To the assessment manager, Noosa Council;

The Combined Coastal Car Club of Mary River Rd, Cooroy, oppose the above application in its current
form and wish to withdraw our letter of consent.

On 3 November 2014, at our monthly meeting, 2 council staff members presented the RV stopover
proposal and its possible impacts on the club and its activities. There were 40 Club members present
and their major concern was that the area in front of the clubhouse, extending north to the creek
(see map), would be used. We were assured by the council staff that this area would not be used in
any way (no RV siting or access). At this stage the requirement was for the area on the northern end
of the football training field; later it was decided by council that this area was too small and some
football field would be required.

Point 2 of the letter of consent (attachment A)alludes to the use of said field. The Club realised that
the council may require the use of the whole football field, which was still deemed acceptable as the
Club only requires it for a limited number of occasions.

Although "Point 2" was ambiguous, the letter of consent was signed in good faith with the
understanding that the field was all that was in question. This fact is evident in the application's
supporting statements - 4.3.1 "very underutilised" and 2.1 "car club only uses it 3 days per year" -
statements that are correct only when referring to the football field. It is used by the Club once a
year in October for the Cooroy Car Show and Swap Weekend, spanning 3 days.

The main area in front of the clubhouse is much used by the Club and it is crucial that we have
unimpeded access to it in order to stay viable. We use this area over 40 times each year (46 last
year), for activities such as:
- a major part of our fundraising comes from hosting clubs such as Rainbow Lorikeets and The
Suncoasters, to whom we give exclusive use of the clubhouse, ablution block and grounds. There are
up to 30 vehicles staying from 4-7 days at a time;
- we hosted the All Indian Rally, which saw 60 vintage motorcycle enthusiasts from all over Australia
staying for 4 days;
- each year we hold the Cooroy Car Show and Swap Weekend which attracts over 600 visitors from
Bundaberg to the Gold Coast; and
- we have fish and chip nights, show and shines, demonstrations, workshops, sausage sizzles, and
working bees throughout the year, all of which require unfettered vehicular access.

This is not an exhaustive list and does not include Pony Club requirements. All of these activities
satisfy the conditions of our permit to occupy, and none can continue with the council RV stopover in
the same area. The club has a growing and enthusiastic member base which will only lead to
increasing use of the facility.

Following is a brief summary of the Combined Coastal Car Club's contribution to the Cooroy

The clubhouse was built by members and volunteers 22 years ago, followed a few years later by the
ablution block, also built by volunteer members and with donations of materials and equipment.
Adequate drainage and leveling of the grounds was also undertaken by volunteers and our own
machinery.

Since then the Club has become a respected and integral part of the Cooroy community, returning as
much as possible to the community. Last year saw substantial cash donations to the Black Mountain
Rural Fire Brigade, the Endeavour Foundation, Riding for the Disabled Association, and Careflight
Helicopters.

We participate in community events - Cooroy Anzac Day parade, Noosa Show parade, and Cooroy
Fusion, to name a few. The Club regularly visits Kabara Nursing Home, whose residents enjoy looking
at the old vehicles over morning tea.

Groups using our facility are encouraged to, and do, use local Cooroy businesses. Most businesses in
town benefit from our activities in some way - for example, the visiting clubs take large groups to
the RSL and pub for evening meals, and coffee shops for breakfast; and the All Indian Rally booked
out the motel, and the RSL catered this function of 60 people for 4 nights at our clubhouse. We have
a large number of long-time Cooroy sponsors including Bonnell Bros., Suttons, Cooroy IGA, Cooroy
Smash Repairs, Cooroy Butchery and many more, who we support and promote at any opportunity.
We are ingrained in this community . We feel that scant regard has been paid to our history and
contributions to the community.

The Club realises that this is public land and does not oppose an RV stopover as such, only the
manner in which the proposal has escalated to now consume the whole property without any further
consultation with the club, from a 19 RV facility at the point of the club signing the letter of consent
to 40 RVs in this application. The total interruptions to RV access per year if the football oval
proposal was used would be 3 days, including the pony club as they don't use this area at all.

The Club asks that the following conditions be applied to the MCU:
1. The area on the attached map is excluded and not to be used for RV access, siting or RV visitors,
and that access only be granted to emergency vehicles.
2. Utilise the existing, lockable gate on the southern end of the football field, and the main gate
adjacent to the clubhouse for emergencies.
3. Passing bay to be omitted, as this is used as parking by the CCCC, Cooroy Rag staff, visitors and
the Pony Club.
4. Relocate the information/registration shelter to the northern rear access.
5. Signage for 'area closed to RVs' (during wet weather, etc) to be placed on the Mary River Rd access
point.
