EXECUTIVE SUMMARY
The recommendations set out below will enable the Council to adopt its 2016/17 Operational
Plan, Budget and Organisational Structure. The recommendations have been structured to allow
the Council to adopt separate resolutions as required.

RECOMMENDATIONS

1.                       Operational Plan
                         “That Council, pursuant to section 174 of the Local Government Regulation, adopt for the
                         2016/17 financial year its annual Operational Plan 2016/17, provided as Attachment 1.”


2.                       2016/17 Budget
                         “That Council:
                         1.   Adopt the Financial Sustainability Policy, which is provided as Attachment 2.

                         2.   Adopt the Non-Current Asset Accounting Policy, which is provided as Attachment 3.

                         3.   Pursuant to section 191 of the Local Government Regulation, adopt for the 2016/17
                              financial year the Investment Policy, which is provided as Attachment 4.

                         4.   Pursuant to section 192 of the Local Government Regulation, adopt for the 2016/17
                              financial year the Debt Policy, which is provided as Attachment 5.
