline establishes that sleep disturbance can
occur inside bedrooms when the maximum noise level is at LAmax 45 dB(A) (10pm to 7am). In
practice, with a bedroom window open, this internal noise level will be equivalent to an outside
maximum noise level of LAmax 50 to 55 dB(A) [depending on building construction]. It is noted that
the LAmax is generally considered equivalent to the LA01, 1 minute.

   Project Specific Noise Criteria
Considering the criteria discussion above, the project specific noise criteria is summarised in
   Table 5.3.3 below.

   6. NOISE ASSESSMENT
Operation of the proposed service station redevelopment has the potential to generate noise emissions due to:

        • Car movements on site.

        • Mechanical plant operating.

        • Pump bowser

        • Truck refuel / garbage truck

The results of the noise measurements and additional noise data from Alpha Acoustics Pty Ltd and SoundPlan
Sound Library are presented in Table 6.1 below as sound power levels.

Table 6.1: Summary of common noise emissions at the subject site

Knowing the source sound power level (see above Table 6.1), the sound pressure level can be calculated at a
remote location using suitable formulae to account for distance losses, ground absorption, sound barriers,
   atmospheric effects, etc.

Noise modelling has been conducted using SoundPLAN v7.0 and the prediction methodology ISO 9613-2:
1996 incorporating manufacturer published sound emission data. We would expect the order of uncertainty to
be in the range of +/- 2 dB(A). The noise model presents all plant operating simultaneously, accordingly the
predictions should be considered a worst case scenario, assuming constant noise levels.

Noise modelling results are presented in Appendix C of this report. Additionally LAeq Noise emissions
modelled in the day / evening period and night for first floor and ground floor after noise controls have been
incorporated are shown in the following figures:

   7. CONCLUSION
This acoustic report has been prepared to support a Development Application for the proposed redevelopment
of the Noosaville Service Station at the Corner of Mary Street and Weyba Road, Noosaville, Qld 4566. The
development site falls within an existing business zone and is surrounded by residences and commercial
   premises.

Mechanical plant will be located on the ground and the existing hours of operation (5:00am to 10:00pm) will
be maintained. The noise emissions from the site will be reduced due to the relocation and selection of new
ground mounted mechanical plant and boundary noise barriers.

   Conclusions

        • Noise emissions from the operation of the proposed service station redevelopment were forecast to
comply with the noise criteria provided the noise control recommendations in this report are installed.

   Recommendations

        • Acoustic noise controls as outlined in this report should be constructed as described in Section 6 of
            this report.

APPENDIX A – GLOSSARY OF ACOUSTIC TERMS
The following is a brief description of the technical terms used to describe traffic noise to assist in understanding the
technical issues presented in this document.

Event maximum sound pressure level (LA%,adj,T), Lmax L01
The “Lmax” level is the loudest sample within a measurement period; while the “L01” level is calculated as the noise level
equalled and exceeded for 1% of the measurement time, for example 9 seconds in any 15 minute interval. The Lmax and
L01 descriptors are appropriate to characterise single events, such as from impulsive or distinctive pass-by noise. However
the L01 descriptor provides a better picture of recurring discrete noise events as it removes anomalies from the data (e.g.
bird calls close to the microphone). Both of these level can be adjusted for tonality or impulsiveness.

Average maximum sound pressure level (LA%,adj, T), L10
The “L10” level is an indicator of “steady-state” noise or intrusive noise conditions from traffic, music and other relatively
non-impulsive noise sources. The L10 level is calculated as the noise level equalled and exceeded for 10% the
measurement time, for example 90 seconds in any 15 minute interval. The measured L10 time-intervals for
day/evening/night are arithmetically averaged to present the “average maximum” levels of the environment for
day/evening/night. The level can be adjusted for tonality or impulsiveness.

Background sound pressure level (LA90,T), L90
Commonly called the "L90" or "background" level and is an indicator of the quietest times of day, evening or night. The
L90 level is calculated as the noise level equalled and exceeded for 90% the measurement time. The measured L90 time-
intervals are arithmetically averaged to present the “average background” levels of the environment for day/evening/night.
The level is recorded in the absence of any noise under investigation. The level is not adjusted for tonality or
   impulsiveness.

Equivalent Continuous or time average sound pressure level (LAeq,T), Leq
Commonly called the "Leq" level it is the logarithmic average noise level from all sources far and near. The maximum 1-
hour levels within the day/evening/night time intervals are referenced for building design. The level can be adjusted for
   tonality.

   Rated Background Level, RBL
The Rated Background Level is the overall single-figure background level representing each assessment period
(day/evening/night) over the whole monitoring period.

   Free-field level
A sound level that is measured at a distance of more than 3.5 metres from a wall or facade.
