RECOMMENDATION
That Council note the report by Director Infrastructure Services to the General Committee
Meeting dated 12 August 2019 and adopt the change to Council’s organisational structure that
provides an increase of one part-time Project Officer for a three year fixed term in the
Infrastructure Services Department for the purpose of advancing the behaviour change
components of the Transport Strategy.
REPORT
The purpose of this report is to approve the appointment of a part-time level 3 Project Officer for
the coordination and monitoring of school and community behaviour change programs of the
Transport Strategy.
Transport Strategy Resourcing
The Transport Strategy is currently resourced by 1.6FTE. Following an assessment of current
workloads, and considering future demands on the existing Transport Strategy staff, it has been
identified that an additional part-time resource will be required to deliver the behaviour change
components of the Transport Strategy.
The need for this position was discussed at the Transport Strategy Steering Group meeting on 15
May 2019 with endorsement from the Steering Group to obtain an additional resource.
It is proposed that the new part-time resource would enable the existing resources to focus on
implementation of the Transport Strategy with the new resource focused primarily on community
engagement and travel behaviour change in schools and the wider community.
Behaviour change is an important part of the Transport Strategy and requires a dedicated
resource to focus on programs which foster and encourage an increase in sustainable transport
use. The existing resources are currently spread across a number of aspects of the Transport
Strategy and are not able to focus on school and community behaviour change.
