RECOMMENDATION
That Council note the Report by the Coordinator, Waste Management to the Infrastructure and
Services Committee dated 25 March 2014 regarding the proposed agreement with VISY
Recycling for the processing of collected recyclable material.

REPORT
1. Purpose of report

This report provides details of a proposed agreement with “VISY Recycling” for the recovery
processing of kerbside collected recyclable material in yellow lidded wheelie bins and bulk
recycling bins within the Noosa Council region.

2. Background

The Sunshine Coast Regional Council (SCRC) operates a Materials Recovery Facility (MRF) at
Nambour through a contractor, VISY Recycling, which processes and sells recyclable material.

Recyclable material from Noosa’s kerbside yellow lidded wheelie bins and bulk bins has been
transported to the MRF since the commencement of kerbside recycling in Noosa in 1994. At that
time Noosa Council enjoyed free disposal of recyclables delivered to the facility.

As a result of de-amalgamation, Council continues to require access to a facility which processes
collected recyclable material. The Noosa Transfer Committee initiated the development of a
Recycling Agreement in December 2013 however the terms of the Agreement did not represent
an acceptable economic outcome. Officers have continued to seek a better outcome for the
community and have been in negotiation with SCRC and Visy since January 2014 to try and
achieve this.

3. Recycling Proposals Considered

Under the terms of the Agreement, VISY have the right to enter into third party arrangements to
deliver recyclable materials to the facility for processing subject to authorisation by SCRC.
