Given that there are currently no dedicated commercial car wash facilities within the PTA and STA,
the proposed development at the Subject Site will have no adverse impacts, as residents currently
have to travel outside of the PTA and STA to access a commercial car wash. Alternatively, residents
could engage a mobile car wash provider to come to their home to clean their vehicle(s), however,
there are negative environmental impacts associated with this alternative, as discussed previously in
Section 5 of the report.
Existing car wash facilities within Noosa LGA are all located within Noosaville (two facilities) or Noosa
Northshore (one facility). The Noosa Northshore facility will serve a highly localized market of
residents and visitors to North Shore which is primarily accessible by barge (hence obviously not
convenient to trade area residents). The two facilities at Noosaville will serve a broad catchment
comprising residents of Noosa LGA and Noosa workers who reside elsewhere (e.g. Sunshine Coast).
The most significant diversion of car washing activity among trade are based vehicles will be
diversion from cleaning vehicles at home or work to that of a purpose built facility.
The proposed development is located within the District Centre zone. While a car wash is not
identified as a centre use within Noosa Plan, car wash facilities frequently operate within centres
across Queensland and Australia. The proposed development includes a small food and drink outlet
to provide refreshments to car wash users as well as the general public. Noosa Plan directs car wash
developments into industrial areas, however industrial land within Noosa LGA is scarce and the
industrial area in Cooroy does not offer locational attributes of accessibility and exposure commonly
required by car wash facilities.
