1.0 INTRODUCTION
Lambert & Rehbein (SEQ) Pty Ltd has been commissioned by Denmac Nominees Pty Ltd to prepare
a Civil Engineering Services Report for a proposed Energy Centre at Noosaville. The site is located
within the Noosa Council Local Government Area.
The Noosa Energy Centre comprises a service station with associated shop and food outlet. The
Energy Centre is illustrated on the preliminary architectural plans DA01 to DA04 reference
16.0122.17, prepared by Thomson Adsett, enclosed in Appendix B. This report has been prepared
to review existing services within the vicinity of the subject site and identify possible arrangements to
service the proposed development.
Concept civil engineering plans have been prepared and are enclosed in Appendix C to illustrate
the proposed servicing arrangements for the development.
The Noosa Plan Existing Services Code, Earthworks Code and Water Supply and Sewerage
Reticulation Code have been addressed and are enclosed in Appendix D.

2.0 SITE DESCRIPTION
The subject site is situated at 140-142 Eumundi Noosa Road, Noosaville on land described as Lot 2
on RP173876. The site is bound by Eumundi Noosa Road to the south east, Project Avenue to the
north west and commercial properties to the to the remaining boundaries. The site is approximately
2,428 m2 in area.
SUBJECT SITE
Source: Google Maps 2016
The site is currently occupied by a commercial premise with associated carpark at the Eumundi
Noosa Road frontage. The rear of the site is used as a carpark area and there is an access driveway
from Project Avenue.
An existing site survey indicates that the site ranges in elevation from approximately RL10.8m AHD
at the Eumundi Noosa Road frontage to RL4.67m AHD in the northern rear corner of the site at the
Project Avenue frontage. Refer to Plan Showing Details of Lot 2 on RP173876 Reference 16-
4187AA prepared by Max Watterson & Associates Contour enclosed in Appendix A of this report.

3.0 EARTHWORKS
The subject site currently slopes towards the Project Avenue frontage at an average grade of
approximately 10%. Access to the site and manoeuvring of B Double Trucks limits the grade
transition that can be achieved from Eumundi Noosa Road to the service station hardstand, hence
cut and fill will be required to achieve the service station hardstand level and the lower level
carparks.
Retaining walls will be required along the side boundaries of up to approximately 3.25 metres for the
carpark and hardstand area. Retaining will also be incorporated into the proposed building. It is
noted that the adjacent lots to the north and south both have buildings built up to the property
boundaries on either side.
All earthworks for the development will be carried out in accordance with Noosa Council
requirements and the AS3798-2007 Guidelines on Earthworks for Commercial and Residential
Developments.
Concept civil engineering plans have been prepared and are enclosed in Appendix C of this report
to illustrate anticipated servicing arrangements for the proposed development. It should be noted
that these plans are preliminary only and will be subject to confirmation during detailed design.

4.0 ROADWORKS & ACCESS
The site has a frontage to Eumundi Noosa Road which has an existing sealed pavement, kerb and
channel and concrete footpath. The site has two (2) existing concrete crossover driveways which are
proposed to be replaced with two new driveway crossovers. Redundant crossovers will be reinstated
with kerb and channel.
No external roadworks or works in the verge other than for accommodating the new crossovers are
proposed as part of the development.
A detailed traffic assessment associated with the development can be found in the separate Traffic
Report B16239TR001 prepared by Lambert & Rehbein (SEQ) Pty Ltd.
Concept civil engineering plans have been prepared and are enclosed in Appendix C of this report
to illustrate anticipated servicing arrangements for the proposed development. It should be noted
that these plans are preliminary only and will be subject to confirmation during detailed design.

5.0 STORMWATER DRAINAGE
The site currently grades to the rear towards Project Avenue. It is proposed to discharge site runoff
to the existing stormwater gully pits located in Project Avenue.
The proposed layout will produce an increase in impervious areas over the existing and this will
cause an increase in site runoff. It is proposed to provide on-site detention via a tank located under
the proposed service station shop.
Site stormwater runoff from the carpark, roof and ground areas will be treated for quality with
Stormwater 360 Stormfilter cartridges and filter baskets fitted to field inlets. The filter cartridges will
be located within the proposed detention tank.
The hardstand under the fuel canopy and the tanker filling are during filling operations will be
directed to a separate sump.
Concept civil engineering plans have been prepared and are enclosed in Appendix C of this report
to illustrate anticipated servicing arrangements for the proposed development. It should be noted
that these plans are preliminary only and will be subject to confirmation during detailed design.
Additional details for stormwater management can be found in the site based Stormwater
Management Plan B16239CR002 prepared by Lambert & Rehbein (SEQ) Pty Ltd.

6.0 SEWERAGE RETICULATION
As-constructed records identify an existing sewer main located in Project Avenue at the rear of the
site. It is proposed to maintain the existing property connection for this development or upgrade if
required.
Applications will be made to directly to Unity Water for the sewer connection approval required in
association with the development
An internal sanitary drainage system will be provided within the site to drain sewage from the site to
the sewer connection point. Plumbing details will be submitted for Council approval during the
detailed design phase of the project.
Concept civil engineering plans have been prepared and are enclosed in Appendix C of this report
to illustrate anticipated servicing arrangements for the proposed development. It should be noted
that these plans are preliminary only and will be subject to confirmation during detailed design.

7.0 WATER RETICULATION
As-constructed records identify an existing water main located in Eumundi Noosa Road. It is
proposed to utilise the existing service from this main, or upgrade if required.
Applications will be made to directly to Unity Water for the water connection approval required in
association with the development
An internal plumbing system will be provided within the site to connect the site to the reticulated
water system. Plumbing details will be submitted for Council approval during the detailed design
phase of the project.
Concept civil engineering plans have been prepared and are enclosed in Appendix C of this report
to illustrate anticipated servicing arrangements for the proposed development. It should be noted
that these plans are preliminary only and will be subject to confirmation during detailed design.

8.0 ELECTRICITY & TELECOMMUNICATION SERVICES
Dial Before You Dig (DBYD) information obtained for the subject site indicates that electricity and
telecommunication services are available at or near the subject site. It is anticipated that connections
will be available to these services for the development without substantial external works. Specialist
advice will be obtained for these services to confirm adequate capacity or to identify any external
works that may be required.

9.0 CONCLUSION
Lambert & Rehbein (SEQ) Pty Ltd has been commissioned by Denmac Nominees Pty Ltd to prepare
a Civil Engineering Services Report for the proposed Noosa Energy Centre at 140-142 Eumundi
Noosa Road, Noosaville. The intent of this report is to identify possible arrangements to service the
proposed development in accordance with Noosa Council requirements.
The proposed service station with associated shop and food outlet is illustrated on the preliminary
architectural plans prepared by Thomson Adsett enclosed in Appendix B.
Concept civil engineering plans have been prepared and are enclosed in Appendix C to illustrate
the proposed servicing arrangements for the development.
Based on preliminary investigations, existing civil engineering services are either provided or can be
extended / altered to service the proposed development. Furthermore, no engineering constraints
have been identified as part of this assessment that, in our opinion, should preclude approval of the
proposed development by Noosa Council.
