Dear Sir/Madam
RE: OPW22/0303- NOOSA CIVIC 26 EENIE CREEK RD NOOSAVILLE
LOT 22 SP 322201
REQUEST FOR INFORMATION RESPONSE
Please find below responses to Council’s Request For Information dated 17 January 2023.
Issue
The landscape Plans do not provide sufficient detail to satisfy Council with regard to a
landscape design capable of achieving the necessary vertical scale, species diversity and
longevity to provide screening / buffering of the built form when viewed from the street,
designed such that a minimum 30% of the built form will be screened/buffered at maturity.
Information Required
1. Provide revised landscape plans that incorporate the following:
a. Landscape species palette that utilises a larger range of trees, shrubs and ground
covers identified within the PSP2- Landscape. The species should include all levels,
i.e. understorey, mid and upper storey to ensure screening of the development when
viewed from all boundaries.
b. Landscape design that utilises random set out for the planting arrangement, with no
block planting of a single species.
c. Incorporation of trees within the frontage landscape to assist in scaling the bulk of
the building. It is suggested smaller open form Corymbia tessellaris be utilised
throughout the landscape at 5 metre centres.
Response:
The Landscape planting plans have been updated to reflect the nominated plant species (native palette)
to provide a range of heights and screening to the building on each interface. 5 additional trees have
been added to the basin batters and the road frontages as per the agreed direction. The planting plan
has adopted a more random set out arrangement.

Issue
Bioretention basin plant species selection
Information Required
2. Provide revised landscape plans that incorporate specific bioretention basin planting
schedule for both the base and batters of the device. The bioretention basin must
incorporate a random set out of the following species:
Base - 8 Plants per m2
a. 80% Lomandra hystrix
b. 10% Juncus usitatus
c. 10% Ficinia nodosa
Batter – 3 Plants per m2
a. Lomandra hystrix
b. Juncus usitatus
c. Ficinia nodosa
d. Melaleuca thymifolia
e. Austromyrtus dulcis
f. Banksia robur
g. Callistemon viminalis
h. Melaleuca quinquenervia
Response:
Basins and batters have been amended to reflect the nominated species and densities.
Issue
Species selection within conveyance channel adjacent the northern Vegetation Protection
Covenant.
Information Required
3. Provide revised landscape plans that incorporates rehabilitation of the conveyance
channel north of the building that incorporates the following species planted at 8 plants
per m2:
a. 80% Lomandra hystrix
b. 10% Juncus usitatus
c. 10% Ficinia nodosa
Response:
Both drainage swales have been revised to include the nominated species.

Section 3
16 February 2023
Issue
The application requires the removal of native vegetation along the edge of the vegetation
protection covenant. The application material has not been accompanied by a fauna
management plan.
Information Required
4. Provided a fauna management plan prepared by a suitably qualified and experienced
ecologist to direct the clearing of vegetation on the site and the protection of fauna during
site clearing.
Response:
Fauna Management plan has been appended to this response.
Issue
Performance Outcome PO3 of the Landscape Code requires a minimum of 2 street trees per
lot or every 8m of frontage, whichever is greater. The Landscape Concept Plan is not clear on
whether street trees have been included.
Information Required
5. Amend the Landscape Plan to include streets in accordance with the requirements of
PO3 of the Landscape Code.
Response:
3 trees have been added between the footpath and building as per agreement. No trees have been
added to the verge due to the verge width (max. 1m) and sightlines to roundabout.
Issue
The application includes the removal of vegetation within councils road reserve adjacent the
north western corner of the site.
Information Required
6. Amend the Landscape Plan to include refurbishment of council verges between the kerb
and property boundary to complement the local environment and assist in providing
shade and/or visual amenity to pedestrian pathways. This is to be achieved through a
low maintenance coastal planting palette consisting of trees and tufting grasses
Response:
Low planting has been included in the verge between the kerb and footpath.

Section 4
16 February 2023
Issue
Compliance with higher-order conditions of approval
Information Request
7. Provide the following information required by higher-order conditions:
a. Provide an updated maintenance manual required by condition 58 which addresses
the rainwater tanks and reticulation system and the basement pump out, not just the
bioretention basins.
b. Provide updated landscape plans which include details of the educational signage
required by Condition 59.
c. Provide updated engineering plans which show the location and size of the rainwater
tanks required by condition 62(c). Include details of how sizing has been determined
based on the reuse demand of the area to be irrigated.
Response:
The maintenance manual has been updated to include the maintenance requirements of the rainwater
tanks. No basement pump out is required for the stormwater treatment system as per the revised
stormwater design. All stormwater gravity drains to the external stormwater drainage system as
required by the conditions of the higher order approval.
The basement pump out system for any water that drops off cars will be as per the hydraulic designs
(appended to this response) with the maintenance requirements as per the maintenance manuals
provided by the pump supplier. These manuals will be provided to the building owner and facilities
manager following construction installation.
The educational signage has now been provided on the revised Landscape plans by Place.
The location and size of the rainwater tank has been provided on the amended Civil plans by MPN. The
tank has been sized at 5kL as noted within the development application documents. No irrigation system
will be provided on site as the landscape design has provided for drought tolerant low maintenance
species. The rainwater tank will be used for basement and pavement washdown purposes.
Issue
A change to the associated higher order approval (MCU22/0038) is currently being assessed
by Council.
Information Required
8. Provide additional comment to demonstrate that the proposed works will be in
accordance with the changed higher order approval.
Response:
The currently documented operational works package including the extents of earthworks/ basement
excavation and civil works are generally in accordance with both the higher order approval (MCU22/0038)
and the Request for Minor Modification to this higher order approval that is currently before Council .

Issue
The submitted material does not include sufficient detail on the proposed construction
methodology for the construction of the excavation and the basement retaining structures
9. Provide additional detail on the proposed construction methodology for the construction
of the excavation and the basement retaining structures. Please note that the works
must not impact on any adjoining infrastructure, buildings or vegetation. All retaining
works and anchors systems, both above and below ground, both temporary or
permanent, must be wholly contained within the subject site.
Response:
Please refer attached construction methodology for the basement excavation and retaining by
Stockwell Design and Construction.
Should you require further information or clarification on any items within this request for information
response please feel free to contact the undersigned.
Yours faithfully
