EXECUTIVE SUMMARY
In response to the updated Local Government Act 2009 and Local Government Regulation 2012,
the Community Grants Policy ensures compliance with current statutory requirements, alignment
with Council’s strategic priorities, and provides for the effective operation of Council’s grants
programs.
The Community Grants Policy provides an overarching framework and primary policy position
which will provide clear and consistent direction for Council’s Community Grants Program as
articulated in the proposed grants framework and criteria.
RECOMMENDATION
That Council note the Report by the Sport and Community Development Coordinator and the
Manager of Community Services to the Infrastructure and Services Committee Meeting dated 25
March 2014 and:
A. Adopt the Community Grants Policy (Attachment 1);
B. Adopt the proposed grants framework and criteria (Attachment 2); and
C. Delegate to the CEO the development of operational requirements for the application and
distribution of community grants to ensure compliance with the adopted Policy and relevant
legislative requirements.
REPORT
Prior to amalgamation, Noosa Council provided funding to a range of community based
organisations and individuals through grants and partnerships funding programs (including:
sports, recreation, arts, community development, personal development, heritage, and
environment). The programs provided funding for a range of activities and situations including
‘one time only’ projects requiring capital and operational support, and longer term programs
requiring recurrent support.
In 2008, the Sunshine Coast Council adopted this model of operation, and subsequently
developed a comprehensive grants and partnership program.
