1.0 INTRODUCTION
This report is submitted in response to a request by Altum Constructions, for an environmental noise impact
assessment of a proposed of a Change Application to an existing approved multiple dwelling development at
101-105 Eumundi Noosa Road, Noosaville. This report for part of a Change Application to be submitted to
the Noosa Shire Council
On-site noise logging and attended noise measurement were conducted, and through modelling, predictions
of noise impacts from the development on the neighbouring residences have been produced. Based upon
these predicted levels, recommendations regarding acoustic treatments and management practices have
been specified.
1.1 The Proposal
The proposal to change the existing approved multiple dwelling development to located at 101 and 105
Eumundi Noosa Rd, Noosaville to include the neighbouring site at 99 Eumundi Noosa Rd. The development
will consist of 42 Apartments and 11 Townhouses. The proposed apartments and townhouses will be a
mixture of two- and three-bedroom configurations.
The development will be located in a predominantly residential area. However, a small commercial centre is
located to the north of the site. Nosie impacts from this centre have the potential to impact on the proposed
development and will be considered in this report.
As part of the development a pool area will be located towards the middle of the site. This area will be used
by future residents of the development and guests. As the area is located further than 12m from the
boundary of the site with a residential zone, and is located internally to the arrangement of buildings of the
site and will not be used between the hours of 9.00 pm and 6.30 am the following day. The pool area
complies with the requirements of Acceptable Outcome AO21.1 of the Medium Density Residential Zone
Code and as such noise impacts on this are on the surrounding will not be considered in this report.
For further details of the development layout and surrounds refer to appendix for site plans and aerial
photograph.
2.0 EQUIPMENT

3.0 MEASUREMENT PROCEDURE
3.1 Logger Noise Measurement
A noise logger was located on site adjacent scaffolding business at the rear of the site and commercial
business north of the site. The location of the logger is indicated on the aerial photograph included below.
Figure 1: Measurement Location
The logger was set to record noise statistics in 15 minute blocks continually over an 168 hour period from
Thursday the 7/01/21 to Thursday 14/01/21. Ambient noise level measurements were conducted generally
in accordance with Australian Standard AS1055 2018 “Acoustics – Description & Measurement of
Environmental Noise”.
The operation of the sound level measuring equipment was field calibrated before and after the
measurement session and was found to be within 0.1 dB of the reference signal. All instrumentation used in
this assessment hold current calibration certificate from a certified NATA calibration laboratory.
Weather conditions during the survey period included rain periods over the weekend of Saturday the 9th and
th
Sunday the 10 of January; these periods have been excluded from the measurement data. During the
logging period temperatures ranged from 19 ˚ C to 29˚ C.

4.0 NOISE CRITERIA
4.1 Noise impacts from Surrounding Noise Sources on the Proposed Development
SC6.2.4 Appendix 1 - Requirements for technical assessments and reports of the Noose Shire Plan 2020 set
out the requirements for various technical reports including acoustic assessment reports. This section of the
Noose Shire Plan 2020 states an acoustic assessment report may be required if:
An acoustic assessment report may be required where a proposed development is likely to cause noise
impacts or where a proposed development site is located in close proximity to a land use or infrastructure
which may cause noise impacts on the proposed development (often referred to as reverse amenity
impacts).
In relation to the proposed development it is located in proximity to a number of commercial businesses to
the north. Noise impacts from these businesses on the proposed development will be considered in line
with requirements for technical reports from the Noose Shire Plan 2020. In addition to this noise impacts
from internal vehicle movements on some bedrooms will also be considered.
SC6.2.4 Appendix 1 - Requirements for technical assessments and reports of the Noose Shire Plan 2020
states that acoustic assessment report should have regard to the following standards when assessing noise
imapcts:
1. Australian Standards AS 1055.2 Acoustics – Description and measurement of environmental noise –
Application to specific situations and AS 2107 Acoustics – Recommended design sound levels and
reverberation times for building interiors;
2. Environmental Protection Act 1994 and Environmental Protection (Noise) Policy 2008 (EPP Noise);
3. Noise Measurement Manual Department of Environment and Heritage Protection 2013
4. Road Traffic Noise Management Code of Practice, Department of Transport and Main Roads, 2008.
In order to assess the noise impacts from the surrounding businesses on the proposed development
reference will be made to Australian Standard AS 2107 Acoustics – Recommended design sound levels and
reverberation times for building interiors and the Environmental Protection (Noise) Policy 2008 (EPP Noise).
Australian/New Zealand Standard AS/NZ 2107- Recommended Design Sound Levels and Reverberation
Times for Building Interiors contains internal design sound levels for buildings of various types. Section 7 of
Table 1 of this standard contains the design sound level for residential buildings. This section of the standard
has been reproduced over the page.

Comparing the two standards it can been seen that the Acoustic quality Objectives for the Environmental
Protection (Noise) Policy 2008 (EPP Noise) relating to internal noise levels within dwellings are the same or
less that those from Australian Standard AS 2107 Acoustics – Recommended design sound levels and
reverberation times for building interiors. Given this the Acoustic quality Objectives for the Environmental
Protection (Noise) Policy 2008 (EPP Noise) will be used to assess noise impacts from the surrounding
commercial properties on the development in this report. In order to satisfy the requirements of the
Environmental Protection (Noise) Policy 2008 (EPP Noise) a series of acoustic treatments will be applied to
the dwellings in order to achieve the internal Acoustic quality Objectives.

4.2 Transport Noise Corridors
The State Planning Interactive Mapping system can be used to identify properties that lie within Transport
Noise Corridors with respect to road and trail traffic noise. A portion of the mapping associated with this Tool
showing the site and traffic and rail noise levels has been reproduced below.
Figure 2: Transport Noise Corridor Mapping- Traffic Noise
It can be seen that the site is located outside any Transport Noise Corridor. Due to this fact no assessment of
traffic or rail noise impacts on the site will be undertaken in this report.

4.3 Noise impacts from Shared Driveways
The Performance Outcome PO 5 of the Dual Occupancy and Multiple Dwelling Code of the Noose Shire Plan
2020 requires that:
Development is designed to minimise noise carrying between dwelling units or accommodation units by
locating noise sensitive spaces such as bedrooms away from noise generating area of the development, such
as car parking areas or mechanical plant and equipment or recreational facilities.
In order to reduce noise impacts from shared driveways Acceptable Outcome AO 5 of the Dual Occupancy
and Multiple Dwelling Code of the Noose Shire Plan 2020 states:
Bedroom windows are at least 3 meters away from shared driveways, car parking areas, mechanical plant,
refuse and recycling areas and vents and exhausts.
In this report in order to achieve the requirements of PO 5 of the Dual Occupancy and Multiple Dwelling Code
of the Noose Shire Plan 2020 the distance between the bedroom windows townhouses and the shared
driveway will be maximised and a series of acoustic treatments will be proposed to the bedrooms of the
townhouses.

6.0 RECOMMENDED ACOUSTIC TREATMENTS
6.1 Noise impacts from Surrounding Noise Sources on the Proposed Development
Existing noise levels were measured at the site. During the measurements the commercial businesses were
in operation. These measured noise levels were then used to determine a series of acoustic treatments in
order to achieve the internal Acoustic Quality Objectives from the Environmental Protection (Noise) Policy
2008.
In order to achieve the required internal Acoustic Quality Objectives from the Environmental Protection
(Noise) Policy 2008 if proposed that a series of acoustic treatment be applied to the proposed development.
Details of the required acoustic rating of these elements are included in that table below and over the page.
Further details of the calculations used to determine these ratings are contained in the appendix of this

5.3 Noise impacts from Shared Driveways
In order to reduce noise impacts from shared driveways Acceptable Outcome AO 5 of the Dual Occupancy
and Multiple Dwelling Code of the Noose Shire Plan 2020 states:
Bedroom windows are at least 3 meters away from shared driveways, car parking areas, mechanical plant,
refuse and recycling areas and vents and exhausts.
Bedrooms in Building 1 are located on the upper level of the building. A portion of the south elevation of this
building is shown below. This elevation shows that bedroom windows are in fact located 4 m above the
driveway. Given this the development achieves the requirements of Acceptable Outcome AO 5 of the Dual
Occupancy and Multiple Dwelling Code.

In order to further mitigate noise impacts from the driveway on the bedrooms of the proposed of the
Townhouses calculation have been performed to determine the impacts from cars on the driveway of the
bedrooms of these units. The results of these calculations have then been used to determine the required
acoustic treatment to the windows of the bedrooms of the townhouse. These calculations have been
included in the appendix to this report. These additional acoustic treatments are included in the table below.

7.0 DISCUSSION & CONCLUSIONS
The proposed development is located adjacent to a commercial building to the north. Noise impacts from this
commercial building on the proposed development have been considered in this report. In line with SC6.2.4
Appendix 1 - Requirements for technical assessments and reports of the Noose Shire Plan 2020 reference
was made to both the requirements of the Acoustic quality Objectives for the Environmental Protection
(Noise) Policy 2008 (EPP Noise) and Australian Standard AS 2107 Acoustics – Recommended design
sound levels and reverberation times for building interiors. In order to satisfy both these standards a series
of acoustic treatments have been recommended to be applied to the dwellings in order to achieve the
internal noise levels from both of these standards. Details of these acoustic treatments have been details in
Section 6.1 of this report.
Noise from shared driveways on the bedrooms of Building 1 was also considered this report. These
bedrooms are located more than 4m vertically from the driveways and an additional 1m wide landscaped
strip will also be included in the design of the building. Hence we believe that these measures satisfy
Acceptable Outcome AO 5 of the Dual Occupancy and Multiple Dwelling Code. In addition to this a series of
acoustic treatment to the bedroom windows facing the driveway has also be been recommended to further
mitigate noise in these rooms.
The development is also not located within a Transport Noise Corridor and as such the impacts of transport
noise on the development have not been considered.
Subject to our calculations, the recommended acoustic building treatments, we believe that the development
will meet all requirements of Dual Occupancy and Multiple Dwelling Code of the Noose Shire Plan 2020 and
should be approved.
