EXECUTIVE SUMMARY
Not applicable.

RECOMMENDATION
That Council note the report by the Interim Director, Community Infrastructure to the
Infrastructure & Services Committee dated 25 March 2014 providing an update on the operations
of the Community Infrastructure Department as part of establishing the new Council.

REPORT
Under the adopted Interim Organisational Structure, the Community Infrastructure Department
consists of the following teams:

•     Asset Planning and Delivery;
•     Civil Operations (including construction, maintenance and parks and landscapes);
• Environmental Services (including Environment Levy management, environment policy,
      natural and conservation areas and pest and vector control);
•     Waste Management; and
• Business Integration and Support Services.

1.    Staffing Issues

Currently there is only one Registered Professional Engineer of Queensland (RPEQ) officer
employed within the Department. This presents a risk to Council in that the in-house ability to
sign off engineering design work is limited and may result in additional costs if this work has to be
outsourced. Under the proposed permanent Organisational Structure it is envisaged that a
vacant RPEQ position will be advertised and filled.

There is currently an unfilled civil design position which limits the amount of in-house design work
that can be undertaken. The implications of this are that more design work may need to be
outsourced, together with the possibility that design works needed to ensure that projects
identified for delivery in 2014/15 cannot be prepared in time. Subject to the approval of the
permanent structure, it is intended to address this gap in resources by advertising the vacant civil
design position.
