Attachment 2 - Economic Needs Assessment
9.3 Planning Need
In terms of considering planning need it is relevant to consider economic need and community
need first. The assessment clearly demonstrates that there is both an economic and community
need for the proposed development. The issue of planning need is typically left to planners to
consider, however of relevance in this report is Section 7 which demonstrates that there are no
alternative suitable sites within the main trade area that would meet the identified community and
economic need for the proposed development on the subject site. None of the sites identified
where a commercial car wash is a Code Assessable use were available, and in some cases already
owned by Council. Additionally, none of these sites would represent a convenient location for trade
area households to access a commercial car wash relative to the Subject Site.
The proposed development provides a discrete location for local residents to conveniently access a
commercial car wash, with the subject site being located between two service stations. There is a
planning need for the proposed development.
9.4 Summary
In summary, there is significant economic, community and planning need for the proposed
development.
