Hi Max

Further to the on-site meeting yesterday, in order to adequately address submissions made during the public notification process, Council requires the following additional information;

A Preliminary Operational Management Plan is required, which addresses how the proposed Poultry Farm is to operate, including:
·         Construction phase of the sheds;
·         Timing and duration of the various stages of the poultry and existing avocado farming operations (including number of people on-site, seasonality etc.);
·         The staggering of the poultry sheds, in terms of life cycle and clean out of sheds (include details on their arrival and departure from the farm, feeding regimes, cleaning process etc);
·         The use of the waste on the existing avocado operation (including quantities, dispersion methods and timing), include details from an agricultural scientist about the new fertiliser regimes as opposed to the existing quantities;
·         Any other details describing the proposed use, including storage of manure, which is based on the use and operation of similar sheds and where possible comparing with other farms which utilise on-site produced chicken manure on crops.

Amendments to the Traffic Engineering Report:

·         Revise the traffic report to include the traffic movements (type and number) associated with the existing cropping use and the traffic movements (type and number)  associated with the proposed cropping/poultry use, into a simple tabulated form which shows daily, weekly and yearly movements. It is expected that the cropping use will have seasonal variations whilst the poultry use will be more constant.
·         Include comments from the traffic engineer regarding any necessary and achievable improvements to Top Forestry Road (Note: In some locations, the natural landform of Top Forestry Road restricts what is achievable).

Amendments to the Air Quality Impact Assessment Report:

·         Provide a revised Air Quality Impact Assessment which assesses in addition to the proposed sheds:
-       the quantitative odour impacts from the required amount of shed litter stockpile storage areas to be used for storage of the litter prior to disposal/spreading on site
-       the quantitative odour impacts of spreading spent litter across the footprint of the existing avocado farm.
-       In your response, provide all assumptions made for the odour modelling including litter stock piling times, footprint of the spreading area, spreading area timeframes, litter moisture content with respect to the storage areas and spreading/breakdown of litter. Where the modelling indicates that relevant guidelines are exceeded, then the report should make recommendations for amelioration accordingly.

Amendments to the Stormwater Treatment and Water Quality Management Plan:

·         Please amend the stormwater management plan to consider any additional bunded storage areas and the water quality impacts of the changed fertiliser regime, which uses chicken manure generated from the site.
All reports should be consistent and refer to the preliminary operational management plan.
If you would like to discuss this further outstanding issues request, please do not hesitate to call.
