5.0 CONCLUSIONS AND RECOMMENDATIONS
5.1 Conclusions
The proposed expansion at Noosa Christian College has been evaluated in terms of its access
arrangements, parking provision, pedestrian and cyclist facilities, likely peak hour traffic generation
and impact on the surrounding road network. The main points to note are:
the school has a student enrolment capacity of 299, with an existing enrolment of 285
students and 32 FTE staff
the proposal involves increasing the student enrolment capacity to 350 (ie an additional 51
students) and is expected to require six additional (ie a total of 38) FTE staff
the results of a mode share survey indicate that 78% of students travel to / from school by
private vehicle, 21% by bus and 1% by active transport
the existing on-site parking provision of 110 spaces is sufficient to accommodate the
additional parking requirement of the proposed expansion, with a remaining surplus of two
long-term spaces, 44 short-term spaces and one drop-off / pick-up bay
the proposed expansion is expected to generate an additional 45 trips (24 in and 21 out) in
the weekday morning peak hour and 47 trips (22 in and 25 out) in the weekday afternoon
peak hour
the addition of development generated traffic is not expected to have a significant adverse
impact on the operation of the surrounding road network or on the amenity of Overlander
Avenue
5.2 Recommendations
Based on our assessment, the following recommendations have been made:
a bollard be provided in the existing PWD shared area accordance with AS2890.6
requirements, the time that any other maintenance or upgrade work is undertaken in the
short-term parking area in future
the following changes to improve the safety of pedestrians and cyclists at the school be
investigated by school management, with an indicative arrangement shown in Figure 3.1:
provision of a dedicated pedestrian entrance on the northern side of the vehicular
driveway from Cooroy Belli Creek Road, to cater for the majority of students who
arrive / depart to and from the north
provision of additional pedestrian crossings within the short-term parking area, to
facilitate safe pedestrian access between school buildings and parked vehicles
additional bicycle parking for six bicycles be provided to cater for the expected additional
demand and to encourage additional students and staff to travel to and from the school by
bicycle
school management consult with school bus operators to confirm whether these existing bus
services have sufficient spare capacity to accommodate the expected additional demand,
and additional bus services be provided if required
