SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 10 SEPTEMBER 2019
Revenue
Revenue was above the predicted budget because:
Additional disposal fees were received due to more waste being received than predicted.
An increase revenue in metals sales was received due to the price of metals being higher
than expected.
Expenditure
Expenditure was varied from the predicted budget because:
The significant movement in finance costs relates to the annual review of landfill restoration
provision. Council sets aside a provision to allow for the major future restoration works of
the Eumundi Road site once the landfill is full and has been closed. The amount set aside
varies based on market factors, and the significant decline in interest rates over the last
year has impacted the restoration provision and finance costs to offset it.
Operational expenditure was below budget due to:
o $164,000 underspend in the financial year on concrete crushing due to the cycle of
operations pushing the crush into the next financial year.
o $91,000 underspend on mulching of garden waste due to less processing cycles than
predicted occurring in the financial year.
o $45,000 underspend on environmental monitoring as environmental factors at waste
sites remained well managed over the period.
o $94,000 underspend on waste collection costs.
o The cost of processing kerbside collected recycling was $51,000 less than predicted.
Predicted costs were initially inflated due to the expected fall-out from the China
Sword issue.
o $50,000 set aside for a composting trial was not spent as the trial did not proceed.
Capital Works completed 2019FY
Education Building
The design, supply and construction of the building structure has been completed for the
Education Building at Reviva. Waste staff are now ensuring the building is classified as rated to
accommodate waste education classes for school age children. Resource Recovery Australia will
also be using the facility for upskilling and recycling workshops for adults. The fit-out will be
happening in the first six months of the 2020FY and it is anticipated that the facility will be
officially opened in by 2020.
Commissioning the third quadrant of active landfill Cell 2.2
6,000 square meters of geotextile fabric was procured and laid. This is done to protect the
drainage aggregate for the landfill leachate collection system within Cell 2.2. A select waste layer
of ‘soft’ putrescible waste is then placed on the fabric to protect the landfill drainage layer and
liner before bulky solid waste is added to that area of the cell.
Concept Design of landfill Cell 2.4 and landfill master-planning
Noosa Council engaged Brisbane based engineering company ATC Williams to undertake the
draft concept design of the future landfill Cells 2.3 and 2.4.at the Eumundi Road facility. Tied in
with the process is the overall master planning of the site through to completion. Waste staff will
move into the detailed design phase in the 2020FY. It is anticipated that the cell construction and
site works will commence over the following year - eighteen months.
