TODE DR: LM 16519 engineers & project managers 27 June 2018 NOOSA COUNCIL (MCU 18/0009) ADDITIONAL INFORMATION REQUEST TRAFFIC / CARPARKING NO (I) SITE PLAN IDENTIFYING OVERALL NUMBER OF PROPOSED PARKING SPACES Please find attached Tod consulting drawing 16519-C101 detailing the overall number of car parking spaces proposed for the 48 bed Special Needs building MCU Application. Also attached are TOD NOOSA drawings 05537 — 1&2 which detail the parking on the Noosa Cooroy Road service road constructed in 2005 by Noosa Care. The main underground carpark has been adjusted to add 3 spaces and the spaces recommended in the TTM report have also been included. Upon an investigation on site the number of car parking spaces under the Auxiliary Lodge was found to be incorrect and this number has also been adjusted. As shown on the plan the road extends under Auxiliary Lodge and the car in the North Western end of the temporary bay can drive forward before doing a 3point turn to depart the site Also the informal parallel parking spaces on the south side of the Noosa Cooroy Service Road have been deleted from the parking number count as indicated in Councils request for additional information. All parking bay lengths and widths comply with AS/NZS-2890. 1- 2004. The total number of proposed car parking spaces including the Temporary Event Day (Staff Parking) is 169 spaces which complies with the TTM Consulting assessment for peak parking demands on special event days.(Refer to TTM Car Parking Assessment Report dated 19May 2018) SPECIAL EVENT DAY PARKING MANAGEMENT PLAN FOR NOOSA CARE REQUEST NO (2) Special Event days are small scale occur as follows: Christmas Day Fathers Day Mothers Day Anzac Day On these days staff will be advised by Management that they will be required to fill the temporary parking areas by use of the internal email called “Platinum”. Parking officers will be appointed to direct staff to these temporary parking areas 15 minutes before each change of shift. These temporary parking areas on internal roads will leave the normal staff parking areas free for additional visitor parking. eee caeee newton S90 outstanding results personal service Mackay: 07 4840 2337 . infrastructure buildings subdivisions placemaking 4 PO Box 61, Noosaville, QLD 4566, Australia samt www.todconsulting.com TOD CONSULTING PTY LTD ABN: 39128805336

A further parking strategy, if necessary, will be to utilize the Noosa Care buses which have a seating capacity of 40. As a significant number of the 200 odd employees live in the Tewantin / Noosaville area they could be transported to and from their residences and or collection points to the Noosa Care Carramar site. This will be a most cost effective way to reduce any heightened temporary demand for spaces. The facility is for residential age care and persons suffering from dementia. The average age of entry is 80 years of age and essentially residents have restricted mobility, ill health or are required to live in a secure environment. Visitors to residents are often of similar age eg. Spouses, near relatives and/or friends and often qualify for concessional use and are transported to the facility by the maxi taxi service rather than self-drive and do not require car parking, reducing the demand for spaces. This frequently occurs at the small number of events held. The facility has restricted access with secure gate. Only employees, authorized visitors to relatives, or visitors by invitation are allowed onto the site and management has the ability to control the timing of events to suit vacant car parking supply. For example a number of the non care staff such as office/maintenance personnel, work set hours 5 days a week. Events can be held outside peak demand time. The car park is not available for casual or general public parking.
