EXECUTIVE SUMMARY
This report seeks to recommend a course of action and open discussion regarding the project in
the 2013–2014 Capital Works Program entitled ‘Noosa Parade Transit Hub Stage 1’. The name
of this project does not currently provide sufficient clarity over the actual works proposed and
further, the name implies a general commitment to a greater future project.
This report aims to clarify the works proposed for this year and open discussion on the wider
future project namely, the Noosa Parade Transit Hub.
RECOMMENDATION
That Council note the report by the Project Design & Delivery Co-ordinator to the Infrastructure &
Services Committee Meeting dated 25 March 2014 and put on hold all works in the area of the
Noosa Parade bus facility including pavement overlays, until planning is carried out and
agreement reached on the full precinct that extends between the Noosa Lions Park and the
‘Maze’ car park noting that:
A. The proposed construction plans for the provision of cycle lanes in Noosa Parade between
Noosa drive and the entrance to the Lions Park ($300,000) improve safety for cyclists, but
continue to represent a safety risk for pedestrians;
B. Translink will be briefing Council on the future public transport requirements for Noosa
Shire and this will provide Council with a better understanding of the status of the Noosa
Parade bus facility; and
C. The SEQ Cycle Network Grant totalling $110,000 for the provision of on-road cycle lanes
on Noosa Parade will need to be expended by June 2014, otherwise it will have to be
returned.
REPORT
1. Project Clarification
1.1. Cycle Lanes
The project in the current capital works program is for the provision of cycle lanes in Noosa
Parade between Noosa Drive and the roundabout at the entrance to the Lions Park albeit that the
name of the project suggests a larger staged project.
To achieve the width for the cycle lanes, the kerb alignment along the bus facility is required to
be changed from a sawtooth arrangement to a standard parallel kerb line. This change is
supported by Translink.
