Describe proposed use/development: The proposed use is amalgamation of the two lots, redevelopment of the existing BP service station and deletion of the existing commercial tenancy. SPACE Number of units: 1 commercial premises (BP service station) Estimated waste generation: 720L/week (known from current site operation) Estimated recycling generation: 1500L/week (known from current site operation) Describe equipment and system to be used for managing waste: A 240L waste storage bin is currently provided onsite and will be retained for the redevelopment. The waste storage bin is emptied three times per week by the council garbage collection service on Monday, Wednesday and Friday. The waste bins will be emptied by a waste collection vehicle (WCV) internally on the site, as shown on the swept path plans prepared by Empire Engineering. Describe equipment and system to be used for managing recyclables: A 3000L recyclables storage bin is currently provided onsite and will be retained for the redevelopment. The recyclables storage bin is emptied fortnightly by JJ Richards collection service. The recycle bin will be emptied by a WCV internally on the site, as shown on the swept path plans prepared by Empire Engineering. Describe equipment and system to be used for managing garden organics (if applicable): Any garden waste will be gathered by a landscaping contractor and directly deposited at a green-waste facility. Space allocated (highlight on plan drawings): A 240L waste bin and a 3000L recycle bin is required for the development. A bulk bin storage area and refuse loading zone for waste collection vehicles is shown on the site plans. ACCESS Describe arrangements for access by customers to waste facilities (highlight on plan drawings): Collection bins for customer use will be located at each fuel bowser, as well as additional bins located at the entrance to the service station shop and internally within the shop. Bins for staff use will be located within the staff areas such as offices and staff rooms etc. Describe arrangements for access by collection contractors to waste facilities (highlight on plan drawings): Refer to the site plans and WCV swept path plans forming part of this application. AMENITY Describe how noise generated from customers using bins, collection contractors emptying bins and waste falling through and out of the bottom of refuse chute has been minimised: The bulk bin storage area from which collection contractors will empty bulk bins has been placed at the rear of the site, adjacent to landscape buffer and acoustic fence on the northern property boundary. The proposed service station redevelopment will have superior screening and acoustic buffering compared to the existing service station operations on the site. Describe the ventilation of waste storage areas (highlight on plan drawings): The bulk bin storage area will rely on natural ventilation. Describe facilities for washing bins and waste storage areas (highlight on plan drawings): The bulk bin storage and collection area as shown on the site plans includes sufficient area for wash down where waste and recyclables bins can be washed down upon collection, when required. Describe features for preventing ingress of vermin into waste storage areas: The site manager will ensure the service station and bulk bin storage areas are maintained in a clean and tidy manner. Vermin are not currently an issue for the existing operation on the site. Monitoring for vermin will however be ongoing and treatment undertaken when necessary. Describe measures taken to ensure waste storage areas are aesthetically consistent with the rest of the development: The proposed service station redevelopment has been architecturally designed to create a significantly more aesthetically pleasing outcome than the existing site use. This includes locating the bulk bin storage areas as far from the road frontages as possible and screening the adjacent boundaries with landscaping. MANAGEMENT Identify each stage of waste transfer between customers and staff and loading into the collection vehicle and who is responsible for each transfer: Customers and staff will deposit waste directly into the collection bins located throughout the site. The operational and maintenance / cleaning staff will carry the individual collection bins by hand and empty each collection bin directly into the bulk storage bins. The site manager will be responsible for facilitating the day to day transfer of waste from the collection bins to the bulk storage bins. Describe arrangements for clearing of waste storage areas and equipment: The on-site operational and maintenance staff will regularly clear and clean waste storage bins and areas to ensure a high standard of cleanliness is maintained. These processes will be managed by the site manager. Describe arrangements for ensuring bins are labelled and customers are aware of how to use the waste management system correctly: The site manager will ensure bins are clearly identified and available to customers. Staff will be instructed on entry how to use the simple waste management system correctly. Describe how you intend to ensure ongoing management of waste on-site (e.g. lease conditions, caretaker/on-site manager): The service station redevelopment will employ a site manager and other operational and maintenance staff to undertake management and maintenance duties including on-site waste management. With regard to waste management, the managers duties will include education of other staff on the waste disposal system, regular emptying of collection bins into the bulk bins located in the bulk bin storage area; cleaning of bins, garden and grounds maintenance, etc. The manager will be responsible for ensuring the site is at all times presented to a high standard of cleanliness.
