1.0 INTRODUCTION
1.1 Background
In April 2021, Pekol Traffic and Transport (PTT) was commissioned by Seventh-Day Adventist
Church to undertake a traffic impact assessment, to assist in the delivery of a proposed increase to
the student enrolment capacity at Noosa Christian College. The school is located at 20 Cooroy
Belli Creek Road, Cooroy, as indicated in Figure 1.1.
Figure 1.1: SITE LOCALITY
SUBJECT SITE
Intersections Assessed
1.2 Aim
A development approval for a minor change was granted over the subject site on 17 August 2020
(application number: MCU18/0189.01). Condition 8 of this approval states:
“The maximum number of students permitted on site shall not exceed 299 students.”
It is understood that this condition relates to Condition 12 of the original negotiated decision notice
for the subject site (dated 27 February 2003, amended 13 June 2003), which stated:
“A further traffic engineering assessment shall be carried out when students numbers reach 300
students, this should pay particular attention to the traffic conditions in Overlander Drive and the
amenity issues arising out of an increase in traffic and make recommendations on the treatment.
The applicant shall carry out any works recommended within this study at no cost to Council.”

Section 5
The aim of this assessment is to evaluate the proposed increase in student enrolment capacity, in
terms of its access arrangements, parking provision, servicing arrangements, pedestrian / cyclist
facilities, likely peak hour traffic generation and impact on the surrounding road network. In
response to the above approval conditions, the potential impact of the expansion on the operation
and amenity of Overlander Drive has been considered.
1.3 Scope of Report
This report begins by summarising the existing Noosa Christian College site operations and
characteristics of the surrounding road network (Chapter 2), followed by a description of the scope
and scale of the proposed increase to student enrolment capacity, including a consideration of the
access arrangements, parking provision, servicing arrangements and pedestrian / cyclist facilities
(Chapter 3). The traffic generated by the proposal is outlined and its impact considered (Chapter
4). The report concludes with a summary of key findings and recommendations (Chapter 5).

2.0 EXISTING CONDITIONS
2.1 Subject Site
2.1.1 Site Description
Noosa Christian College is located at 20 Cooroy Belli Creek Road, Cooroy and is formally
identified as Lot 9 on RP209025. The school has an enrolment capacity of 299 students and a
current enrolment of 285 students. According to the Australian Curriculum, Assessment and
Reporting Authority (ACARA), there are 38 staff employed in full-time and part-time positions at the
school, with a full-time equivalent (FTE) of 32 staff. The existing site layout is shown in Figure 2.1.

2.1.2 Access
As indicated in Figure 2.1, access to the school is currently provided via a priority-controlled
T-intersection on Cooroy Belli Creek Road along the site’s eastern frontage. A channelised right-
turn lane (CHR) treatment is provided on Cooroy Belli Creek Road at the access.

Section 7
2.2 Surrounding Area
The site is bounded to the north by the Bruce Highway, to the east by Cooroy Belli Creek Road and
to the south and west by bushland. The surrounding area is primarily residential in nature.
2.3 Transport Infrastructure
2.3.1 Parking Facilities
The parking requirement of the existing school has been calculated based on the student enrolment
capacity, FTE staff numbers and the parking rates outlined in Noosa Shire Council’s (Council)
Driveways and Parking Code. The drop-off / pick-up parking requirement of the school has been
determined based on the rates provided in the Department of Transport and Main Roads’ (TMR)
Planning for Safe Transport Infrastructure at Schools (PSTIS). Table 2.1 indicates a requirement of
44 parking spaces, of which 32 should be designated for long-term parking, 10 for short-term
parking and two spaces for student drop-off / pick-up.
Table 2.1: CAR PARKING REQUIREMENT
USER SCALE PARKING RATE SOURCE REQUIRED

Short-term 299 students 1 per 30 students Council 10
Drop-off / Pick-up 299 students 20% of short-term supply TMR 2
Total 44 spaces
The existing on-site parking provision is shown in Figure 2.1 and consists of:
informal long-term staff parking with capacity for at least 40 cars
56 formal short-term visitor parking spaces
a drop-off / pick-up area with capacity for four cars (with additional queuing space for
approximately 14 cars)
The total existing on-site parking provision of 100 spaces represents a surplus of eight long-term
spaces, 46 short-term spaces and two drop-off / pick-up bays compared to Council’s Driveways
and Parking Code and TMR’s PSTIS requirements.
2.3.2 Parking Operations
Class finish times are staggered over a 20 to 30 minute period in the afternoon, to reduce the peak
parking demand which occurs during the afternoon pick-up period. On-site observations during
the afternoon peak pick-up period indicate that the existing parking facilities operate efficiently at
this time.
A maximum queue of 12 vehicles was observed on approach to the drop-off / pick-up area.
Moderate queueing (ie more than two or three vehicles) was observed for a period of approximately
15 minutes. Although not observed on the day of the site inspection, school management advised
that queuing on approach to the drop-off / pick-up area occasionally extends into the channelised
right-turn lane on Cooroy Belli Creek Road but typically does not interrupt through traffic
movements on the road.

Section 8
2.3.3 Commercial Vehicle Servicing
School management have advised that most servicing of the site is undertaken within the short-
term parking area, generally outside of the morning and afternoon student drop-off / pick-up
periods. Discussions with school management indicate that the existing servicing arrangements are
sufficient to cater for the existing servicing demands of the school.
2.3.4 Public Transport
A bus set-down area with capacity for approximately five buses is provided on-site, as indicated in
Figure 2.1. School management have advised that a total of seven school buses service Noosa
Christian College, with two of these buses also servicing other schools in the surrounding area. The
arrival and departure of buses is staggered to avoid exceeding the capacity of the bus set-down
area and on-site observations indicate that the bus set-down area operates safely and efficiently.
A public bus stop is located on Overlander Avenue approximately 400m north of the school site.
This stop is serviced by Translink bus route 631, with services operating between Nambour Station
and Noosa Junction Station approximately once every hour from 8:00am to 8:30pm on weekdays.
2.4 Existing Travel Behaviour
A mode share survey was conducted in May 2021 to identify the travel behaviour of existing
students at the school. A total of 151 responses were collected, which equates to a 53% response
rate. The results of the mode share survey are summarised below, with detailed results attached in
Appendix A.
The survey indicates that 78% of students arrive and depart the school by private vehicle and 21%
by bus, as shown in Figure 2.2. Active transport accounts for almost no student travel to and from
the school. This is to be expected, given the location of the site and a lack of pedestrian / cyclist
facilities on the surrounding road network (as discussed in Section 2.5.1). The proportion of
students travelling to and from Noosa Christian College by private vehicle is 8% higher than at
other primary schools surveyed by PTT, as demonstrated in Figure 2.3.
The mode share survey was also used to obtain vehicle occupancy data for the school. The results
indicate an average private vehicle occupancy of 1.7 students per vehicle.

2.5 Active Transport
2.5.1 External Facilities
There are pedestrian footpaths on both sides of Cooroy Belli Creek Road along part of the school
frontage. However, the footpaths do not extend a significant distance to the north or south of the
school site and provided limited connectivity to nearby residential areas. A pedestrian refuge is
located on Cooroy Belli Creek Road along the school frontage, as indicated in Figure 2.4.
Provision of a new footpath on the eastern side of Maple Street (between the Bruce Highway
overpass and Overlander Avenue) would serve to provide a continuous pathway between the
school and residential areas to the north. Council’s Local Government Infrastructure Plan (LGIP)
indicates that there are no plans for this to be provided by Council.
Bicycle Area Zone (BAZ) pavement markings are installed on both sides of Maple Street to the north
of the school. No cycle facilities are provided on Cooroy Belli Creek Road along the school
frontage.
2.5.2 Pedestrians
A dedicated pedestrian entrance to the site is provided from Cooroy Belli Creek Road on the
southern end of the site, as indicated in Figure 2.4. However, given that most students within
walking / cycling distance of the school (ie those living in / around Cooroy) live to the north of the
school site, the pathway is not well utilised. Instead, discussions with school management indicate
that the small proportion of students who travel to and from the school by active transport generally
access the school site via an informal path on the northern side of the vehicular access.
A pedestrian crossing is provided to facilitate pedestrian access between the school building and
short-term parking area, as shown. There is potential to improve the safety of pedestrians in this
area by providing additional pathways and crossings, as discussed in Section 3.5.1.

2.5.3 Cyclists
The bicycle parking demand of the school has been calculated based TMR’s PSTIS requirements
and the results of the mode share survey. It has been assumed that the existing student enrolment
capacity is equally distributed between each year group (ie 128 students in Years 4 to 6). The
existing bicycle parking requirement is summarised in Table 2.2.

Section 11
The school provides on-site bicycle parking facilities with capacity for six bicycles, which represents
a shortfall of 51 spaces compared to TMR’s PSTIS requirements. However, on the day of the mode
share survey, only 1% of students indicated that they used a bicycle and school management have
advised that no staff currently cycle to and from the school. Therefore, the existing bicycle parking
facilities are sufficient to cater for the existing demand, as shown in Table 2.2.
2.6 Road Network
Cooroy Belli Creek Road is a two-lane undivided road with a posted speed limit of 60 km/h and a
40 km/h school zone in the immediate vicinity of the school. A parking lane with capacity for eight
vehicles is provided on the eastern side of the road along the school frontage. To the north of the
school site, Cooroy Belli Creek Road crosses the Bruce Highway (by way of an overpass) and
becomes Maple Street.
2.7 Traffic Volumes
To assist in the quantification of existing road network operations proximate to the site, turning
movement surveys were conducted on Wednesday 28 April 2021, from 7:00am to 9:00am and
from 3:00pm to 6:00pm, to capture the weekday morning and afternoon peak traffic volumes.
The following intersections in the vicinity of the school were surveyed:
Cooroy Belli Creek Road / School Access priority-controlled intersection
Maple Street / Overlander Avenue priority-controlled intersection
The weekday morning and afternoon peak periods for the above intersections are shown in Table
2.3, along with the key operational attributes of the intersections. The traffic count data is provided
in Appendix B.

2.8 Intersection Operations
2.8.1 Intersection Assessment Parameters
A series of SIDRA analyses were conducted to quantify the existing traffic operations at the above
intersections. The analyses were based on the traffic count data presented in Appendix B with:
Peak Flow Factors (PFF), as detailed in Table 2.4
the observed proportion of heavy vehicles (%HV) for each movement
SIDRA default values for other parameters
The results are presented in terms of the degree of saturation (DOS), 95th percentile vehicle queues,
and critical movement at each intersection. The degree of saturation for a movement is defined as
the ratio of traffic demand to the capacity of the movement. The critical movement relates to the
approach or movement with the highest degree of saturation. Table 2.4 is an extract from the
SIDRA manual and defines the operational rating and level of service for all intersection types.

2.8.2 Cooroy Belli Creek Road / School Access
The existing Cooroy Belli Creek Road / School Access priority-controlled intersection layout and
equivalent SIDRA representation are shown in Figure 2.5. There is sufficient width on the school
access for a left-turning vehicle to pass a right-turning vehicle stopped at the stop line. Therefore,
the intersection has been modelled with a short left-turn lane on the school access.
The results of the intersection analyses are summarised in Table 2.5 and included in Appendix C.
The results indicate that the intersection currently experiences LOS A operations under existing
weekday morning and afternoon peak hour conditions.

Section 15
3.0 PROPOSED EXPANSION
3.1 Proposal
The proposal involves increasing the student enrolment capacity at Noosa Christian College, from
299 to 350 students (ie an additional 51 students). It has been assumed that the expansion will
require six additional FTE staff (ie a total of 38 FTE staff), based on maintaining the existing staff to
student ratio.
No changes to the existing site layout are proposed as part of this application. Instead, the
increased enrolment capacity is to be accommodated in the existing buildings.
3.2 Access Arrangements
No changes to the existing priority-controlled access on Cooroy Belli Creek Road are proposed to
accommodate the expansion. An assessment of the access operation, under future year post-
development conditions has been undertaken (as discussed in Section 4) and demonstrates that
the access is expected to continue to operate adequately in the future years. Accordingly, the
existing access arrangements are considered sufficient to cater for the proposed expansion.
3.3 Parking
3.3.1 Requirement
The additional parking requirement associated with the proposed expansion has been determined
based on the parking rates outlined in Council’s Driveways and Parking Code and the drop-off /
pick-up rate provided in TMR’s PSTIS. An additional nine (ie total 53) parking spaces are required
to support the proposed expansion, as shown in Table 3.1.
Table 3.1: ADDITIONAL SCHOOL PARKING REQUIREMENT

Short-term 51 students 1 space per 30 students Council 2
Drop-off / Pick-up 51 students 20% short-term supply TMR 1
Total 9 spaces
Council’s Driveways and Parking Code also requires that motorcycle parking be provided at
community activity developments (ie schools) at a rate of one space per 100m2 GFA. However,
provision of dedicated motorcycle parking facilities is not considered necessary in this instance,
because:
the long-term car parking rate of one space per staff member is considered sufficient to
accommodate both the car and motorcycle parking demands associated with school staff
the demand for visitor motorcycle parking is expected to be minimal, given that most visitors
would be picking up / dropping off students
P:\2020-21\21-313 NOOSA CHRISTIAN COLLEGE\OUTPUTS\21-313 TRAFFIC IMPACT ASSESSMENT.DOCX 12
Section 16
3.3.2 Provision
The existing on-site parking provision of 110 spaces represents a surplus of two long-term spaces,
44 short-term spaces and one drop-off / pick-up bay compared to the total parking requirement
for the proposed expansion. Therefore, the existing parking provision complies with the
requirements of Council’s Driveways and Parking Code.
3.3.3 Persons with Disabilities (PWD) Parking
The Building Code of Australia (BCA) requires that PWD parking be provided at a rate of one space
per 100 regular parking spaces at Class 9B developments (ie schools) and designed in accordance
with Australian Standards AS2890.6 Parking Facilities Part 6: Off-Street Parking for People with
Disabilities. AS2890.6 requires that PWD spaces be dimensioned 2.4m wide by 5.4m long, with
an adjacent 2.4m wide shared area. A bollard is required to be installed in the shared area to
prevent vehicles obstructing use of the shared space. Provision of two PWD spaces is required by
the BCA, based on a total on-site parking provision of 110 spaces.
The existing school provides one PWD parking space and an adjacent shared area in the visitor
parking area. The dimensions of the parking space and shared area comply with AS2890.6
requirements, but no bollard is installed in the shared area. It is recommended that one additional
PWD space and a bollard be provided in accordance with BCA and AS2890.6 requirements, at
the time that any other maintenance or upgrade work is undertaken in the short-term parking area
in future. In our view, it would not be necessary that this work be undertaken prior to securing
development approval, given that this is an existing arrangement and the proposed expansion
does not warrant additional PWD parking to be provided.
3.4 Commercial Vehicle Servicing
No changes to the existing commercial vehicle servicing arrangements are proposed. The proposed
increase in student enrolment capacity is not expected to significantly increase the servicing
demands of the site. Therefore, the existing servicing arrangements are expected to be sufficient to
cater for the servicing requirements of the proposed expansion.
3.5 Active and Public Transport
3.5.1 Pedestrians
The student mode share data indicates that active transport accounts for 1% of student trips to and
from the school. It is expected that the mode share of additional students accommodated by the
proposed expansion will be similar to the existing mode share (ie one additional student travelling
by active transport). Therefore, the proposal is not expected to significantly increase the demand
for pedestrian and cyclist facilities.
Nevertheless, to improve the safety of existing pedestrians and cyclists at the school, it is
recommended that school management investigate the following changes:
provision of a dedicated pedestrian entrance on the northern side of the vehicular driveway
from Cooroy Belli Creek Road, to cater for the majority of students who arrive / depart to
and from the north
provision of additional pedestrian crossings within the short-term parking area, to facilitate
safe pedestrian access between school buildings and parked vehicles
P:\2020-21\21-313 NOOSA CHRISTIAN COLLEGE\OUTPUTS\21-313 TRAFFIC IMPACT ASSESSMENT.DOCX 13
Section 17
It is expected that these facilities could be provided with the loss of one short-term parking space,
with an indicative arrangement shown in Figure 3.1. In our view, given the minor increase in
pedestrian and cyclist demand likely to be generated by the proposed expansion, it would not be
required (but would be beneficial) to undertake these works as part of the proposed expansion.
Figure 3.1: ACTIVE TRANSPORT FACILITIES
Existing pedestrian
crossing
Potential formalisation of
informal pedestrian access
Potential additional Existing pedestrian
pathways and crossings access location
3.5.2 Cyclists
The bicycle parking requirement of the proposed expansion has been calculated based on the
mode share survey results and the rate for schools identified in TMR’s PSTIS. It is expected that the
additional 51 students accommodated by the proposed expansion would be equally distributed
between each year group (ie 22 additional students in Year 4 or higher).
As shown in Table 3.2, TMR’s PSTIS requires that bicycle parking with capacity for 11 bicycles be
provided to cater for the proposed expansion, while a reduced provision of one space is expected
to be sufficient based on the existing mode share of staff and students. It is recommended that
additional bicycle parking for six bicycles be provided to cater for the expected additional demand,
and to encourage additional students and staff to travel to and from the school by bicycle.

3.5.3 Public Transport
The mode share survey data indicates that 21% of existing students travel to and from Noosa
Christian College by bus. It is expected that the mode share of the additional 51 students to be
accommodated by the proposed expansion would be generally similar (ie 11 additional students
travelling by bus).
As outlined in Section 2.3.4, seven school buses currently service the school. It is recommended
that school management consult with school bus operators to confirm whether these existing bus
services have sufficient spare capacity to accommodate the expected additional demand. If
sufficient spare capacity is not available, it is recommended that additional school bus services be
provided to cater for the expected demand.
The existing bus set-down area (with capacity for five buses to park simultaneously) is expected to
adequately accommodate the additional public transport demands of the proposed expansion.

Section 19
4.0 TRAFFIC OPERATIONS
4.1 Development Profile
4.1.1 Development Staging
It is standard practice when analysing future year traffic operations to adopt a ten-year design
horizon from the year of full occupation. Therefore, the following development staging has been
adopted:
traffic counts: 2021
development application: 2021
full occupation: 2023
occupation plus ten years 2033
4.1.2 Assessment Scenarios
The following assessment scenarios have been adopted:
existing conditions (2021)
opening year (2023) pre-development
opening year (2023) post-development
future year (2033) pre-development
future year (2033) post-development
4.1.3 Background Traffic Growth
Forecast population data published by the Queensland Government Statisticians Office for the
Noosa Hinterland Statistical Area 2 (ie the expected catchment of Cooroy Belli Creek Road)
indicates a population growth rate of 1.0% per annum. A conservative background traffic growth
rate of 2.0% per annum has been adopted. The application of this rate equates to a 26.8% increase
in background traffic volumes over the next 12 years (2021-2033).
4.2 Traffic Generation
The peak hour traffic generation of the proposed school expansion has been estimated based on
the vehicle occupancy and mode share of students and staff.
TMR’s Household Travel Survey (HTS) data for South East Queensland indicates that approximately
97% of trips to and from schools for work purposes are by private vehicle. The data also indicates
an average private vehicle occupancy of 1.1 persons per vehicle for these trips, with approximately
70% of private vehicle trips to and from schools occurring in the morning and afternoon peak
hours. Therefore, the peak hour traffic generation has been calculated based on 70% of trips
occurring in the peak hours.
A 50:50 in:out split has been adopted for student drop-off / pick-up in the morning and afternoon
peak periods. A 100:0 in:out split has been adopted for staff trips in the morning peak period, with
the reverse in the afternoon. The forecast existing and proposed additional traffic generation of the
school is summarised in Tables 4.1 and 4.2 for the morning and afternoon peak hours,
respectively. As shown, the predicted traffic attributable to the proposed expansion is estimated to

4.3 Directional Distribution
The distribution of development-related traffic on the surrounding road network has been estimated
based on the directional splits inherent in the traffic count surveys. The resulting distribution of
development generated traffic is shown in Figure 4.1 for the weekday morning and afternoon peak
hours.

4.4 Intersection Performance
The likely impact of the proposed expansion on the peak hour operations on the surrounding road
network has been assessed using SIDRA. These analyses are based on the peak hour turning
movement forecasts presented in Appendix D.
4.4.1 Cooroy Belli Creek Road / School Access
The analysis of the Cooroy Belli Creek Road / School Access priority-controlled intersection was
undertaken using the SIDRA intersection representation shown in Figure 2.5. The results of the
analyses are attached in Appendix C and summarised in Table 4.3. As demonstrated, the access
is expected to experience LOS A operations during the weekday morning and afternoon peak
hours, under 2023 and 2033 pre and post development scenarios. The addition of development
generated traffic is not expected to have a significant adverse impact on the access operations.

4.4.2 Maple Street / Overlander Avenue
The analysis of the Maple Street / Overlander Avenue priority-controlled intersection was
undertaken using the SIDRA intersection representation shown in Figure 2.6. The results of the
analyses are attached in Appendix C and summarised in Table 4.4. As demonstrated, the
intersection is expected to experience LOS A operations during the weekday morning and afternoon
peak hours, under 2023 and 2033 pre and post development scenarios. The addition of
development generated traffic is not expected to have a significant adverse impact on the
intersection operations.
The reduced average delay under 2023 post-development conditions in the afternoon peak hour
is due to the increased volume of through vehicles (which experience no delay) at the intersection.

Section 23
4.5 Impact on Overlander Avenue
Based on the additional traffic generation summarised in Tables 4.1 and 4.2 and directional
distribution presented in Figure 4.1, the proposed expansion is expected to generate the following
additional traffic volumes on Overlander Avenue in the peak hours:
an additional seven trips in the weekday morning peak hour
an additional five trips in the weekday evening peak hour
Given the predicted very minor increase in traffic volumes on Overlander Avenue, the proposed
increase in student enrolment capacity to 350 students is not expected to have a noticeable impact
on the operation or amenity of Overlander Avenue. Measures to mitigate the impact of the
additional development generated traffic on Overlander Drive are not considered to be required.

5.0 CONCLUSIONS AND RECOMMENDATIONS
5.1 Conclusions
The proposed expansion at Noosa Christian College has been evaluated in terms of its access
arrangements, parking provision, pedestrian and cyclist facilities, likely peak hour traffic generation
and impact on the surrounding road network. The main points to note are:
the school has a student enrolment capacity of 299, with an existing enrolment of 285
students and 32 FTE staff
the proposal involves increasing the student enrolment capacity to 350 (ie an additional 51
students) and is expected to require six additional (ie a total of 38) FTE staff
the results of a mode share survey indicate that 78% of students travel to / from school by
private vehicle, 21% by bus and 1% by active transport
the existing on-site parking provision of 110 spaces is sufficient to accommodate the
additional parking requirement of the proposed expansion, with a remaining surplus of two
long-term spaces, 44 short-term spaces and one drop-off / pick-up bay
the proposed expansion is expected to generate an additional 45 trips (24 in and 21 out) in
the weekday morning peak hour and 47 trips (22 in and 25 out) in the weekday afternoon
peak hour
the addition of development generated traffic is not expected to have a significant adverse
impact on the operation of the surrounding road network or on the amenity of Overlander
Avenue
5.2 Recommendations
Based on our assessment, the following recommendations have been made:
a bollard be provided in the existing PWD shared area accordance with AS2890.6
requirements, the time that any other maintenance or upgrade work is undertaken in the
short-term parking area in future
the following changes to improve the safety of pedestrians and cyclists at the school be
investigated by school management, with an indicative arrangement shown in Figure 3.1:
provision of a dedicated pedestrian entrance on the northern side of the vehicular
driveway from Cooroy Belli Creek Road, to cater for the majority of students who
arrive / depart to and from the north
provision of additional pedestrian crossings within the short-term parking area, to
facilitate safe pedestrian access between school buildings and parked vehicles
additional bicycle parking for six bicycles be provided to cater for the expected additional
demand and to encourage additional students and staff to travel to and from the school by
bicycle
school management consult with school bus operators to confirm whether these existing bus
services have sufficient spare capacity to accommodate the expected additional demand,
and additional bus services be provided if required
