1 Introduction
1.1 Purpose of this Report
This report provides details of an assessment of the car parking and transport impacts of a proposed School
/ Group Camp facility, complementing the existing Permaculture use, at 59 Kabi Road, Cootharaba. The
proposal seeks to accommodate up to 299 campers over three villages, and will be supported by up to
50 staff.
This report has been updated to respond to the Information Request issued by Noosa Council on
27 October 2022. Section 7 of this report has been prepared to directly address the traffic engineering
items raised.
In preparing this report, reference has been made to:
Noosa Council’s online mapping.
Noosa Council’s Transport Code.
Plans of the proposed development prepared by Elevation Architecture, with a copy of relevant
drawings provided at Appendix A to this report.
A feature and level survey prepared by JFP Urban Consultants detailing the length of Kabi Road and
its intersection with Cootharaba Road, Project M3016, dated 13 March 2023.
Traffic surveys undertaken by Matrix, as detailed in this report.
The Information Request issued by Noosa Council on 27 October 2022.
An inspection of the site and its surrounds.
An assessment of the proposed development against the requirements of Noosa’s Transport Code is
provided at Appendix B to this report.
1.2 Background and Site Context
The subject site is located at 59 Kabi Road, Cootharaba, and is an existing 18-hole Golf Course and
Permaculture Farm. The property gains access via a private road which connects to the end of Kabi Road,
and some 88 existing car parking bays are provided within the site.
Kabi Road is a two way roadway with some 4.7m – 5.7m of seal. Kabi Road joins Cootharaba Road at a
T-junction, and is Give Way controlled.
Cootharaba Road is a two-way, two-lane roadway in the vicinity of Kabi Road, including a 6.0m
carriageway.
The site and its surrounds are shown on Figure 1 and the intersection of Kabi Road / Cootharaba Road is
shown in greater detail in Figure 2.

2 Development Proposal
2.1 Scale of Development
Planning permission is sought for the establishment of Short-Term Accommodation (School / Group Camp)
facilities, within and associated with the existing Permaculture use. The existing Golf Course will be reduced
to 9-holes and it will be retained for use associated with the Camp operations only. This facility will not be
open to the public.
A total of 299 persons are to be accommodated at the proposed Camp, over three villages. This includes:
Village 1: 100 beds.
Village 2: 139 beds.
Village 3: 60 beds.
For the School Camp operation, the mode of arrival for campers will typically be bus. To support the School
/ School Holiday Camp operations, there are forecast to be 50 staff working from the site.
Further advice has been provided in relation to the intended use of the site, as discussed in Section 2.4.
2.2 Vehicle Access
It is proposed to maintain the existing vehicle access, which is a continuation of Kabi Road. The site’s main
access turns to the north within the site, which is the main access for buses and staff.
There will be an internal road throughout the development which allows for pick-up / set-down of campers
in close proximity to each of the Villages. The loop road in front of the Villages is intended to provide one-
way, clockwise, traffic flow and signage would assist in supporting this operation.
Bus pick-up / set-down will occur within the roadway directly in front of the building for each Village. This
loading will reduce the width and operation of the roadway whilst the bus is parked and/or loading. As any
impact will be limited to the loop road for the affected Village only, this is acceptable. The design enables
buses to drive in a forward gear only, to maximise safety for campers walking through the site.
It is intended that the majority of vehicles will be limited to the area south of the “Communal Area”.
2.3 Parking Facilities
The proposal includes a total of 126 formal and informal car parking spaces within the development, with:
88 cars retained within the existing car park.
14 gravel parking spaces at Village 1.
14 gravel parking spaces at Village 2.
10 gravel parking spaces at Village 3.
Bus parking is to be accommodated on the loop road for each of the Villages.

2.4 Clarification on Use
It has been advised that the initial assumption that the facility would primarily be utilised for school camps
within the school term does not reflect the current intention for the site operations. It is proposed that, to
maximise the site’s potential, the proposed facilities will be available as follows:
School camps: as per the initial traffic report.
Weekend groups: hired to various sporting / community groups, up to full 299 beds.
School holiday use: use of the full facility for youth camps over the school holidays, typically
accommodating week-long camps.

3 First Principles Assessment of Traffic and Car Parking
3.1 School Camp Use
Adopting a ‘first principles’ approach to car parking, the following are noted:
The 299 campers, including support staff from the school, will arrive by bus.
The 50 camp staff, working on the site, will arrive by private vehicle.
Assuming 25% of staff car-pool, due to the site location and demographic of camp staff, it is anticipated
that there will be a demand for 38 staff cars. These staff will arrive in the morning and depart in the
evening, resulting in 76 vehicle trips per day.
Campers and associated teaching staff are expected to travel to site by bus. Adopting an occupancy of
55 persons per bus, a total of seven (7) buses are anticipated, allowing for each village to have an
independent school group, as follows:
Village 1: 100 persons: 2 buses.
Village 2: 139 persons: 3 buses.
Village 3: 60 persons: 2 buses.
On the basis of the above, the following summarises the anticipated parking demand for school camp use:
38 car parks.
7 bus parks.
3.2 School Holiday Use
During the school holidays, week-long CYC holiday camps are intended to be offered on the site. It has been
advised that similar camps currently offered at the CYC Burleigh site experience an average attendance of
50% of the total capacity. As the intent is not to limit the potential operation of the camp facility on
school holidays, traffic and car parking impacts are based on the full 299 beds being utilised.
Again similar the CYC Burleigh operations, it has been advised that bus transport will be offered for
participants. It has been advised that 60% of attendees are expected to arrive by bus.
For the purpose of this assessment, it is assumed that:
Camps operate for 5 days, Monday – Friday.
60% of attendees arrive by bus, with a capacity of 55 persons / bus.
40% arrival by car, with an average car occupancy of 1.5 attendees / car (friend and family groups).
Staggered drop off, with a maximum of 80% of cars at one time on Monday;
100% of cars for pick-up will be on-site at the one time on Friday for collection.
50 external staff will be required to facilitate camp operations (25% car pool).
www.bmctraffic.com.au 6
BMC22089: 59 Kabi Road, Cootharaba
22 March 2023
Page 10
Following adoption of the above assumptions, the expectation of traffic and parking operations for school
holiday camps includes:
38 staff cars; 76 vehicle trips per day.
4 buses, drop-off Monday, pick-up Friday; 8 trips on these days.
64 parent cars parked for drop-off on a Monday (total car parking demand 102 cars at this time).
80 parent cars parked for pick-up on a Friday (total car parking demand 118 cars at this time).
160 vehicle trips generated by parent pick-up / drop-off on a Monday and Friday (in and out).
The proposed 126 formal and informal car parks can accommodate the anticipated peak car parking
demand for the school holiday camp operations.
3.3 Weekend Use
Advice has been provided based on operations at CYC Burleigh and indicates for weekend groups, typical
arrival is 3 persons per car. As such, the 299 person capacity could be expected to generate a parking
demand of 100 cars, plus staff.
It may be that weekend users will coordinate buses for their arrival and departure, which would reduce
their traffic impact. This has, however, not been included in the traffic assumptions.
These groups typically arrive on a Friday evening and depart around midday on a Sunday.
For weekend operations, it is assumed that there are less external staff required, as each group expected to
operate semi-independently. An allowance of 10 staff is included in the calculations (25% car pool).
Whilst there is no intention to limit the number of persons who can utilise the site on weekends, it has
been advised that groups currently utilising CYC Burleigh are typically around 50 persons. This would be an
average of 17 cars (3 persons per car).
The following summarises the expectations for weekend use based on the above, and assuming full
utilisation of the 299 beds:
100 cars for campers, arriving Friday, departing Sunday.
An allowance has been made for, say, 20 vehicle trips on a Saturday.
8 staff cars parked, arriving and departing each day, 16 trips per day.
Car parking demand of 108 vehicles.
3.4 Summary
Table 1 has been prepared to summarise the parking generation anticipated from adoption of the first
principles approach outlined above. Table 2 sets out a summary of the anticipated traffic generation.
In reviewing the different utilisation during the school term and school holidays, it is noted:
School term: 40 weeks per year (77%).
School holidays: 12 weeks per year (23%).

Table 2: Summary of Traffic Generation Calculations from First Principles
The peak days from a traffic generation perspective are a Friday and Sunday. The Monday is also a high
traffic generator on school holidays, with parents dropping off for holiday camps.
3.5 Empirical Assessment of Demand: Luther Heights
Parking
Applicable to the operation of the school camps during the school term, BMC Traffic was involved in
providing traffic and car parking advice for a similar camp facility, at Luther Heights. As part of those works,
car parking demand surveys were undertaken of the site operations.
The recorded peak (typical) car parking demand was 0.122 spaces / bed1.
Application of this car parking rate to the proposed 299 bed facility anticipates a parking demand of
37 spaces.
1
There was a performance on the site during the surveys which parents were invited to attend. As the site operators have confirmed there will
be no performances at this site, the car parking data for this outlier event has not been included.

BMC22089: 59 Kabi Road, Cootharaba
22 March 2023
Page 13
Traffic
Traffic surveys coordinated by BMC Traffic at Luther Heights Youth Camp recorded the following trip
generation rates:
AM peak hour traffic generation: 0.045 trips / bed (50%in / 50% out).
PM peak hour traffic generation: 0.012 trips / bed (50%in / 50% out).
Application of these rates to the proposed 299 bed facility estimates:
AM road network peak hour: 14 trips / hour.
PM road network peak hour: 4 trips / hour.
This private vehicle trip generation is expected to be primarily associated with staff use.
The first principles assessment which assumes 38 trips for staff is therefore considered conservative, if
anything, overstating the traffic impacts.

4 Parking Assessment
4.1 Council Requirements
Under the Noosa Planning Scheme, as the proposal is primarily for the purpose of accommodating School /
Group Camps, the land use is undefined.
As such, there is no applicable car parking provision requirement rate under the Planning Scheme and an
empirical assessment is provided.
4.2 Summary of Parking Demand from First Principles
The information contained in Section 3 of this report includes:
School term:
- Weekday Peak: 38 cars / 7 buses
- Weekend Peak: 108 cars / NIL buses.
School holidays:
- Weekday Peak: 118 cars / 4 buses.
- Weekend Peak: 108 cars / NIL buses.
4.3 Suitability of Parking Provision
The proposal includes the provision of 126 car parking spaces (88 formal / 38 informal), which meets the
anticipated needs of the development.
The use of informal parking is appropriate, noting that the Application seeks full use of the 299 beds and it
is unlikely that the site will be fully occupied at all times.
On a weekday during the school term, the anticipated parking demand of 38 cars can be readily
accommodated in formal parking bays.
Coach parking will be accommodated on the roadway directly in front of each Village. The buses will drive
forward and park on the roadway, in a nose-to-tail arrangement, first in / first out. This is fit for purpose,
noting that each of the loop roads operates independently and, as such, other users will not be affected
whilst the buses are parked for loading or unloading.

5 Traffic Impact Assessment
5.1 Existing Site Traffic Generation
To gain an understanding of the traffic which could have been generated by the site’s approved use, an
18-hole golf course, reference has been made to trip generation rates within the Institute of Transportation
Engineers (ITEs) ‘Common Trip Generation Manual’ 10th Edition.
The recommended trip generation rate for a golf course is 0.28 trips / acre. On the basis of a 67 acre golf
course (estimated), the anticipated peak hour trip generation would be in the order of 19 trips.
As public use of this facility will cease, this traffic will no longer be generated.
5.2 Anticipated Site Traffic Generation
Introduction
The following summarises the information contained in Section 3 of this report in relation to the traffic
generation anticipated for the development.
School Term
The school term use includes school camps with all attendees arriving by bus during weekdays, two
sessions per week, with weekend use of up to 299 beds for external groups. The anticipated daily trip
generation, as per Section 3 of this report is:
Wednesday: 76 car trips / 28 bus trips (camp changeover day).
Friday: 192 car trips / 14 bus trips (7 buses arrival and departure).
Sunday: 116 car trips.
School Holiday Use
The school holiday use includes 5-day camps, with weekend use of up to 299 beds for external groups. The
anticipated daily trip generation, as per Section 3 of this report is:
Monday: 236 car trips / 8 bus trips.
Friday: 352 car trips / 8 bus trips .
Sunday: 116 car trips.

BMC22089: 59 Kabi Road, Cootharaba
22 March 2023
Page 16
Peak Hour Traffic Impacts
It is expected that peak hour traffic impacts will primarily be those associated with the weekend groups,
noting that this has the higher proportion of car mode share. On the basis that all persons arrive around
6pm-7pm on a Friday, and depart around midday on a Sunday, the following trips are anticipated at the
times of turning movement counts:
Wednesday (midday): 14 buses in / 14 buses out.
Friday peak hour (arrival): 100 trips / hour entering traffic.
Sunday peak hour (departure): 100 trips / hour departing traffic.
It is assumed that staff will arrive and depart outside the peak hours.
For the purpose of this assessment, the traffic volumes for the 6:00pm – 7:00pm time period have been
utilised on the Friday, with the road network peak hour traffic volumes used as the base on Sunday.
Recognising the site location, all traffic is expected to have an origin / destination to the south of the site.
5.3 Base Traffic Data
As requested by Council, the following traffic data has been collected by sub-consultant Matrix.
Two week loop detection counts:
- Locations:
Kabi Road (30m east of Cootharaba Road).
Cootharaba Road (50m south of Kabi Road).
- Date of survey: Tuesday 14 February 2023 - Monday 27 February 2023.
Peak hour turning movement counts at Cootharaba Road / Kabi Road:
- Wednesday 15 February 2023: 11:00am – 2:00pm.
- Friday 17 February 2023: 4:00pm – 7:00pm.
- Sunday 19 February 2023: 11:00am – 2:00pm.
The results of the surveys are provided at Appendix C to this report.
The surveys recorded daily two-way traffic volumes in Kabi Road are summarised in Table 3.

The traffic volume data at the intersection identified that the peak hour within the survey time period was:
11:45am – 12:45pm on Wednesday 15 February 2023.
4:15pm – 5:15pm on Friday 17 February 2023.
11:15am – 12:15pm on Sunday 19 February 2023.
The site peak hour is however expected to be later on the Friday (6:00pm – 7:00pm) and the 6:00pm –
7:00pm data has been used for this assessment. The assessed peak hour existing traffic volumes are shown
in Figure 3 – 5.

5.4 Kabi Road Carriageway: Development Impacts To estimate the likely two-day traffic volume on Kabi Road with the addition of development traffic, the daily traffic volume forecast from Section 3 of this report has been added to the recorded existing two-way traffic volumes (average). The anticipated two-way traffic flow on Kabi Road following completion of the development is provided in Table 4. Table 4: Summary of Kabi Road Daily Two-Way Traffic Volume Estimates: Vehicles Per Day Assuming full occupation of the camp at all times, the peak forecast two-way traffic volume on Kabi Road is 403 vehicles per day. The forecast daily volume ranges from 73 vehicles per day, with an average 167 vehicles per day. In considering the requirements for the roadway in Kabi Road, reference has been made to the AUSTROADS document Guide to Road Design Part 3: Geometric Design which at Table 4.5 includes information on single carriageway widths on rural roads. This is reproduced at Table 5, below. Table 5: Reproduction of Table 4.5 from AUSTROADS Part 3 As can be seen from the above Table, for a forecast maximum two-way traffic flow of 403 vehicles per day, the recommended carriageway width is 6.2m. www.bmctraffic.com.au 16 BMC22089: 59 Kabi Road, Cootharaba 22 March 2023
Page 20
A feature and level survey has been completed along the length of Kabi Road which has identified the
following:
The existing sealed width of the roadway varies around 4.7m – 5.7m.
There is an existing constraint of the culvert width to the eastern end of Kabi Road, with the sealed
width some 5.6m at this location.
Canopy over the roadway has been generally identified in the survey, as requested.
It is recommended that, with the exception of the section over the culvert which may be narrower due to
constraints of the culvert, Kabi Road be upgraded to a typical 6.2m seal width in accordance with the
AUSTROADS requirement.
Alternately, it would be possible to limit the operations of the proposed facility to reasonably expect less
than 150vpd on Kabi Road for the peak-repeatable event. This could be facilitated by limiting group sizes
outside of school camp operations. This would enable the existing carriageway of Kabi Road to
accommodate the proposed site operations. It is, however, understood that this is not an option which the
proposed site operator wishes to explore at this time.
5.5 Cootharaba Road / Kabi Road Intersection: Development Impacts
Introduction
There are two ways to determine the requirements for an intersection upgrade:
1. Assessment based on Turn Warrants.
2. Assessment based on calculated intersection operation.
These are both discussed below.
Turn Warrant Assessment
Figure 6 has been prepared to reproduce the Turn Warrants assessment requirement for an intersection
where the posted traffic speed is between 70km/hr and 100km/hr. This is reproduced from AUSTROADS
Guide to Traffic Management Part 6: Intersection, Interchanges and Crossing Management at Figure 3.25.

BMC22089: 59 Kabi Road, Cootharaba
22 March 2023
Page 21
Figure 6: Turn Warrant Requirements for Intersection Design
41vph max.
A line has been added to Figure 6 to overlay the through traffic volume that would be applicable to the
requirement for a right turn lane, representing the maximum hourly through traffic flow. This indicates that
regardless of any addition of right turning movements, the right turning traffic volume will not require
upgrade from a Basic Right Turn treatment.
As such, from a turn warrant perspective, the addition of site traffic does not increase the intersection
design requirement. Notwithstanding, the current intersection does not include the widening as per a
typical BAR treatment and upgrade could be undertaken to bring the intersection up to current standards.
Any required upgrade works should tie into the recommended 6.2m pavement width of Kabi Road, see
Section 5.4.
As this is not a requirement of the development traffic, it is suggested that the cost of this work could be
offset against any infrastructure contribution requirement.
SIDRA Intersection Assessment
Overlaying the forecast site traffic generation on recorded traffic volumes at the Cootharaba Road /
Kabi Road intersection requirements, Figure 7 – 9 estimate the turning volumes with the addition of
development traffic in the nominated hourly periods.
The operation of the Cootharaba Road / Kabi Road intersection with these traffic volumes, adopting a basic
intersection form (no turn lanes) has been calculated utilising SIDRA Intersection. The findings of the
assessment are provided at Appendix D to this report and summarised in Table 6.

6 Assessment of Site Layout
6.1 Car Parking
The main (formal) car parking at the front of the site is existing.
The new car parking areas are informal, with the parking areas shown as 5.5m long and 2.5m wide
(minimum), which meets the requirements of the Australian Standard for Off Street Car Parking for low
turnover parking.
6.2 Gradients
Information is to be provided and reviewed by the Civil Engineer in relation to gradients on the proposed
internal roads and their suitability.
6.3 Servicing and Bus Accessibility
The subject site requires access by buses / coaches and delivery vehicles.
The accessibility of the site by the required design vehicles, specifically a 12.5m coach (as per AUSTROADS)
and 14.5m coach (as per AUSTROADS) have been considered in the design. The design has been informed
by the results of swept path assessments.
Graphical outputs of the swept path assessments, undertaken utilising the computer program AutoTRACK,
are reproduced at Appendix E to this advice. The swept path assessments, which have now been updated
on the a feature and level survey base at the Kabi Road / Cootharaba Road intersection, demonstrate:
Buses can enter and exit the site in a forward gear.
Buses can access the loop road for each Village for pick up and drop off, travelling in a clockwise
direction.
A 12.5m Heavy Rigid Vehicle (HRV) can rear load in the loading area provided adjacent to the
“Communal Area”.
For access to/from Kabi Road at Cootharaba Road, accessing to/from the south, utilising the existing
intersection form, the following are noted:
A 14.5m long coach can enter its the wheels well contained within the roadway, with a minor
encroachment over the Kabi Road centre line on entry. This is acceptable on the basis of:
- low traffic volumes,
- the likelihood that left turning vehicle out of Kabi Road will be positioned further to the
south of the centre line; and
- the entering coach can wait for the roadway to be clear prior to entering, recognising low
traffic volumes.

A 14.5m long coach can exit from Kabi Road to Cootharaba Road, utilising the full width of
Cootharaba Road, noting that the vehicle can wait for both traffic lanes to be clear prior to exiting
Kabi Road.
A 12.5m bus / Heavy Rigid Vehicle can enter Kabi Road with its wheels fully contained within the
Kabi Road carriageway without crossing the centre line in Kabi Road.
A 12.5m bus / Heavy Rigid Vehicle can exit from Kabi Road to Cootharaba Road, utilising the full
width of Cootharaba Road, noting that the vehicle can wait for both traffic lanes to be clear prior to
exiting Kabi Road.
As such, appropriate vehicle accessibility by the site design vehicles is anticipated for the development
with the current intersection form.
Based on traffic volume projections, upgrades of the Kabi Road /Cootharaba Road intersection will be
required to achieve a 6.2m pavement width in Kabi Road and to achieve the minimum Type BAR treatment
in Cootharaba Road. The concept design for any intersection upgrade should include consideration of the
swept paths of both the 12.5m and 14.5m bus.
6.4 Vehicle Access
The proposal seeks to maintain connectivity to Kabi Road at its existing location, which is a continuation of
Kabi Road (gated), prior to a 90degree bend internally.
Swept path assessments demonstrating appropriate accessibility by the 14.5m coach (AUSTROADS 2013),
the site’s largest design vehicle, is provided at Appendix E.
6.5 Refuse
A screened wheelie-bin storage area has been provided for each Village. These bins are to be transported
by the site manager to the “Communal Area’s” loading area for collection.
Accessibility of the loading area by a 12.5m HRV has been demonstrated, with this representing the largest
service vehicle typically utilised for refuse collection.

7 Response to Information Request
7.1 Preamble
In response to their initial review of the Development Application, Noosa Council issued an Information
Request on 27 October 2022.
Discussions were held between BMC Traffic and Noosa Council officers to clarify the requirements prior to
preparation of this response.
The traffic engineering items of the Information Request are reproduced and discussed directly below,
noting the report has generally been updated to address these items.
7.2 Issue Items 11 - 13
Council has concerns that the existing formation in Kabi Road and at the intersection with Cootharaba Road
will not be sufficient to cater for the heavy vehicles that are associated with the proposed use. Council has
concerns with the potential conflicts with other road users (residents and the other passenger vehicles in
Kabi Road and the general public at the intersection).
Swept Paths. The paths have been overlaid over aerial photos and Council has concerns that the paths are
not sufficiently accurate:
i. Cootharaba Rd / Kabi Rd intersection. The paths appear to be tight to safely turn, and widening
works may be required to ensure 14.5m coach can be safely accommodated while also ensuring
that the road edge is suitably set-back and protected from edge deterioration caused by coaches.
ii. Kabi Road appears to have a 5.0-5.5m wide sealed formation with no shoulder. Noting that this
width cannot have a white dividing line installed. Passing oncoming traffic would require vehicles
to drive with one side of the vehicle on the sealed road surface and one side off the sealed road
on the grass. This is not recommended as vehicles may lose control due to different traction
levels, especially in inclement weather.
Pavement. The existing road pavement and wearing surface is unlikely to have been constructed to cater for
the proposed vehicle traffic, specifically the heavy vehicles.
i. The increase in traffic movements, and more specifically heavy vehicles has the potential to
deteriorate the road pavement and wearing surface.
ii. Consideration should also be given to the impacts of construction traffic associated with the
construction of the earthworks, internal roads and drainage and buildings
iii. Particular attention must be given to the intersection and other turning paths due to the
potential impacts of the heavy vehicles screwing and turning their wheels

Information Required
11. Provide a survey plan which indicates the dimensions of:
11.1. the existing formation in Kabi Road between the intersection with Cootharaba Road and the site
entrance,
11.2. the existing formation of the intersection of Kabi Road and Cootharaba Road, and
11.3. roadside and overhanging vegetation.
A feature and level survey has now been undertaken by JFP Urban Consultants, with the information to be
provided to Council as part of this response.
12. Provide additional comment and swept paths from the Traffic Consultant which:
12.1. includes swept paths based on the survey
12.2. assesses the current formation extents as determined by the survey and includes
recommendations on any necessary improvements to ensure that the concerns have been
suitably addressed
12.3. includes a risk assessment/road safety audit based on the proposed development, existing road
conditions and proposed improvements
Swept path assessments have been updated on the feature and level survey, with the swept paths
discussed in Section 6.3 of this report.
A turn warrant assessment indicates that the most basic intersection treatment, a BAR / BAL is appropriate
for the Kabi Road / Cootharaba Road intersection, see Section 5.5 of this report. The current intersection
does not meet these requirements, with no widening of the Cootharaba Road carriageway to facilitate
passing. As the development is not expected to add to left turn movements into Kabi Road, it is suggested
that upgrade works could include:
Provision of a BAR treatment on Cootharaba Road.
Upgrade of Kabi Road, along its length and including at the intersection, to 6.2m pavement width.
Of the above, it is noted that the BAR treatment is not triggered by this development and represents the
minimum intersection design requirement of AUSTROADS.
13. Provide an assessment of the existing formation of Kabi Road and the intersection of Kabi Road with
Cootharaba Road. The assessment must be based on pavement testing of the existing formation and
include recommendations on any improvement works necessary to cater for the proposed vehicle
movements
Please see Section 5.4 of this report for further detail resulting in a recommended upgrade to a 6.2m
pavement width. Alternately it would be possible to limit the use of the site such that upgrade of Kabi Road
would not be required, however the site operator does not want to explore this option at this point in time.

7.3 Issue Items 14 - 16
The submitted traffic report suggests that the camps will not be in school holidays and will be “seasonal”.
This is contrary to previous discussions which suggested that “holiday camps” and other similar activities
will occur.
The submitted traffic report has been based on a number of assumptions rather than on site specific traffic
counts. It is well known locally that Kabi Golf Course historically had very low usage and as a result
generated low traffic movements. Similarly the assumptions regarding traffic movements on the wider
network may not be correct.
Information Required
14. Provide an amended report that is based on current site specific traffic counts. The counts must be
undertaken in 2 locations, on Kabi Road and on Cootharaba Road in the vicinity of Kabi Road (to the
south of Kabi Road). The traffic data must include but not be limited to:
14.1. data obtained over a 2 week period at each location
14.2. vehicle date/time stamped, vehicle classes recorded, and direction of travel recorded
To respond to the Information Request, traffic count data was collected by sub-contractor Matrix Traffic
and Transport. This included two week tube count data on both Kabi Road and Cootharaba Road.
This existing traffic data, and on-flowing assessment of traffic impacts, is provided in the body of this
report.
15. Provide risk assessment and comment based on the traffic count data in regard to the need for
improvements to the Kabi Road/Cootharaba Road intersection to cater for the turning traffic (eg Basic
Right Turn treatment and associated shoulder widening on Cootharaba Rd)
Assessment of the Cootharaba Road / Kabi Road intersection is now provided in the body of this report,
including both a turn warrant assessment and operational assessment.
There is no change to the requirement for the intersection layout as part of the development, noting that
upgrade would be required to achieve the minimum Basic Right-Turn (BAR) requirement.
16. Provide additional comment in the report in regard to the proposed use periods
There was a misunderstanding at the time of preparing the traffic engineering report for lodgement of the
Development Application. It is intended that the proposal will operate 52 weeks of the year, and the intent
is to not have limitations or caps placed on numbers at any time.
On this basis, the traffic engineering assessment contained within this report has been updated.

8 Conclusions
Following the assessment and analyses presented in this report, it is concluded that:
An empirical assessment of the site’s peak car parking demand for the various uses at a full 299 bed
occupancy is summarised below:
- School Camp: 38 cars / 7 buses.
- School Holiday Camp:
102 cars / 4 buses at drop off.
118 cars / 4 buses at pick up.
- Weekend Use: 108 cars.
The proposed 126 car parks (88 formal / 38 informal) on the site is expected to accommodate
typical site demands.
The car parking is either existing, or informal, with the informal (new) parking designed in
consideration of the Australian Standards.
Appropriate on-site accessibility by 12.5m and 14.5m rigid vehicles has been demonstrated by
swept path assessments.
The traffic generation for the various use components is detailed in the body of this report.
Assuming the site’s 299 beds are fully occupied, the daily two-way traffic volume on Kabi Road,
with the addition of the development, is 73 – 403 vehicles per day. On this basis, upgrade of the
existing Kabi Road carriageway to a 6.2m wide seal width is recommended.
The traffic generated by the development at the Kabi Road / Cootharaba Road intersection does
not trigger upgrade works. It is however noted that the existing intersection does not meet the BAR
design requirements of AUSTROADS.
The intersection of Kabi Road / Cootharaba Road, at a minimum, will need to be upgrade to match
the upgraded 6.2m Kabi Road pavement width.
