EXECUTIVE SUMMARY

RECOMMENDATION
That Council note the report by the Designer, Capital Works to the General Committee meeting
dated 9 March 2015 and award contract 1415Q020 to Carruthers Contracting for the lump sum
amount of $318,040.38.
BACKGROUND
This project aims to activate and complete missing links to the Gibson Road greenway which is
an alternative route for pedestrians and cyclists using the narrow pathway on the busy Hilton
Terrace. The greenway is entirely separate from vehicles and is underutilised due to the lack of
connecting facilities and signage. The project connects the existing shared pathway along
Eumundi Noosa Road to the greenway via Wallace Drive and Gibson Road.
The project involves the construction of a 2.5m–3.0m wide shared pathway linking to Gibson
Road greenway from the existing shared pathway in Wallace Park via a raised threshold
pedestrian crossing.
The southern section of pathway begins where the existing 3m wide pathway terminates (beside
the Noosa Library) and follows an alignment through Wallace Park around the library to Wallace
Drive and joins to the Gibson Road greenway via the construction of a raised threshold crossing.
This crossing has been designed to slow traffic entering the precinct and improve safety for
cyclists and pedestrians.
The northern section of the project involves connecting the Gibson Road greenway to the
crossing refuge at the northern extent of the Gibson Road/Eumundi Noosa Road roundabout
enabling pedestrians and cyclists to connect to the off-road shared pathway along Gibson Road.
Access to existing community facilities at Wallace Park from the existing Wallace Drive gravel car
parking area will be improved by the construction of this new pathway.
REPORT
Quotations were sought from four contractors registered on Council’s panel of providers for Civil
Construction of Roads, Parks, Open Spaces and Sports Fields.
Section 4
GENERAL COMMITTEE MEETING AGENDA 9 MARCH 2015
At quotation close on 23 February 2015, submissions had been received from four respondents:
A. Carruthers Contracting
B. Aspect Contractors
C. Sayer Civil Pty Ltd
D. Shadforths Civil Engineering Contractors Pty Ltd
The evaluation panel noted that the submissions were of satisfactory standard. One quotation
was below the consulting engineer’s estimate. The other three were fairly close in price but well
above the consulting engineer’s estimate.
The evaluation panel considers the offer from Carruthers Contracting to be the most
advantageous to Council.
The preferred contractor has been interviewed and additional information sought and they appear
capable of completing the works in the nominated construction period of 12 weeks, weather
permitting. The timing should meet Council’s obligations of completing the project by 30 June
2015 in terms of a state government grant.
Previous Council Consideration
Nil.
Impact on Wallace Park Operations
The project is being planned so that:
1. Access to Wallace Park is available at all times off the Eumundi Noosa Road roundabout
(the safest access point).
2. The informal parking area on the Gibson Road extension is extended on a temporary basis
to cater for the disruption to existing parking (which is 100% utilised at times).
3. Only one of the car parks off Wallace Drive is to be closed at a time for construction of
concrete thresholds on the driveways.
At a recent meeting with seven of the community groups that use the Wallace Park area, there
was general support for the project but suggestions were made for ways to help minimise the
disruption (i.e. to ensure good temporary pathways are installed for the elderly, provide additional
disabled car spaces in the precinct car parks.). The suggestions made will be considered as part
of the construction work.
Finance & Risk
The project is 50/50 funded by Council and the Cycle Network Local Government Grants
program 2014/15.
Council Funds $200,000
Grants Funds $200,000
Total Budget $400,000
The project does not involve any undue risk, however a contingency allowance is proposed for
unforeseen issues plus managing car parking and pedestrians.
The grant application includes the installation of lighting. The cost of street light installation for the
raised threshold pedestrian crossing on Wallace Drive will be required at a cost of approximately
$43,000.

2 DECEMBER 2014 QUARTERLY BUDGET REVIEW - FURTHER REPORT
Author Manager Financial Services, Wayne Jensen
Corporate Services Department

Attachments 1. Schedule of Proposed Budget Adjustments
2. Revised Budget Financial Statements
EXECUTIVE SUMMARY
Nil.
RECOMMENDATION
That Council note the report by the Manager Financial Services to the Planning & Organisation
Committee Meeting dated 3 March 2015 and the further report to the General Committee dated 9
March 2015, and approve the requested changes to the budget for the 2014/2015 financial year
as outlined in the Schedule of Proposed Budget Adjustments (Attachment 1) and Budget
Financial Statements (Attachment 2).
REPORT
The December 2014 Quarterly Budget Review report was presented to the Planning &
Organisation Committee on 3 March 2015. The Committee requested that the costs and savings
incorporated in the budget review associated with the recently appointed Electrician be reviewed
and updated where appropriate in the report and attachments.
The original report to the Planning and Organisation committee on 11 November 2014 identified
approximately $38k in savings that would be realised from the appointment of an internal
electrician as opposed to continuing with contracting out electrical maintenance works. The total
cost of the internal electrician identified in the report for a full year was estimated at $257k
(including $161k materials), compared to the contractor cost of $296k (refer below for an extract
from the original report).
Section 8
GENERAL COMMITTEE MEETING AGENDA 9 MARCH 2015
The appointment of the internal electrician was essentially approved on the basis of the expected
cost savings to the community that would eventuate.
The estimated $17k saving for the remainder of this financial year (calculated on a pro rata basis)
has now been included in the budget review, resulting in a $17k improvement to the operating
budget position, which now shows a $50k surplus. The original budget review report overlooked
this expected saving, which has now been addressed.
The attached reports are as per the original report presented to the Planning & Organisation
Committee Meeting dated 3 March 2015 with the exception of the adjustment above, which flows
through the budget adjustment summary and financial statements.
Previous Council Consideration
Nil
Finance & Risk
The underlying imperative for this review was that there should be no degradation of the
budgeted operating result and sustainability ratios, including consideration of funding for the
capital works program and the ability to deliver projects in a timely manner.
Consultation
External Consultation - Community & Stakeholder

Internal Consultation
All business areas within Council have been consulted in compiling the proposed changes.

Previous Council Consideration
Ordinary Meeting Minutes 20 November 2014 – page 18
“That Council note the report by the Executive Manager to the General Committee Meeting dated
17 November 2014 and authorise the Chief Executive Officer to progress and finalise the
necessary documentation to establish the Noosa Biosphere Reserve Trust, the Noosa Biosphere
Reserve Foundation Ltd and registration of the company.”
Ordinary Meeting Minutes 15 January 2015 – page 18
“That Council note the report by the Principal Environment Officer to the General Committee
Meeting dated 12 January 2015 and
A. Adopt the Noosa Environment Levy Policy as set out in Attachment 1;
B. Endorse the development of an Environment Levy Guideline to guide the implementation of
the Environment Levy Policy;
C. Endorse the development of Strategic Biodiversity Corridor maps to assist with the
implementation of the Environmental Levy; and
D. Endorse the formation of an Environment Levy Working Group consisting of the Council
staff identified in the report minus the Coordinator Financial Services but including
Councillor Wellington.”
The Environment Policy provides, amongst other things, for contributions to the Noosa Biosphere
Reserve Trust to fund projects that are directed towards protecting and advancing the natural
environment. The amount of funds to be provided each year is to be determined through the
budget process with provision made in 2014-15 of $250,000.

GENERAL COMMITTEE MEETING AGENDA 9 MARCH 2015
Finance & Risk
The 2014-15 budget provision for the Noosa Biosphere Reserve is as follows:
Environment Projects $250,000
Operations/Labour $170,000
NBR setup costs $20,000
Economic Projects $80,000
Total Budget $520,000
Some of the operational budget provision has been expended on costs such as salaries for the
existing project officer who retires in June. It is proposed to provide $40,000 to the Noosa
Biosphere Reserve Foundation Limited for the balance of 2014-15 financial year, and $10,000 to
the proposed incorporated community association as a one-off contribution.
The risk for Council is that the board does not deliver on the objects. This is covered by requiring
performance measures to be agreed upon and for the board to present a budget in March each
financial year.
