DGC technician reports:
#1 ULP line PASSED the line test criteria. Hydrostatic pressure test.
Observations:
The double wall UPP supply line was isolated at the tank turret and the 2 tri-flexers under each pump
(dual bowser). Then a hydrostatic pressure was conducted to 100kpa.
The line held target test pressure for 15 minutes and proved tight.
On conclusion of the test, the triflexers were reinstated with 2 new gaskets.
Other maintenance works;
Technician removed and checked the VR float valve for operation. All good.
Recommendations:
Maintain annual tank/ line integrity test maintenance schedule for indications of future
degradation.
Non‐compliance items shall be upgraded in accordance with current legislation & Standards:
• Work Health and Safety Act 2011 & Work Health and Safety Regulation 2011
• AS 1940-2017: The storage and handling of flammable and combustible liquids
• AS 4897-2008: The design, installation and operation of underground petroleum
storage systems.

Scope of works – Methodology
DGC will supply suitably qualified and experienced technicians, equipment and material to carry out
EITs on the tank/s and or line/s in accordance with Australian Standard AS4897-2008 “The design,
installation and operation of underground petroleum storage systems” which references US EPA
regulations, Section 280.43 Tank Tightness Testing. As recommended in AS4897-2008, testing of
product lines will generally be conducted using pressure testing with an inert gas (Nitrogen).
In order to fulfil the project objectives the typical methodology proposed to be undertaken by DGC
at the site are as follows:
Tank testing:
• Dip the tank for water and product note results.
• Isolate applicable service lines connected to the tank “Vent, Dip, Fill etc”.
• Calculate required vacuum to perform the EIT.
• Slowly place the system under vacuum by extracting air and vapour from the tank.
• Once the correct vacuum has been achieved stabilize the system for a minimum of 20 Min.
• Monitor the system and log results on test form until a definitive result can be established.
• Where a leak is detected, DGC use the soapy water test & or acoustic equipment to
ascertain leak location.
• De-isolate lines and allow system to slowly return to atmospheric pressure.
Line Testing:
• Isolate the service line from UPSS and attach test fittings.
• Inject nitrogen gas into line and monitor ability to maintain pressure for 10 minutes.
• Test is generally repeated to confirm accuracy.
General:
• Verbally relay results and estimate for any leaks repairable on the day of testing.
• Prepare and submit a report summarizing works undertaken.
Testing Criteria – Tanks
The following describes the testing allowances employed by DG Compliance:
• Tank testing was completed with Mesa 2D Precision Test Equipment
• The Probability of Detection of a leak of 0.10 US gal/hr (380mL/hr) is greater than 95%
• The Probability of a False Alarm (declaring a “tight” tank to be leaking) is less than 5%
• The current US EPA standards dictates that for underground fuel tanks the maximum allowable
Leak/Gain rate over the period of one hour is 0.050 US Gallons (+/- 0.190 L/hr)
• These are calculated, mathematical tolerances only and are not meant to indicate the
permission of any leak

Additional Information / Limitations
The underground pipe and tank configurations contained in this report are deduced from information
gathered at the site by DG Compliance Pty Ltd (hereinafter referred to as “DGC”) and by information
given to DGC by the client.
The DGC service is warranted to the invoiced value of testing services performed as covered in Section
68(a) of the Trade Practices Act 1974.
The test cannot predict or guarantee the life of tank systems.
Accurate daily inventory must be maintained and discrepancies above acceptable averages must be
investigated.
Tanks must be regularly dipped for water, and volumes recorded in inventory reconciliations.
Underground tanks should also be regularly integrity tested for leakage to ensure general public safety,
product is not escaping contaminating the environment & product is not contaminated!
Signage, locks, caps, seals, safety equipment etc, must be maintained in a satisfactory condition.
Australian Standards relevant to this tank system are:
• AS 1940-2017: The storage and handling of flammable and combustible liquids.
• AS 4897-2008: The design, installation and operation of underground petroleum storage
systems.
