1. Executive Summary
1.1 Highlights
1. On Wednesday 4th January, 2017 Cooroy Memorial Hall Association was formed at a public
meeting of 52 attendees; 43 of those joining the association and willing to incorporate. The
meeting democratically elected 15 committee members. Subsequent meetings agreed to
adopt the model rules and set out objectives. Application for Incorporation was made and
was successful. An ABN 34 665 906 713 is approved, a bank account established with
Bendigo Bank, current application for Charity Status and consideration of Public Liability,
Volunteer and Executive’s insurances quotes.
2. Building repair estimates, offers of in-kind labour and materials have been positive and work
could commence as soon as possible after a tenure agreement with Council. Completion of
all required repairs could be expected within budget in the latter half of 2017.
1.2 Mission Statement
1. The Cooroy Memorial Hall Association Inc. recognises the changing demographic of Cooroy
and the need for a venue to provide for social activities that form a vital part of the health and
t
well-being of Cooroy and district. CMHA Inc. in collaboration with council will re-open and
restore the Cooroy Memorial Hall in its original location, and resume its primary functions;
af
• a memorial to the sacrifices of the servicemen and women of the Cooroy District;
• a versatile public venue for social and cultural activities; a unique place not catered for by
other buildings;
Dr
• heritage and history of the community; the hall having been a prominent building in the
town’s heart since the beginning of Cooroy.
• Personal connections with the hall and its community
2. CMHA Inc. will be working with local groups and governments to make the hall a place the
district will be proud of, further promoting cultural heritage, memorabilia and local
personality. This hall is more than a building. It forms a part of the social fabric of this
community. It is the mission of CMHA Inc. to preserve the Memorial Hall for the people.
1.3 Objectives
1. To maintain the character of the hall for future community use remembering the history of
the hall and its original community purpose;
2. To maintain the hall in good condition in partnership with community and government;

3. To manage the use of the hall on behalf of Cooroy and district, meeting the community’s
social and cultural needs
4. To build on the cultural capacity of the Cooroy community through engagement in activities
at the hall.
1.4 Keys to Success
1. The key to success for Cooroy Memorial Hall Association Inc is the drive and dedication of
its members; members like Harry Kirk, and other local tradespeople under Harry’s direction
who will donate their time extensively; a district with huge heart for this project. The
professional skill-set of the committee members in heritage, architecture, engineering,
building and design will ensure that the hall’s original features are preserved, honouring the
strong personal connections between hall and community, whilst upgrading necessary
facilities to meet current standards. This is a great asset and will be the key to success.
1.5 Financials.
1. CMHA Inc. has been conservative in outlining budgetary estimates to ensure the Hall’s re-
opening is achievable and satisfactory to all stakeholders within realistic timeframes.
Rallying public support and liaising with local business and community re intentions and
goals, consultation with past and future clients/hirers/community groups, promoting new
interest from other local events and individuals who have interest in the hall as a venue have
t
been major roles for CMHA Inc. This will equate to preparedness for the re-opening of the
af
hall later this year, increasing profit margins immediately.
2. Usage estimates and fee structures have been gathered through consideration of comparable
halls in the region. The Cooroy Memorial Hall will be available for hiring between 6am-
midnight, 7 days a week and is expected to have realistic tenancy rate of 40%. The fee
Dr
schedule will consist of a base rate subject to normal fluctuations of $20 per hour for the
main floor and will attract additional costs such as the use of kitchen, bar, stage, equipment
and other assets. A cleaning fee of 10% will be additional to all hirers. A bond and public
liability insurance will be required prior to all bookings.
3. Conservative annual income is estimated at $46,940 including Noosa Shire Council
commitments of a yearly contribution of $12,000 for maintenance. The Hall has been added
to their own assets insurance and the lawn and gardens added to Council’s grounds
maintenance contract. Outgoings are estimated at $36,090 per annum. Budgeted Profit of
$10,850 will fund purchasing of new equipment, interior enhancements, gardening etc. This
will further attract new hirers to the venue. In the long-term the hall may require less
financial assistance from council if expectations are met.

4. Public sentiment in the past 18 months of closure has been one of anticipation to have
Cooroy’s hall returned to public use with necessary repairs and refurbishments. CMHA
Inc.’s vision includes multiple new uses for the Hall taking full advantage of the size,
location and heritage character of the building. Once renovated, the Hall is expected to
achieve long term, sustainable financial viability.

responsibilities of members, ensuring the success of this important project. Key areas of

Section 10
3. Description of Business
3.1 Overview
1. Cooroy Memorial Hall has a demand for the space it provides to a variety of community
activities; many of which have been without a hall since its closure. This Hall, under the
management of CMHA Inc. will boast features of availability, location, pricing structure and
suitability of use that are not provided by another existing venue in this local area.
2. Media release to the general community has been received with huge support for the re-
opening of the hall. Offers of help have been generous. CMHA Inc. will continue promotion
of projected future uses including weddings, concerts, classes, festivals, meetings and similar
through the generosity of organisations such as Cooroy Chamber of commerce, council,
information kiosks, local papers, website, Facebook, etc.
3. Additionally, CMHA Inc., through its building sub-committee, will manage the repairs
necessary to re-open and upgrade the hall to meet current standards as per building proposal
supplied separately. Ongoing maintenance and repairs will be monitored and carried out as
required through funding from rental income, council contribution and other grants and fund-
raising activities.
3.2 Community benefit
t
af
1. Community benefit extends far beyond providing a place for community activity. Promotion
of the hall will focus on these community benefits:
1.1 Health
Indoor sporting and exercise based activities promote a healthier community. Few halls
Dr
have the size or the suitable floor surface as the Memorial Hall for such activities as
DanceSport and ballroom dancing with many grand events held there since it’s construction
in the 1920’s. Many of the past and future renters of the hall involve dance and exercise of
one form or another. University studies are available to show dancing to be the best activity
by approx. 70% margin, for the prevention of dementia and mobility type ailments. Other
activities could include indoor bowls, table tennis, personal exercise training, yoga, martial
arts and many more.
1.2 Business Opportunity
Weddings and Events increase local business opportunities. Once restored with fresh paint,
softer colours and a few special touches, this hall, with its heritage features, is perfect for
nostalgic weddings and similar events with a capacity to attract many new visitors to the
area. Visitors may stay a weekend, spend their time and money in our locality, generating
local revenue.
BUSINESS PLAN FOR FUTURE OPERATION OF COOROY MEMORIAL HALL MARCH 2017 9
Section 11
1.3 Social Interaction
The hall provides sheltered space to hold senior citizen’s events such as arts and crafts
markets. These activities keep our elderly community active and socially interactive. The
mental benefits of purpose in life are immense. Pocket money is earned to spend or donate
back to the community. Outdoor markets pose the issue of weather conditions and the
erection of marquees. The loss of the hall has seen the markets with no home to go to and
very keen to see it re-open.
Meetings, concerts, social classes and activities also benefit mental health, interaction and
the sharing of knowledge.
1.4 Memorabilia
The hall has through its history, housed memorabilia which is highly valued by the local
community. These items currently have no home and some are of great significance dating
back to World War 1. The vision of CMHA Inc. is to expand on the display of stored items
and to provide as part of the hall’s activities, a museum/information centre for visitors,
centrally located in the main street.
1.5 Cultural
Activities such as festivals, exhibitions, memorial events and concerts within the hall and the
local community will attract visitors from far afield increasing business and revenue to the
t
district as well as promoting the cultural diversity of our area.
af
3.3 Location
1. Location is key to success of any business including a hall. It should be noted that the current
site of Cooroy Memorial Hall was chosen by a ballot of the people in 1921 being preferred
site over a position between town and the showgrounds. The hall was to be a larger building
Dr
for the growing community and a lasting memorial to service men and women who died in
the defence of this country. To some in this community, moving or demolishing the hall
amounts to same thing as interfering with a grave site. This must be a key consideration in all
decisions. As a last resort, only, the option of moving the hall could be considered.
Community emotion would be strongly against this and CMHA Inc. preferred option by
unanimous committee decision, is to leave the hall in its current location and restore the hall
to better than previous condition.
2. Achieving successful use and viability targets, will rely heavily on the hall’s central location
in the main street of Cooroy. For renters, this is advantageous because there is no isolation;
police do a regular drive-by. Dinner at the RSL and local restaurants is often mentioned in
conjunction with attending a class or event, a quick dash to the newsagent, pharmacy or IGA
for requirements; local businesses are benefited by the hall. Notices can be placed at the hall
with easy visibility, easy access, easy parking. These little things make for a successful hall.
BUSINESS PLAN FOR FUTURE OPERATION OF COOROY MEMORIAL HALL MARCH 2017 10
Section 12
3.4 Interior
1. Cooroy Memorial Hall has a wealth of possibility for improvement in appearance and
occupancy. The heritage character of the building is unique. The hall has most of the
t
wonderful features that were included when it was built, including heritage style windows,
pressed metal linings, high ceilings and natural ventilation. Other halls in this vicinity have
af
lost these features and may never regain them. The expertise of the committee members in
heritage, architecture, engineering and design will ensure that the heritage features and value
of the hall is retained. Essential facilities such as disability requirements, kitchen and
bathrooms will be updated to a high standard to meet current regulations. This will encourage
higher rental and increased demand for the facility from the wedding industry and other
Dr
event managers/organisers.
2. The interior color palette is envisaged to be a mix of soft creams/neutrals enhancing the
feeling of space, light and softness required to encourage clientele for weddings and a more
inviting atmosphere for prospective hirers. Voluntary professional colour coordination is
offered by Queensland Commercial Furnishings.
3. The CMHA Inc. is committed to ensuring the history of the hall and relation to returned
service persons is honoured through appropriate and quality display of memorabilia.
4. Consultations with previous and prospective hire clientele have identified a number of key
improvements for possible inclusion in hall renovations. Some inclusions exist in the
building proposal now and some will be considered at a later time when funds permit.
Summary of consultation included in Appendix.

3.5 Hours of Operation

make arrangements for tenants on an as needs basis.
2. An information centre or museum display, should that proceed; hours of operation for this
activity would be a matter for discussion. Perhaps a small fee or donation box could assist the
hall with costs of operation.
3.6 Future Hall Use
1. It is the vision of CMHA Inc. that the hall’s usage will increase dramatically under new
management by this committee. Many of the previous renters have expressed very keen
interest to be back in the Memorial Hall. A new fee structure has been identified as a key
factor in increasing revenue to the hall. Annexure will include structure of those fees.

7. Bookings will be logged in a diary and an online calendar kept by the hall coordinator.

8. Keyless entry system is proposed, with access given to regular tenants who prove to be
worthy of such trust. Other tenants will be given access via the hall coordinator. Tenants will
be expected to check the security of the building before leaving. If in doubt the hall
coordinator will check or nominate a reliable person to do so. An alarm system may be a
consideration into the future.
9. Exclusion of any tenant will be at the discretion of the hall coordinator if the suggested
activity is not suited to the hall. Any appeal of a coordinator’s decision will be addressed by
the committee.
10. When profit exceeds expectations, the hall committee will seek to address some noted
requests of renters, increasing appeal and profitability.

3.9.3 Grants
1. There are a number of grants that the CMHA Inc. will be able to apply for during the year.
The most important will be those that contribute to the building works, for which the
Association will be eligible when tenure of the Hall is secured. The State Government
Gambling Community Benefit Fund Grant is the most significant of these and has 4 offerings
per year, for which building works associated with community buildings have a high priority.
In addition, other grants through Local, State & Federal Governments are available to fund
projects associated with e.g. the preservation and display of wartime memorabilia, for which
the Memorial Hall would be well placed, or for projects and events appropriate to the Hall.

The following entities have tendered letters of support. Once there is a
determination on the future of the hall, businesses such as these have offered their
assistance financially and with in-kind materials. (Copies attached) Other
businesses will be approached once tenure is secured.

4. Financial
4.1 Addendum to CMHA Inc. Budget Forecast t
af
1. Once the Cooroy Memorial Hall has been refurbished the CMHA Inc. will be in a position to
rent it to local groups and organisations. Submissions of interest from past hall renters have
been requested and expressed in those is the belief that the hall can and should be brought
back to a viable and vibrant state for which the town of Cooroy will be proud.
2. The budget forecast is based on a conservative 40% tenancy in line with other halls in the
Dr
area. The rental income figure is based conservatively on the hall being rented 12 (average)
of the 18 available hours x 7 days a week. Estimating that it would be rented out for 40% of
that time, then the hours of use in a year would be 1747.
3. The rental income of the hall would depend on renters needs. If required use is only the floor
space for dancing or exercise, then the committee would be able to charge an hourly rate of
$20. If anyone required use of the kitchen to offer food, then the Association would charge
an additional fee depending on the level of requirement. A cleaning fee will be payable in
addition to hire fees. Weddings would be the best income earner. However, at this early
stage it is not envisaged that there will be more than 3 to 4 weddings in a year. This will
change once the hall is renovated and advertising is in place to entice people into a
magnificent heritage venue which CMHA Inc. believe this hall can be.
4. All users would be required to pay a bond which would be refundable provided no damage or
theft has occurred at the hall and provided the hall was left in a same clean and tidy manner.
The bond and rental will be payable in advance.
BUSINESS PLAN FOR FUTURE OPERATION OF COOROY MEMORIAL HALL MARCH 2017 19
Section 21
5. With these extra fees in mind rental income could be much higher than estimated in the
current budget. In the first year of operation CMHA Inc. have budgeted for a conservative
rental period of 1747 hours @ average of $20 an hour. This will give the Association a
turnover of $34,940. Add to this a few functions and weddings, and the committee is aiming
to increase turnover to closer to $50,000 per annum.
6. The expenses relating to the running of the hall will include public liability and volunteer
insurance. Quotes have been obtained from a local Insurance Agent and from an Insurance
Broker and the annual fees to cover the association is $1,800. This will cover the
Association for any event that is not covered by the hall renter’s insurance. All renters will
need to provide a copy of their certificate of currency for public liability insurance prior to
renting the space.
7. Consumables will include toilet rolls, hand cleaner and other requirements in the ladies and
gents and dish washing liquid and tea towels in the kitchen. The cost of these items was
gleaned from discussions with and referral to financial statements produced by the previous
Trustees. Anyone renting the hall and wishing to use the kitchen will have access to
crockery, cutlery, glassware and teapots for an additional fee, but will provide their own tea,
coffee and consumables.
8. Cleaning of the hall will be by contract with “The Greenest Cleaners” who have contracts
with council run facilities in the area. Rowland McKindlay who is the owner/operator of The
t
Greenest Cleaners has told CMHA Inc. that he is keen to take on a contract with the
Association as soon the hall is ready to commence renting. Cost estimates at this stage are
af
based on other halls in the area and will be confirmed once tenure is secured
9. Research carried out by discussions with the treasurer for the Cooroy Butter Factory and
liaison with other hall coordinators enabled the Association to budget for annualised
electricity, rates, waste disposal and water charges attributed to the hall.
Dr
10. As council has indicated that they will be responsible for any major repairs to the property
once it has been repaired and refurbished, included costs for budgeted figures are for minor
repairs and upkeep. Council has also advised that there will be an annual maintenance
payment available to the hall managers similar to an amount received by other halls in the
area. This payment will help ensure the hall is kept in a clean and well-kept manner which,
in turn will attract users.
11. CMHA Inc. will install a keyless access system to the hall once it has been refurbished. This
will eliminate the need to have a key stored for access to the building and regular users will
be issued with a swipe key which can be coded and changed as required. $1,000 is budgeted
for installation of this system which would be a one-off cost and will pay dividends by
enabling access to the building in a secure manner. Back to base security is also an option
into the future.
12. The budget forecast is based on conservative estimates and projected profit of $10,850
enabling the Association to provide further enhancements to the hall and thus increase
BUSINESS PLAN FOR FUTURE OPERATION OF COOROY MEMORIAL HALL MARCH 2017 20
Section 22
turnover which will ensure viability into the future. Some additional considerations for profit
budgeting would include audio visual equipment, replacement of tables and chairs, and
upgrades to the stage area to enhance the acoustics etc. Profit from year one will enable
provision for such upgrades meaning less fundraising and grant applications and potentially
less input from council once the hall has proved to be self-sustaining.
13. To ensure that the Association can break even and cover expenses the average rental would
only need to increase to $20.65 an hour or the hours rented would need to increase to 1,804
which is a small rise of 3.5%
14. Start-up costs for the Association amounted to the incorporation fee and web site set-up fees
which were paid by way of donation by members of the CMHA Inc. committee. This can be
reimbursed from profits once operations have commenced. Any other early startup costs
such as insurance can be paid for by donations received from local service clubs such as
Rotary who are working closely with CMHA Inc. during this period.
15. CMHA Inc. operations manager/hall coordinator will maintain an up to the minute web site
thus ensuring the public is aware of fund-raising and events, availability and contact
information as well as online application for hire.
4.2 Banking
1. Bendigo bank will hold the majority of CMHA Inc. funds. Commonwealth Bank, being a
t
$10 monthly gateway/transaction account fee in comparison to $40 monthly fee with
Bendigo is currently the preferred option on cost basis for the gateway/transaction account
af
required by the website’s online payment system and any card transaction.

which will add more value and more revenue to the hall. In time, it could be reasonable to
suggest that the Cooroy Memorial Hall may be able to manage sufficiently on the income it
generates.

achieved at $20.65 per hour or 1805 hours rented per year, a small rise of 3.5% required beyond
budget estimates.
5. Marketing
5.1 Market Analysis
1. Analysis of the needs of past and future prospective hirers of Cooroy Memorial Hall was
conducted by consultation process and included is a summary of that consultation in the
appendix.
t
2. It was found that the previous rental system of $36 per session was not viable for some
operators and that hourly rates should be introduced for those hirers. It was also identified
af
that many did not require the use of the kitchen or stage areas or required minimal use of any
facility other than the main floor, minimal lighting and power and therefore low cost to the
hall. This saving passed on to small operators will contribute to the overall profit of the hall
by increasing occupancy rates and staying percentage.
Dr
3. Proposed rates were discussed in comparison with other local halls such as Eumundi,
Cooran, Montville, Yandina, Tewantin, Tinbeerwah and Woombye. Woombye at the lower
end, is a beautifully renovated hall of similar but not quite as large size with similar facility
at a cost of $15 per hour (air-conditioned). Eumundi at the other end of the scale is $23 per
hour, smaller but beautifully renovated, air conditioned and well appointed. See attached
schedule of Eumundi Hall 6.3.1 The rates for Cooroy have been decided to settle at $20 per
hour with various additions and considerations as the draft rental documents included in the
appendix. A proposed cleaning rate of 10% will be applied to all bookings.
5.2 Consultation
1. During consultations with past and prospective renters, their views of fees and charges,
viability were discussed in relation to retaining their business. Marketing strategy of CMHA
Inc. is to produce and promote fees and charges that will both cover costs for the hall, and
provide viability to renters. The hall’s, once refurbished heritage features will be a major

Section 25
selling point. Renter perspective did suggest the noticeable need for a facelift in order to
improve on marketing. Another sales pitch is the offer of free advertising of classes and
events on the CMHA Inc. website.
2. Below is an example of renter feedback:
Cathy Tapper: “Yes, I am interested in Hiring the Hall. I would provide Zumba fitness
classes. I would be keen in being part of a Fundraiser. A reasonable hire fee with community
based activities offered would make the use of the hall affordable. (Hourly rates $10-20) (1/2
day rates $50) (full day rates $100).”
Gary & Tracey Rifftone: “In regards to a recent post on Facebook, we'd like to let you know
we are interested in using the hall for live music events 3 or 4 times a year. We'd happily pay
up to $400 per event (not sure on current venue charges within the area).
5.3 Competition
1. Cooroy Memorial Hall VERSUS other local halls: Cooroy hall has attributes that other halls
are lacking. A large timber floor, untouched and perfect for dancing of many types; Natural
ventilation; Flexible hours and availability; Great location; Appealing presentation on
completion; Heritage character; a welcoming committee.
2. Eumundi is the closest competitor hall on all of these levels, but lacks many of these features
whilst it does have other features such as air-conditioning mezzanine level, and an extensive
t
stage area and facility. Eumundi’s rates system is quite complicated but has good elements
af
we could draw from. Base rate is $23 per hour
3. Cooroy Primary School boast large size; modern attributes but lacks availability, reliability
of booking; proximity to town; suitable floor surface for many community activities.
4. Tinbeerwah lacks proximity to town and size is smaller $30 per half day
Dr
5. Tewantin has a great timber floor, good position, air-conditioned, slightly smaller $20 per
hour
6. Cooran and Pomona very similar but lack the heritage features of Cooroy
7. Woombye beautifully renovated, close proximity, closer to larger population, air-
conditioned, only slightly smaller, outdoor toilets. $15 per hour
8. Yandina RSL hall beautifully renovated, smaller, lacks some proximity, air-conditioned was
$13 per hour before air-con installed.

I forgot to mention yesterday, and I am sure Danielle may have mentioned it in relation to chamber but I
am happy to put anything I can on the Cooroy App – it’s actually leased by the Chamber but I do all the

I also run a number of email newsletter lists for local businesses either through Chamber, Danielle &

6.2 History of Cooroy Memorial Hall
The History of
COOROY MEMORIAL HALL
The First School of Arts and Temporary Post Office 1914: now forms the kitchen dining area of the current hall
t
1. The story of the Cooroy Memorial Hall goes back to the early 1920’s with a population
af
growth in the district, the community desired a larger building and a Memorial Hall was
suggested. At a Returned Soldiers meeting in March 1921, it was agreed that the park
adjoining the School of Arts, was the most central and suitable site for a new building.
Dr
2. New by-laws were drafted whereby the RSL was represented on the Park Trust. On 25
April, 1925, an Order in Council was issued permanently reserving allotments 1 and 2 of
section 15, for School of Arts, Recreation and Memorial Hall under trusteeship of AS
Douglas, WR Archibald, GW Edwards, J Fisher and WHG Barnes.
3. The RSL and Citizens Committee began fundraising in earnest. Members worked
tirelessly at raising money throughout the district. Local timber was sourced for the build
and was milled at the local mill; the builder was local and the community chipped in as
labourers throughout the build.
4. On 20 August 1926, the Memorial Hall was opened by Major E Costello DSO, the Major
had served in the 11th Light Horse Regiment. Sometime later the School of Arts building
was moved and added to the south-east corner of the Memorial Hall which is known to
locals as the old supper room. It had its own entry and was walled off from the Hall being
used by Council for their meetings.

Section 29
5. During WW11 there were several army camps within the vicinity of Cooroy, not only the
Australians but also the Americans. Some were camped at the showgrounds and had
trenches dug which were used for training, and all the troupes assembled at the hall
before being deployed to New Guinea. There were many dances during this time to help
with morale and entertainment; the old hall must have rocked!
6. Over the years, the Hall has been the venue for various community events which includes
the Digger’s Ball, Dawn Service, the infamous Two Up games on Anzac Day to name a
few. There were many Clubs and Dance Schools using the hall. Gymnastics, Badminton
and Boxing, Ballet, Tap, Ballroom, Irish Dancing and many other forms of Dancing and
exercise. All school concerts and speech nights, the picture theatre or movie cinema as it
is now called; Indoor Bowls is another.
7. Licensed balls were a big-ticket number that packed the hall to capacity. At this time an
extension was added the hall’s Eastern side along with a bar and toilets. Many concerts
and the monthly dance were crowd pleasers. The Blue Light Disco is a hit with the
younger generation run by local Police.
8. The big events such as the Woodworker’s Display and workshop is a two-day event, the
Orchid Display, another two-day event, the Genealogy Society with the Back to Cooroy
t
event being another full day. One of the Church groups had a yearly booking for a three-
day convention, the many wedding receptions that were held in the hall and the twice
af
weekly markets. The hall was even opened up and used as shelter for stranded travelers
caught in floods on the old Bruce Highway.
9. In 1979, to allow for the building of the new RSL premises, the reserved on which the
Memorial Hall and Club stand was transferred to the trusteeship of the RSL & Citizens
Dr
Club. The last twenty odd years has seen the hall used by many community groups. In
1988, under a community Employment Program, in conjunction with council, the hall
was described as COOROY’S GREATEST COMMUNITY ASSET. This appears to be
the last documentation of any kind of maintenance done. This hall can still bring in the
big-ticket events. However, it requires money spent on it to greatly improve the whole
building, internal and external, creative thinking for the use of the hall and to be self-
sufficient.

7.2 Summary of Past/Prospective Renter Suggestion feedback
Results of consultation with previous and prospective renters;
Renter suggestions as below:
1. Layout change that would see the disability toilet entry not visible from the dance floor and stage.
2. Move the bar area to accomplish item 1. Bar could dual purpose as a meeting room bench.
Create an entry to the toilets behind the bar area, move the tables to a store room behind/beside the
bar area. Easy access to the disability toilet is paramount. (Richard currently drafting options for
presentation to committee and council). Committee thus far expressed the desire for minimal
structural and plumbing to achieve this. A suggestion to move the bar closer to the kitchen was
proposed but dismissed re congestion/plumbing/construction concerns; decided closer to the current
position was preferred option. The decision was made to reduce the size of the bar area for now to
t
accommodate regulation toilets. At some later date these ideas may be revisited, particularly as
af
wedding and similar events increase.
3. Committee agree that any room divider must be able to be fully opened as are the existing folding
louvre doors. The natural ventilation of the hall must not be inhibited.
Dr
4. Dressing rooms to the sides of the stage rather than storerooms; preferably with basin and mirrors
especially for the ladies. More space to the sides of the stage in the wings.
5. Better access to the stage particularly on the right-hand side (make same as the left with stairs rather
than a drop-off)
6. Power points that may be better positioned or more of for ease of use
7. Better acoustics (needs more investigation) perhaps the stage could better project the sound.
8. The dancefloor must remain a timber dancefloor as many users require a timber dance floor.
Aesthetically this is part of the heritage attributes of the hall.
9. The natural ventilation from any windows must not be inhibited. No mention has been made of air-
conditioning; the hall is well designed to catch natural breeze for cooling and ventilation
10. Warming in winter could be a consideration
BUSINESS PLAN FOR FUTURE OPERATION OF COOROY MEMORIAL HALL MARCH 2017 29
Section 31
11. The western sun is an issue. Blinds are required for western windows fronting the street.
12. Entry areas at the front and rear doors to prevent rain entering in and a place of shelter for those
coming to the hall prior to opening.
13. Popular suggestion seems to be external doors to the porch area outside the ticket office. This area
could incorporate the porch, ticket office and upstairs projector room for display of memorabilia,
historical notes, photos and artifacts, perhaps a mock-up projector room. Comments from the RSL
sub-branch suggest use of the projector room as a storage area; but the committee preferred option is
to have the memorabilia displayed. Feedback from RSL sub-branch (Ian Whisker) as follows:
“The Cooroy Pomona RSL Sub Branch could be interested in storing some memorabilia in the
area behind the ticket office.
We haven't started any planning for events in 2018. If we were to put on a special event or
exhibition it would be in November 2018 to commemorate the end of World War I.”
14. This section of the hall is separated from the main hall with existing doors and could be opened or
closed at will for a visitor information, mini-museum type area to be established, centrally located in
the main street. While the library also serves some of this purpose, the hall is better located and easily
found. Whilst there most will spend time/money in other business venues.
15. A regular cleaning person, new brooms, basic cleaning equipment, and vacuum cleaner.

7.4 Hall Hire considerations
1. Considerations and Discussion regarding proposed structure of Hire Fees:
2. Supporting a conservative $20 average hire rate per hour for budget purposes:
3. On the basis of halls summarised, once re-opened to proposed standard, Cooroy would fall
within the average fee rate for condition of approx. $15:(easy to rent) to $25 per hour: (more
difficult to rent, not as likely to repeat but worth a try). Cooroy hall rates therefore can
conservatively support $20 per hour for basic rental with various additions, etc. A suggested
10% cleaning fee could be applied to all bookings giving a User pays system whereby if the
main floor is used for e.g. @ $20, cleaning is only required of the main floor and $2 per hour
is sufficient to cover any normal cleaning cost. If for e.g. the kitchen is hired in addition, then
the % cleaning fee will include the extra for the kitchen cleaning; likewise, a bar which
generally does include spillage cleanups and for that reason could command a higher
additional fee. Montville are charging $260 cleaning fee for functions, $500 bond without
alcohol and $1000 with alcohol. A percentage fee would balance the cleaning cost more in
relation to the hiring and actual cleaning costs.
4. Consideration of renter’s needs is prudent strategy. Some will require the hall for only 1.5
t
hours at a time and only use the main floor. Rather than take the option of charging one
af
renter for 2 or 3 hour blocks using an entire hall, as has been done previously, 2 renters could
be paying for one block each, making the renter’s activity more viable and further
encouraging the renter to stay and tell others to come.
5. Below is a possible fee structure currently under consideration:
Dr
This structure is based upon the number of attendees, again user pays and is simple and clear
to understand.
a) For hirers with less than 100 attendees and use of the main floor only:
b) For hirers with more than 100 but less than 500 attendees these fees should double.
c) For hirers with more than 500 attendees these fees should triple
d) Where attendance was greater than expected, and bumping into the next fee category, an
additional fee/donation would be greatly appreciated by the hall.
e) For not-for-profit hirers, benefiting only the community, the fees should be halved or
free; to be determined on application.
f) Additional to the above and subject to the same multiplier would be kitchen use, etc. as
the attached schedule. More people creates more cleaning and consumables. User pays by
having increased rates for increased numbers.
BUSINESS PLAN FOR FUTURE OPERATION OF COOROY MEMORIAL HALL MARCH 2017 32
Section 34
7.4.1 Putting the theory to the test:
1. A wedding hirer may tick on the booking form: less than 100 people, main floor, kitchen, side area for half day
rate from midday to midnight, tables qty 10, chairs qty 100, crockery/cutlery/glassware qty 100, serving platters
qty 10. The fee is not complicated and the calculation would be: $60 + $5 + $20 + $100 + $100 + $10 = $295
plus 10% cleaning = $324.50 for an average small half day wedding hire with no bar. That is competitive. With
a bar say half day/4 hours with cleaning, the additional bar cost would be $176 (sufficient to cover the
accompanying clean-up of spillages, etc. for most events of this type)
2. A community group hirer is holding a meeting of 3 hours duration. The meeting expects 30 people and charges
an annual membership fee to cover such costs. They require only the side area & the kitchen to serve tea and
coffee. Cost calculation $5 + $5 + $20 + 10% cleaning = $33 The club should realistically be able to cover such
fees.
3. An exercise class instructor would like to hire the hall for a one hour class with less an average turnout of 5 to
15 people. 15 mins to set up and 15 mins to pack up. Only the main floor and toilets are required. Calculation
would be $20 x 1.5 = $30 plus 10% = $32. With 5 people that’s just affordable if the teacher hasn’t needed to
travel far. In Cooroy, public advertising of the class is difficult and expensive. If CMHAI made that easier with
free advertising on the website and at the hall that would make an enormous change for renters in the numbers
attending their classes and make these fees a more viable proposition.
4. A community organisation decides to run a dance or concert to raise money for a local charity. The band is
going to cost $500 and 80 people are expected at $14 per person. Stage and main floor will be used at half day
rate and supper will be served using 2 tables. Rate calculation would be $60 + $5 + $5 + $10 + $50 + $50 +
t
10%. The fee total would be $198 leaving the operator with a small profit if a private operator. If the fees were
halved on not-for-profit eligibility, then reasonable money would go back to the community; enough to make it
af
worth another try.
7.5 Proposed Booking process
1 A hirer would contact hall coordinator via an online enquiry form below, in person or by
Dr
phone, Facebook message or email to [email protected] (which will also
link directly from the website. The hirer would be assisted to complete and return either an
online form, word document file or printed copy.
2 The coordinator would check the bookings for availability, confirm pricing and any other
relevant details. The hirer could pay in person by cash, by transfer to a transaction account,
by card payment where the coordinator would enter details of the hirer into the website’s
payment gateway facility or the hirer could complete the payment through the gateway
facility themselves with instruction from the hall coordinator. This would be a simple process
of selecting available items or amounts for hire, the items would appear in a checkout and
card payment could then be processed. (a demonstration site will be available in coming
weeks at www.cooroymemorialhall.com)

7.6 Examples of renter/community enthusiasm and support:
(All of them have been very similar)
From Danielle Taylor, Cooroy Chamber of Commerce Inc:
1. Would you be interested in renting the hall or using the hall for a not-for-profit meeting or event?
(If so, I will be sending you an expression of interest form soon) Yes, the Cooroy Chamber of
Commerce would use the hall for a few events a year; e.g. networking nights, meet the candidate’s
nights and possibly for events like Australian Body Art Festival.
2. What rates have you been paying and what rates would you consider to be more suited or fair to
your purpose? We previously did not pay any fees to use the hall but we’d be happy with something
like $20/hour or $150/day.
3. What days/times/frequency do you need the hall when it opens? Mostly we use it after hours on
weeknights for a couple of hours. But for something like an event it would probably be over a
weekend.
4. What facilities of the hall would you be looking to use? Eg. film screen, chairs, tables, lectern,
white board, crockery, kitchen, stage, dressing rooms, etc. Hall, chairs, tables, toilets.
5. How many people attend your session on average? 60 to 100 for networking nights, several
hundred for meet candidate’s nights or other public meetings, thousands for events.
6. Do you have any suggestions for improvements to the existing hall that could benefit you as a
t
user of the hall? Having it open would be a good first step. Looking at acoustics at some stage
would be good. Nicer toilets too.
af
7. The hall will require significant funding and in kind materials. Are you interested or in a position to
offer donations, your time as a qualified tradesperson, sinks, toilets, basins, mirrors, toilet roll
holders, sanitary disposals, bins, brooms, vacuum cleaner, dance floor sanding and coating, wall
fixings for pictures, picture framing, display stands/cabinets, paint, floor covering for the kitchen,
kitchen items such as crockery, cutlery, serving dishes, urn, microwave, hotplates, oven, tapware,
Dr
plumbing supplies, electrical, light fixings, fans, fridge, kitchen cupboards, in built speaker system,
locks, security system, plants, soil, mulch for a new garden, blinds for the western windows, building
materials, gravel or bitumen etc. for the carpark, more historical and memorial items for display, a
fund-raising idea or event, engraving and plaques for recognition of donations, a
board/tree/thermometer idea in front of the hall recognizing the money raised so far, advertising,
promotion of events and activities? .... or anything else I've missed You can be assured your
donation will be recognised and published. If you are a business, you will get free promotion in
exchange for your gift.
8. Also have half an idea forming in my head, along with a few other members of the committee, for
a huge celebration of Anzac 100/ hall opening/ Memorial event showcasing some of the interesting
collection that was housed in the hall, what we know about these memorabilia and the history of
the hall. Bring people to the town who have had past connections to the hall and its history. Grand
Ball, a bigger street parade, collectors, stalls, etc.: a real old-fashioned all involved town/shire
event. Anzac Weekend 2018?? All ideas and input gratefully received. We may apply for a grant for
this if we can formulate a plan and ideas in conjunction with the RSL and the sub-branch. Just a
hatchling idea. Let me know what you think. Something to celebrate the opening of the hall would
be great. Do it as a fundraiser too. Get entertainers to volunteer, have raffles and other fundraising
ideas (Eg buy a plaque, auction, donations, etc.). I think it should be separate to Anzac Day (there
isn’t any such thing as Anzac Weekend) – that should be about our service men and women. If you
BUSINESS PLAN FOR FUTURE OPERATION OF COOROY MEMORIAL HALL MARCH 2017 37
Section 39
want to do an Anzac event do it with the RSL but don’t make it a part of the re-opening of the
hall. The re-opening of the hall should be a stand-alone event for the community to celebrate the
achievement and should be within a month of the doors opening (which hopefully will be well
before April 2018).
Please feel a part of this project; any help is good help and very much appreciated. Together
we will have our hall open soon. The more offers and information I have to put with our
proposal the better.
And if you can get anything to me this weekend even better. If it's later on, please also send
as it will be needed into the future also. Make sure you check the feedback that’s going on
the Cooroy Facebook page: https://www.facebook.com/Cooroy/posts/1616660511684504 (a few offers of
support and indications of usage and that post has already reached more than 2,300 people
overnight).
Good luck with it all!

appropriate given your timing. t

3. Club has used Hall for over 20 years for our annual "Wood and Show " - required all day
af
for Thursday, Friday and Saturday of Mother’s Day weekend in May And would like to do
so when Hall Re-opens.
4.Have used floor and stage, chairs, tables, kitchen in past
5 Number attending - not sure but must be over 1000 during the 2 days [ People from
throughout SE Qld as we run the only ' inter- club ' competition]

6. Kitchen needs upgrade, access to the stage could be improved and electrical power points
[possibly overhead] provided away from the walls.
7. Some assistance from CWC may be possible but not discussed yet.
8. Event on Anzac Day 2018 seems to be a good idea [as it sets a target date] and imagine
Club would be happy to participate in some way.
Even though this is bit rushed, I hope it confirms CWC's continued interest in use of the Hall.

Comments : by Ron Sutton and various other members; hall should never have been closed, maintenance should have been provided by RSL club as trustees and or Council should have looked
after the hall as a respect to armed forces personel. Very disappointed. Currently service is being held outdoors. What if it rains? There is no other suitable venue; The hall is a memorial. Hall 7
could display items of memorial significance but only if the sub-branch are satisfied that the items are going to be well cared for as previously the sub-branch felt this could have been better. Ran
Comments : by Neville Jones also in relation to the memorial monument on the eastern side of town. History of the memorial placement there was that a lady who lost several close family ca
members; husband and sons it is believed, used to live up that way and the memorial was considered to be appropriately placed so that she could walk past and see the memorial to her lost oe
family members. Very good reason why it should never be moved; like moving a gravestone. From a historical aspect also perhaps it should never be removed as the site is significant in it's 5
history. A

Comments: Would like to see the hall re-opened as soon as possible. Became impossible for the Club to sustain maintenance of the hall due to high costs involved. Required grants funding and
needed a separate incorporated entity to do that. RSL was prepared to do any necessary running of the hall and only needed assistance with grant funding. Approach to council was a last
choice option and it is hoped that the council will renovate the hall.

Comments: We've run classes and dances in the hall since 1995. Several branches of my family have lived in Cooroy district over 100 years and danced in that hall over that period, attended
meetings and memorial services there, wrote the history of the hall. Family well connected to the hall. All very disappointed the action committee did not make earlier resolution with RSL club,
incorporated & applied for grants as suggested by Tina. In interests of opening the hall hope to see council & new committee open asap. The disappointment and frustration is echoed through
the Cooroy community. For ourselves: Over the past 15 months we have explored other options and to date have not found a suitable venue. Our dancesport training requires a large floor that
is not too sticky, preferably a timber floor and not over concrete, must have good natural ventilation. Old halls in their original condition are rare and this one suits our needs perfectly as it was.
The only real changes we could see as advantageous would be: clean toilets, not being able to see into the toilet, a fresh coat of paint to the interior in more heritage type colours of
creams/neutrals similar to Montville hall (a more inviting colour scheme), fresh paint outside and gardens more heritage style and enhancing the halls character, a new kitchen clean and
hygienic for serving of supper, Porticos to keep the rain out would be helpful and blinds on the western windows. The hall has had some, but little cleaning in that time. A good cleanout and
restore all the back rooms to give them useful purpose would be great. Provision of a vacuum cleaner would be immensely helpful. Rent would have to be reasonable in line with what can be
earned from classes to be viable for any of the classes, markets, etc. Overcapitalising on upgrades would exclude us and most of the renters from using the hall. None that | spoke to need any

We would like to voice our support to the Memorial Hall Committee in their
endeavours to have the Cooroy Memorial Hall repaired and not demolished
and support them in an ongoing management role of the hall on behalf of the
local community.
We have over many years been involved in events held at the hall such as the
Cooroora woodworkers show and exhibition. Last year this event was unable
to utilise the hall and had numerous stalls out under the stars which provided
problems for security of property and possible rain or storms.
We believe that the Cooroy Community and Noosa Shire will benefit from the
many uses that can be generated by the hall being reopened.
