- details of the waterway (stream profile, morphology, riparian habitats);
Please refer to Appendix B for detailed design drawings of the proposed culvert replacement,
which incorporates details of the waterway.
With specific regard to riparian habitats, it is advised that a pre-clearing flora and fauna survey will
be undertaken by suitably qualified ecologists prior to any construction works commencing, as per
the requirements of the Nature Conservation Act 1992 (NC Act). This survey will be undertaken in
accordance with Section 3.2.1 of the Flora Survey Guidelines – Protected Plants, and will survey
both the clearing impact area associated with the facility, together with a 100 m buffer zone.
Likely development impacts on riparian Habitats existing in the waterway as a result of the culvert
replacement will be identified through this process, and suitable management measures will be
identified at that time. These management measures will then be incorporated into a Construction
Management Plan.
- details of the design features that mitigate the impacts on fish passage, e.g. how the
proposed culvert meets the design requirements of the self-assessable code WWBW01- Part
3, Culvert Crossings.
The following design features have been incorporated into the culvert design to mitigate the impacts
on fish passage:
• The culvert will be installed at approximately 550mm below bed level;
• The culvert will be backfilled with bed material won from the site to maintain and simulate natural
bed surface; and
• The culvert will be installed at a minimum of 1200mm wide to allow for fish passage.
- Include details of the culvert base, will it be at or below bed level, details of the culvert cell
bed – e.g. concrete or natural bed, any low flow channels incorporated into the design, and
dimensions of the crossing - including cross sections of the culvert crossing within the
waterway.The infrastructure use is proposed within a riparian buffer area. The proposed
location of the infrastructure use is contrary to Specific Outcome O5 of the Biodiversity
Overlay Code and is not supported.
Details of the culvert base are as follows:
• The culvert base will be approximately 550mm below bed level;
• The base will comprise a concrete slab, backfilled with bed material won from the site;
• No low-flow channels are proposed to be incorporated; and
• Dimensions of the crossing is as follows:
o 2mmx1200mmx1200mm reinforced concrete box culverts (RCBCs); and
o 4800mm long.
2. POI1 – Development will not increase the risk of mortality, disease or injury or compromise the
health and productivity of fisheries resources.
It has been stated that the development does not comply with section 5.1.6 of the self-assessable
code WWBW01- Part 3: Culvert Crossings- “if it is necessary to remove vegetation (marine, aquatic
or riparian) for the development, the vegetation is to be cut no lower than ground level and the roots
2
Page 3
are to be left in the ground to aid in stabilisation. If deep excavation is required during construction
the roots may only be removed within the construction footprint area under this code.”
Please provide further information on this aspect of the development and how the development will
not increase the risk to fisheries resources if this requirement cannot be met.
Minor vegetation clearing is required as part of the culvert replacement. The vegetation required to be
removed at the roots will be contained wholly within the construction footprint, to allow for construction of
the foundation of the new culvert. The extent of the vegetation to be cleared is shown in the Photographs
attached within Appendix C.
All other vegetation clearing will comply with Section 5.1.6 of the self-assessable code WWBW01-Part 3:
Culvert Crossings, in that it will not be cut below ground level. This minor clearing is not considered to
constitute a significant risk to fisheries resources.
3. PO4 – response to AO4.2 of SDAP Module 5.2; If the barrier remains in place, fish passage
provision in accordance with the approved design and operation is maintained as long as the barrier
remains.
Please detail how the culvert will be maintained so that the fish passage features of the structure
(e.g. low flow channel and culvert cells) remain navigable by fish (i.e. not silted up or block by
debris).
The following measures will be incorporated into the culvert design so that the fish passage features of the
structure remain navigable by fish:
• Steps and drops in elevation across the bed gradient will be eliminated to provide a level fish
crossing;
• The culvert will be installed at approximately 550mm below bed level;
• The culvert will be backfilled with bed material won from the site to maintain and simulate natural
bed surface;
• The culvert will be installed at a minimum of 1200mm wide to allow for fish passage; and
• The proposed culvert will increase the cell cross-sectional area of the existing culvert
configuration.
4. PO10 – Offsets.
Without detailed designs of the culvert crossing, it cannot be determined whether the proposed
development will result in a significant residual impact to fish passage. Please provide detailed
design drawings including information on the design features incorporated into the culvert design
that have been utilised to allow for fish passage through the structure. Refer to the DILGP Significant
Residual Impact Guideline – section 3.8 “Waterways providing for fish passage” to determine if a
significant residual impact is expected.
Please refer to Appendix B for detailed design drawings of the proposed culvert replacement.
The proposed culvert replacement will not result in a significant residual impact to fish passage given the
following:
3
Page 4
• The proposed culvert is to feature a larger, cell cross-sectional area compared to the existing
culvert configuration. This will prevent increased water depth upstream of the barrier, which can
result in loss of in-stream plants, leading to reduced food supply or loss of breeding habitat;
• The proposed culvert cell has been adopted to provide equal or better fish passage for the
waterway;
• The waterway bed is to be retained with natural substrate comparable to the natural substrate
size and consistency; and
• During and after construction, the works will be undertaken as per the requirements of
WWBW01 Part 3 Section 5.1, including:
o The waterway will be restored to its existing condition immediately on completion of the
works;
o Impacts on water quality during construction will be minimised by undertaking works
set out in the Best Practice Erosion and Sediment Control guidelines 2008;
o Construction works will not occur during times of elevated flows; and
o Provision will be made to minimise the risk of fish killing during construction, such as
through entrapment of fish upstream of work site.
5. PO20 - Fish passage is provided for:
(1) in the inherent design of the waterway barrier works
(2) over the in-situ life of the barrier in that position through adequate construction and maintenance
of the barrier.
Please confirm through providing detailed plans that the culvert design will comply with the design
provisions of the self-assessable code WWBW01- Part 3 Culvert Crossings for Amber waterways.
If the plans are not in line with the self-assessable code, please provide detail on the following, in
relation to the culvert crossing:
- The expected drown out characteristics of the culvert crossing and the ability for fish to
cross the barrier under all flow conditions – i.e. water velocities will not exceed 0.3ms
through the low flow channel
- The expected timing and duration of drown out events and the delay expected to fish
passage when there are flows in the system but no fish passage being provided.
As shown on the detailed plans, the culvert design complies with the design provisions of the self-assessable
code WWBW01- Part 3 Culvert Crossings for Amber waterway, whereby fish passage is provided by the
following culvert design features:
• The culvert will be installed at approximately 550mm below the bed level;
• The culvert will be backfilled with bed material won from the site to maintain and simulate natural
bed surface;
• The culvert will be installed at a minimum of 1200mm wide to allow for fish passage; and
• The culvert will be installed at no steeper gradient than the waterway bed gradient to limit
velocity increases through the culvert.
6. PO23 - Waterway barriers that are culverts provide adequate fish passage for the site, and:
(1) fish passage is provided for the life of the crossing
(2) hydraulic conditions (depth, velocities and turbulence) from the downstream to the upstream
limit of the structure allow for fish passage of all fish attempting to move through the crossing at all
flows up to the drownout of the structure.
4
Page 5
Please provide the following information in relation to the culvert crossing design:
- please provide information on why a bridge is not suitable at this site (i.e. the reason a
culvert has been proposed instead of a bridge)
The proposed works consist of replacing an existing culvert. A bridge would not be a practical option
for a low height structure in this instance.
- provide information or drawings which detail that the culverts cells extend 100 per cent of
the main channel width or that they comply with the self-assessable code.
The culvert cells are designed to extend 100 per cent of the main channel width, and the crossing
incorporates at least one (box) culvert with a minimum width of 1200mm in accordance with
WWWBW01 Part 3 for amber waterways.
- confirm that the culvert crossing and associated erosion protection are installed at no
steeper gradient than the waterway bed gradient
-
The culvert crossing is to be installed at the gradient of the existing waterway bed.
Prior to undertaking the works, the appointed contractor will prepare a Construction Environmental
Control Plan (CEMP) for approval, identifying risks and management of these risks during
construction, including associated erosion and sediment control/protection required.
- provide detailed designs showing that there are no drops in elevation at the joins of the
culvert invert, apron and scour protection, and how this will be maintained for the life of the
crossing
As shown within the detailed design drawings attached as Appendix B, there will be no drops in
elevation at the joints of the culvert invert, apron or scour protection.
- Confirm which is applicable:
o The culvert will be buried a minimum of 300millimetres to allow bed material deposit
and reform the natural bed on top of the culvert base, or;
o The base of the culvert is the stream bed, or;
o The base of the culvert cell is roughened throughout the culvert floor to simulate
natural bed conditions.
The culvert will be buried a minimum of 300mm to allow for bed material deposit and reform the
natural bed on top of the culvert base.
- Please indicate if any baffles or other roughening elements are to be used
According to WWBW01 Part 3, roughening is only required for red waterways, or amber waterways
where the culvert is installed at less than 300mm below the natural bed level. In this instance, the
proposed culvert will be installed at approximately 550mm below bed level, therefore no baffles or
other roughening elements are proposed to be used.
7. PO25 All waterway barriers are designed, constructed and maintained to provide adequate fish
passage for the site and fish passage is provided for the life of the barrier.
5
Page 6
Please detail how fish passage will be maintained with particular reference to expected or modelled
hydraulic conditions from the downstream to the upstream limit of the crossing.
Please confirm through providing plans that the culvert design will comply with the design
provisions of the self-assessable code WWBW01- Part 3 Culvert Crossings. If the plans are not in
line with the self-assessable code;
- please detail how hydraulic conditions over the barrier will allow for fish passage over all
flow conditions.
- how water quality across the barrier will allow for fish passage.
Response
• how hydraulic conditions over the barrier will allow for fish passage over all flow conditions;
Please refer to Appendix C for detailed design drawings of the proposed culvert replacement.
Hydraulic conditions over the barrier will allow for fish passage over all flow conditions given the
following:
• The culvert crossing is to be installed at a no steeper gradient than the waterway bed gradient
to limit velocity increases through the culvert as fish can only swim against relatively low
velocities;
• A larger cell cross-sectional area compared to the existing culvert configuration is proposed.
This will prevent increased water depth upstream of the barrier which can result in a loss of in-
stream plants, leading to reduced food supply or loss of breeding habitat; and
• The obvert of the culvert is installed at approximately 550mm below the bed level.
• how water quality across the barrier will allow for fish passage.
Water quality across the barrier will allow for fish passage given the following:
• Impacts on water quality during construction will be minimised by undertaking works set out in
the Best Practice Erosion and Sediment Control guidelines 2008;
• Prior to undertaking the works, the contractor shall prepare a Construction Environmental
Control Plan (CEMP) for approval, identifying risks and management of these risks during
construction, including associated erosion and sediment control/protection required; and
• The culvert will be recessed into the natural bed by 550mm and backfilled with bed material
comparable to the natural substrate size and consistency to minimise impact on water quality.
We consider that the information above provides an adequate response to all of the information requested
in accordance with s.278 of the Sustainable Planning Act. Please contact Kelly Pickering on (07) 3173 8353,
or alternatively by e-mail [email protected] if you require further information.
Yours Sincerely,
Kelly Pickering
